On the morning of May 21st, at the "Global Spatio Temporal Intelligence Expo" (WGDC2026) "Low altitude Economy" forum, Wang Peng, Director of the Low altitude Industry at China Unicom Intelligent Research Institute, pointed out that as a national strategic direction, the low altitude economy is about to enter the actual implementation stage and will experience explosive growth. China Unicom fully participates in the construction of four infrastructure networks for low altitude economy, namely facility network, air network, route network, and service network, to build low altitude intelligent integration infrastructure.

Wang Peng emphasized in his speech that the development of low altitude economy calls for a low altitude spatiotemporal intelligent base with coordinated communication and sensing. We know that the country is currently promoting 5G networks, 6G networks, aerospace networks, etc. What is the scope of low altitude networks? The national standard is 0-3 kilometers, and it may need to be further expanded to 6 kilometers. But what is the coverage of the communication network within this range? Currently, most of the country's low altitude airspace is open up to 120 meters. Of course, for the demand at the airline level, such as creating a feeder logistics, it may be open to a range of more than 3 kilometers. How should our communication network cover within this range? With this practical demand, there has been a surge in demand this year for integrating navigation and other multi-source perception devices to build a low altitude surveillance business system. ”
It is reported that as a representative of telecom operators, China Unicom mainly focuses on the construction of intelligent networking systems, namely low altitude intelligent networking. It mainly integrates 5G/5G-A sensing integration, satellite communication, high-precision positioning and navigation, network integration, artificial intelligence and other technologies, from simple superposition to capability symbiosis, data fusion, and decision-making intelligence, providing integrated communication, sensing, guidance, and monitoring services for low altitude flight. Spatiotemporal intelligence is building the core driving capabilities of low altitude economy, such as refined airspace management, communication and navigation signal monitoring, and digital route network.
Wang Peng believes that truly promoting the application of low altitude economy requires deep integration with the industry. China Unicom has established over 200 benchmark cases in more than 20 fields, including public security and law enforcement, fire rescue, urban governance, ecological inspection, industrial inspection, logistics and distribution, in 28 provinces across the country. In addition, cities such as Beijing, Shenzhen, and Anyang have established demonstration zones for low altitude capabilities and conducted new technology experiments. China Unicom has supported market business expansion by deploying more than 200 low altitude test base stations in more than 20 cities across 16 provinces in China, conducting technical verification such as low altitude network coverage, low altitude networking, and communication monitoring.
