According to industry insiders, China Mobile has recently completed its strategic investment in Guodian High Tech, a satellite IoT operator.
Public information shows that China Mobile made a strategic investment in Guodian High tech through its investment platform, China Mobile Capital. After the investment, its shareholding ratio reached 39.85%, making it its largest single shareholder; However, the shareholding ratio of Lv Qiang, Chairman of Guodian High tech, has dropped to 18.1491%. During the same period, newly named shareholders also included state-owned and private funds such as Anhui Zhong'an Youxuan No.1, Hebei Aerospace Information, Hefei Production Investment Tianqi, and Beijing Qishi.
The reason why this investment has attracted a lot of attention is that Guodian High tech is the first and only holder of a commercial trial license for satellite IoT business in China.
It is reported that Guodian High tech was established in 2015 and is a technology enterprise specializing in the construction and operation of low orbit satellite IoT systems.

Guodian High tech holds a satellite communication frequency usage license and operates the "Tianqi Constellation" low orbit satellite IoT system. It has successfully launched 41 in orbit satellites. In the application submitted by China to the International Telecommunication Union in December 2025 for the addition of more than 200000 satellite frequency and orbit resources, the TIANQI-3F and TIANQI-3G constellations jointly planned more than 1000 satellites.
Of course, the industry's attention to Guodian High tech is not solely due to the number of satellites in orbit and the scale of ground users, but rather the "uniqueness" of its license at the current stage. In May of this year, the Ministry of Industry and Information Technology officially issued a commercial trial license for satellite IoT business to State Grid Corporation of China, with a trial period of two years. During this period, Guodian High tech can pilot the operation of satellite IoT business in accordance with the law, relying on the "Tianqi Constellation" to provide users with wide coverage, low power consumption, and high reliability IoT connection services. In fields such as marine fisheries, energy and water conservancy, transportation and logistics, it can achieve all-weather and intelligent data collection and remote control.
Industry insiders pointed out that China Mobile's investment and cooperation in Guodian High tech aims to lay out an integrated communication network of "air, space, earth, and sea" and enhance its competitiveness in emerging fields such as satellite IoT and emergency communication. Through capital ties, China Mobile can more effectively integrate the satellite capabilities of State Grid Corporation of China and its own ground network to create a complete solution.
The collaborative linkage between the two parties can not only quickly implement diversified scenario solutions such as emergency communication, ocean monitoring, low altitude economy, and industrial IoT, enrich the global communication service system, but also rely on high-quality frequency orbit resources and mature satellite operation capabilities to consolidate the core competitiveness of enterprises in the fields of commercial aerospace and 6G foresight.
However, it should be pointed out that with the implementation of China Mobile's "strategic holding" action, whether it will affect the operational independence of Guodian High tech and the ownership of satellite IoT licenses still needs further observation. In September last year, the Ministry of Industry and Information Technology officially issued a satellite mobile communication business license to China Mobile, marking the company's legal qualification to carry out mobile phone direct satellite and other businesses.
