During this year's Xi'an Two Sessions, Guan Zhongcheng, a member of the Xi'an Municipal Political Consultative Conference, submitted a proposal on the development of the commercial aerospace payload industry in Xi'an. Guan Zhongcheng believes that the current domestic commercial aerospace payload industry is on the eve of an explosion, and payloads are transitioning from "customization" to "mass production, low cost, and high performance". He suggested focusing on core technology research and creating a "source of payload innovation". Establish a key technology research and development project for commercial aerospace payloads. Establish a load technology innovation and industrial innovation center, carry out cutting-edge technology research and common technology development, accelerate the transformation of achievements, and drive industrial development. Strengthen factor guarantee and build a full chain industrial ecosystem. Establish a sub fund for commercial aerospace payload industry in Xi'an, with a focus on investing in core payload equipment and other fields. Support the joint construction of industrial colleges by universities and enterprises; Establish a system of "weekend engineers" and "migratory bird experts" to attract talents from Beijing, Shanghai, Guangzhou, and Shenzhen to Xi'an for short-term technical research and development.
