Several measures to support high-quality development of low altitude economy in Guangdong Province
In order to implement the Action Plan for Promoting High quality Development of Low altitude Economy in Guangdong Province (2024-2026), seize opportunities for the development of low altitude economy industry, fully leverage Guangdong's advantages such as rich application scenarios, complete industrial supporting facilities, and complete market mechanisms, create a leading highland for the development of low altitude economy industry in the country, and shape new driving forces and advantages for development, the following policy measures are formulated.
1、 Establish sound regulations and ensure safety. Accelerate the release and safe and efficient utilization of airspace resources. Adhere to the principle of "easy first, difficult later, and tailored to local conditions", scientifically plan and dynamically optimize the low altitude air route network within the province. Promote the reform of provincial-level low altitude airspace management, accelerate the construction of provincial comprehensive flight service platforms and flight service stations in Guangzhou, Shenzhen, Zhuhai, etc., and enhance the coordinated operation, management, and service capabilities of airspace. Encourage the use of existing infrastructure resources for intelligent upgrades, scientifically avoid sensitive areas such as densely populated areas and important core facilities, and ensure the safety of low altitude flights. Research will incorporate unmanned aerial vehicle safety emergency management into the local government emergency management system, and strengthen the risk prevention and emergency response mechanism for low altitude flight safety. Provide special funding support for low altitude economic research projects included in the provincial key field research and development plan. Encourage low altitude enterprises to increase their R&D investment, and eligible R&D expenses incurred by technology-based enterprises can enjoy pre tax additional deduction policies in accordance with regulations. For technology renovation projects that purchase production and supporting equipment through direct financing leasing and apply for declaration, and comply with the provincial enterprise technology renovation funding policy, leasing subsidies will be provided for support. For provincial enterprises that have been awarded national level single champion enterprises and specialized and innovative "little giant" enterprises in the low altitude field, on the basis of implementing provincial support policies, cities are encouraged to give rewards. Strengthen the funding guarantee for the preliminary work of low altitude infrastructure construction projects that meet the conditions. Encourage cities with conditions to provide support for newly opened and regularly operated low altitude logistics routes. Strengthen the development of traditional aviation and encourage cities to strengthen factor guarantees and support for newly opened and regularly operated helicopter manned routes. Deepen the application of drones in the field of government affairs by combining the construction of the "Hundred, Thousand, and Ten Thousand Project" information platform. Explore the inclusion of low altitude economic public services in the scope of government procurement service related catalogs. Support universities and vocational colleges within the province to offer low altitude economic majors and cultivate professional technical and skilled talents. The scope of support for this measure includes enterprises and institutions engaged in low altitude economic business in Guangdong Province, which will be implemented from the date of publication and valid for 3 years. Those who comply with this measure and other policies and regulations of Guangdong Province shall be supported according to the principle of "priority, emphasis, and non repetition", except as otherwise provided. The support and reward measures shall be carried out in an orderly manner in accordance with laws and regulations, and the specific implementation rules of the relevant responsible departments shall prevail.
