The State Internet Information Office issued a notice on April 3 to solicit public opinions on the Administrative Measures for Digital Virtual Human Information Service (III) (Draft for Comments), aiming to promote the healthy development and standardized application of digital virtual human information service (III). The deadline for feedback is May 6, 2026.This management method specifies multiple core regulatory requirements. In terms of protecting rights and interests, the regulations stipulate that the use of sensitive personal information of natural persons for modeling and other activities must obtain separate consent and prominently disclose the purpose and impact of the processing; The use of underage information requires the consent of the guardian. At the same time, it is prohibited to infringe upon the personality rights of others in the form of defamation, defacing, etc. Without consent, it is not allowed to provide digital virtual human services that are sufficient to identify the identity of specific natural persons. The measures also emphasize respect for intellectual property rights and prohibit inducing minors to become addicted. Services that may affect their physical and mental health, such as virtual relatives and virtual partners, shall not be provided to them.
