On the morning of May 21st, at the "Low altitude Economy" forum of the "Global Spatio Temporal Intelligence Expo" (WGDC2026), Guo Yuhui, Secretary General of the Low altitude Economy Professional Committee of the China Communications Enterprise Association and Director of the Smart Tower Professional Committee of the China Communications Society, stated that after the opening of low altitude airspace in various regions, the number, types, and complexity of flights have increased sharply. In order to solve problems such as difficult urban safety supervision, the China Tower Communications Institute, together with member units of the Low altitude Special Committee, comprehensively considered many safety factors and jointly explored the "Kanqian City level Low altitude Safety Operation Model 1.0" (hereinafter referred to as the "Kanqian" model), ensuring the foothold of "safety, low altitude, and economy".
Guo Yuhui presented the complete picture of the "Kan Qian" model from multiple aspects such as operation management, technical support, typical cases, and advantageous characteristics. It is reported that the "Kan Qian" model covers the upstream, midstream, and downstream of the low altitude economic industry. Among them, the upstream includes low altitude aircraft, support equipment manufacturing, etc; The midstream includes low altitude flight management services, low altitude intelligent networking systems, and hard infrastructure; Downstream is low altitude application services.
Guo Yuhui pointed out that as the ultimate execution unit of management and the direct scenario of airspace use, the Kan Qian model mainly focuses on the safe operation of prefecture level cities. In order to better promote the application of the Kanqian City level low altitude safety operation model, China Tower Communications Institute, with the support of the China Communications Enterprise Association, officially established the Low altitude Economy Professional Committee in September 2024. The special committee carries out relevant work from four aspects: standard formulation, key technology research and development, industry university research cooperation, and demonstration application, gathering the power of government, industry university research and application, and jointly promoting the development of low altitude economy. By the end of 2025, the Low Altitude Special Committee will have a total of 120+members, covering various fields such as university research institutions, drone component manufacturers, aircraft manufacturing enterprises, meteorological countermeasure equipment manufacturers, planning and design units, infrastructure operators, and application scenario service providers.
At the level of product implementation, Guo Yuhui stated that the Low altitude Economy Special Committee has gathered various planning and design units to form a joint force, providing local governments with low altitude economic development plans, and extending to low altitude facility national spatial special planning and low altitude economic industry planning, promoting the integration of planning results into the national spatial planning "one map", and providing a basis for subsequent low altitude economic project construction. At the same time, member units of the Joint Special Committee have carried out demonstration project construction in Zhongshan, Zhanjiang and other places in Guangdong, formed multi-party collaborative innovation consortia, and deeply cooperated with local governments in various aspects such as technical standard formulation, major project application, product technology research and development, talent training and empowerment.
Guo Yuhui mentioned that in the future, China Tower will rely on its resource advantages and technological capabilities of nearly 2.2 million station sites, a fully covered communication network, and integrated operation and maintenance. It will deeply integrate into the overall development of the national low altitude economy, coordinate with all parties to work together, build an ecosystem, and jointly create a leading new paradigm for urban low altitude safe operation.
