Beijing Surveying and Mapping Geographic Information Regulations (Draft for Comments)

On February 27th, the "Beijing Surveying and Mapping Geographic Information Regulations (Draft for Comments)" (hereinafter referred to as the "Regulations (Draft)") were publicly announced on the Capital Window and the official website of the Beijing Municipal Planning and Natural Resources Commission for a period of 30 days.

After the revision of the Surveying and Mapping Law of the People's Republic of China, the Beijing Surveying and Mapping Regulations need to be revised accordingly based on higher-level laws. With the rapid development of digital economy, artificial intelligence, and other technologies, some parts of the existing Regulations are no longer suitable for the new situation and cannot meet the needs of the development of surveying and mapping geographic information in the new era. According to the legislative work plan of the Municipal People's Congress, the Municipal Planning and Natural Resources Commission has carried out the revision of the "Beijing Surveying and Mapping Regulations". On July 10, 2025, the Standing Committee of the Municipal People's Congress approved the revised project proposal for the "Beijing Surveying and Mapping Regulations" and agreed to change the name to "Beijing Surveying and Mapping Geographic Information Regulations".

The draft regulation stipulates that those engaged in surveying and mapping geographic information activities within the administrative area of this city, utilizing surveying and mapping geographic information results, and implementing surveying and mapping geographic information management shall comply with this regulation. The draft regulation consists of eight chapters and 58 articles, including: General Provisions, Surveying and Mapping Standards, Surveying and Mapping Systems and Infrastructure, Basic Surveying and Other Surveying, Qualification and Surveying Market, Results Management and Application Services, Supervision and Inspection and Safety Management, Legal Responsibilities and Supplementary Provisions.

The draft regulation adheres to the urban strategic positioning of "four centers", highlights the advantages and characteristics of the capital's surveying and mapping geographic information work, and serves the construction of smart and resilient cities

Highlight service guarantee. Establish a mechanism for sharing achievements in serving the country and military departments, provide public versions of surveying and mapping geographic information results and diversified services to the public, and propose the compilation and publication of Chinese and English maps to improve the level of "four services".

Strengthen technological innovation. Encourage and support innovation and progress in surveying and mapping geographic information science and technology, build a digital base for smart cities, promote the application of new formats such as location services and autonomous driving, and assist in the development of smart cities.

Strengthen cooperation in the Beijing Tianjin Hebei region. It is stipulated to strengthen communication and cooperation in the Beijing Tianjin Hebei region, promote the sharing and utilization of surveying and mapping geographic information results, and enhance the collaborative development capacity of the capital metropolitan area.

Add provisions for emergency mapping. Clarify the main content and mechanism of emergency mapping, and encourage social forces to participate in emergency mapping to improve support capabilities and serve the construction of resilient cities.

The draft regulation adheres to the overall idea of coordinated development and security, and elaborates on the relevant content of security and confidentiality in accordance with the basic principle of graded and classified protection

Clarify the security and confidentiality obligations of market entities. Increase data circulation and transaction security clauses, strengthen the construction of technical prevention and control system, and stipulate strict management of the entire chain of acquisition, possession, provision, utilization, and destruction of surveying and mapping geographic information that belongs to state secrets.

Strengthen and improve the management of underground pipeline surveying and mapping. On the basis of existing provisions such as underground pipeline survey and abandonment declaration, it is necessary to strengthen the requirement for construction units to conduct real-time tracking and measurement before covering soil, and include the completion measurement results as the basis for subsequent planning verification.

Make up for the loopholes in the security and confidentiality weak links system. Specify the specific security and confidentiality requirements for mapping and geographic information units such as satellite navigation and positioning reference stations, Internet map services, and automated driving maps, and improve the map review mechanism.

Add regulations on the destruction of classified achievements. Specific destruction measures for situations such as the cancellation of new enterprise qualifications and the collection of confidential data from external ports.

The draft regulation will solidify the innovative practices of enterprises in Beijing through legislation, promoting the new development of the surveying and mapping geographic information industry

This city has the largest number of Class A surveying and mapping qualification units in the country, with about one-third of the top 100 national geographic information enterprises. This time, the innovative practices of enterprises in Beijing will be provided with legal protection through legislation to further promote industrial upgrading and development.

Promote the circulation and trading of data. Establish a market-oriented circulation mechanism for data elements, carry out the operation of spatiotemporal public data zones, promote data circulation, and unleash the value of data elements.

Promote the construction of application scenarios. Promote the formation of new technologies, industries, formats, and models for surveying and mapping geographic information, and serve the spatial data application needs of the public in different scenarios such as travel and consumption.

Enrich data supply. Expand the scope of basic surveying and mapping content, adjust the updating methods of basic surveying and mapping results, clarify the legal status of urban land and space monitoring, and encourage enterprises and institutions to enrich supply through technological innovation.

The draft regulation focuses on the needs of data information security prevention and control in the capital, and regulates the management of surveying and mapping geographic information activities through legislation

In response to the emergence of new formats and applications in the field of surveying and mapping geographic information, as well as the need for prevention and control of data information security in the capital, the management practices formed in our city in recent years have been solidified into laws.

Refine departmental responsibilities. Clearly define the job responsibilities of departments such as natural resources planning, housing and urban-rural development, government affairs, and data management, as well as the security and confidentiality responsibilities of departments such as confidentiality, cyberspace, and national security.

Strengthen supervision and management. Clarify the implementation subject, regulatory content, and inspection methods of regulatory work such as map market, achievement quality, achievement submission, and satellite navigation positioning benchmark stations, and strengthen supervision and management.

Deepen data openness and sharing. Improve the mechanism for sharing achievements among government departments, ensure the collection, storage, and utilization of achievements, and open up channels for obtaining them.
