The Ministry of Water Resources recently issued the "Overall Plan for the Development of Water Resources Remote Sensing Satellite Applications (2026-2035)" (hereinafter referred to as the "Plan"), which clarifies the acceleration of the construction of a water resources remote sensing satellite application system with wide coverage, large space, high frequency, continuity, and precise data collection functions, providing stable and reliable "space-based" data support for the construction of the digital twin water resources system, and systematically promoting and improving the digital intelligence ability and level of water resources governance and management. The Plan proposes the development goal of water conservancy remote sensing satellite applications. By 2030, a preliminary water conservancy remote sensing satellite application system covering major business areas will be formed, achieving quarterly coverage of sub meter resolution images in key areas. Major water conservancy emergency events such as earthquakes, barrier lakes, and embankment breaches will have the ability to continuously monitor high-resolution satellites at the hourly level, supporting the overall improvement of water conservancy business application capabilities; By 2035, a complete water conservancy remote sensing satellite application system will be basically formed, with a significant improvement in sub meter resolution image coverage, further enhancing the ability to quickly monitor major water conservancy emergency events, strengthening water quality monitoring of important water sources, enhancing full coverage, full space, full element, and all-weather satellite monitoring perception capabilities, and fully supporting water conservancy business applications. The Plan specifies the coordinated promotion of the construction of four major systems: water conservancy remote sensing satellite resources, data resources, business applications, technological innovation, and technical standards. It aims to effectively expand satellite resources, establish a centralized and unified multi-source satellite remote sensing data collection platform, expand the depth and breadth of satellite remote sensing business applications, and promote the deep integration of satellite remote sensing technology and water conservancy business.
