Action Plan for Collaborative Promotion of Beidou Space and Time Industry Development in Beijing Tianjin Hebei (2025-2027)
In order to implement the major strategic deployment of the Party Central Committee and the State Council on the coordinated development of Beijing Tianjin Hebei, promote the coordinated development of the Beijing Tianjin Hebei Beidou space-time industry, and support the formation of new competitive advantages in the integrated development of the Beijing Tianjin Hebei region, the Beijing Municipal Bureau of Economy and Information Technology, the Tianjin Municipal Bureau of Industry and Information Technology, and the Hebei Provincial Department of Industry and Information Technology jointly formulated this action plan. 1、 Strengthen strategic cooperation between the central and local governments
Strengthen cooperation with central enterprises such as China Time and Space Information Group Co., Ltd., and promote their implementation and construction of national level Beidou Time and Space key projects in the Beijing Tianjin Hebei region. Collaborate with enterprises and institutions in the three regions to integrate relevant infrastructure resources, carry out key technological breakthroughs such as comprehensive PNT, spatiotemporal big data, and Beidou fusion applications, and jointly build the Beidou spatiotemporal industrial ecosystem in the Beijing Tianjin Hebei region.
2、 Promote the joint construction of infrastructure
1. Implement a national level service platform. Promote central enterprises such as China Time and Space Information Group Co., Ltd. to undertake and integrate national time and space information infrastructure resources, focusing on building capabilities such as ground-based enhancement, satellite based enhancement, short message services, and time and space big data services, and to implement national level time and space information comprehensive service platforms in the Beijing Tianjin Hebei region, creating a public service infrastructure that integrates space, ground, and remote communication.
2. Integrate the infrastructure of Beijing Tianjin Hebei region. On the basis of the existing provincial navigation and location service platforms in the three regions, we will promote the sharing of spatiotemporal data resources, strengthen the cooperation between key enterprises and institutions in the three regions and central enterprises such as China Spatiotemporal Information Group Co., Ltd., jointly build the National Spatiotemporal Big Data Center Beijing Tianjin Hebei Hub, provide Beidou spatiotemporal data services to the Beijing Tianjin Hebei region, improve the overall utilization efficiency of infrastructure, and create a demonstrative spatiotemporal information service network.
3. Build a public service system. Support the layout of small-scale and pilot testing platforms and industrial innovation centers for Beidou spatiotemporal information products in the Beijing Tianjin Hebei region, promote the construction of a professional laboratory for "dynamic spatiotemporal benchmark and navigation positioning performance", create design, research and development, experimentation, and testing bases for Beidou hydrogen energy heavy-duty trucks, intelligent connected vehicles, and other application products, and jointly promote the construction of the "Beidou+" and "spatiotemporal+" public service system.
3、 Collaborative improvement of standard system
4. Establish a standard promotion organization. Support the establishment of institutions such as the Standardization Technical Committee for Spatiotemporal Information Services, conduct research and development of products and data standards related to Beidou scale applications and spatial-temporal big data services, and build a standardized and mutually recognized technical system.
5. Improve the certification service system. Support industry associations and alliances to accelerate the development, improvement, and promotion of group standards. Promote the effective integration of testing institutions in the Beijing Tianjin Hebei region with international standards, national standards, industry standards, and group standards, and establish a collaborative service system for quality testing and certification of Beidou spatiotemporal information products.
6. Utilize the efficiency of Beidou data. Explore new business models for Beidou spatiotemporal data services and transactions, guide navigation and location service enterprises in the Beijing Tianjin Hebei region to exchange and share Beidou spatiotemporal data, and empower the construction of integrated Beidou scale applications in the three regions.
4、 Promote technological innovation and scale application
7. Promote technological innovation and achievement transformation. Guided by the application demand, we will promote the integration and innovation of Beidou spatiotemporal information services and new generation information technologies, such as artificial intelligence, big data, mobile communications, satellite Internet, etc., promote key core technology research, and support the transformation of innovation achievements and industrialization development through special support, government procurement, first trial and first use incentives, enterprise financing subsidies, etc.
8. Promote scale application and service innovation. Give full play to the radiating and driving role of key enterprises and institutions in the three regions, promote the large-scale application of Beidou in typical application scenarios such as urban safety governance, shared two wheelers, smart logistics, and smart transportation, and empower the coordinated development of Beijing Tianjin Hebei. Jointly explore the integration, innovation, and cross regional application of Beidou spatiotemporal information in emerging fields such as hydrogen energy heavy-duty trucks, robots, vehicle road coordination, low altitude economy, and smart healthcare. Implement a number of forward-looking and innovative Beidou spatiotemporal information service demonstration projects with industrial prospects, and form the "Beijing Tianjin Hebei Solution" for Beidou spatiotemporal information services.
9. Promote mature application solutions. Support the joint release of excellent products and innovative application typical cases of Beidou spatiotemporal information services in the Beijing Tianjin Hebei region, form a list of Beidou spatiotemporal information service application solutions, jointly establish advantageous product and service brands in the Beijing Tianjin Hebei region, and jointly carry out promotional activities for domestic and foreign markets.
10. Deepen international exchanges and cooperation. Strengthen international exchanges and cooperation in the field of Beidou Space Time, support enterprises in the three regions to create products and services with international market competitiveness, encourage the expansion of overseas markets, deeply participate in the construction of the "the Belt and Road", promote the large-scale application of domestic products in relevant countries and fields, actively explore and develop overseas emerging application scenarios, and cultivate a localized Beidou Space Time information service market.
5、 Cultivate the Beidou space-time industry cluster
11. Carry out strong chain reinforcement and chain extension. Accelerate the construction of Beidou industrial parks in Beijing Haidian, Shunyi, Economic and Technological Development Zone, Tianjin Binhai, Hebei Xiong'an New Area, Shijiazhuang and Cangzhou, strengthen the supply of funds, talent, application scenarios and other factors, and create a Beijing Tianjin Hebei Beidou spatiotemporal industrial cluster with complementary advantages and coordinated development.

Strengthen policy support, include the Beidou space-time industry in the scope of financial support from the three regions, actively seek national project support, broaden financing channels, and increase support for Beidou technology innovation, industrial research, first trial and first use, strengthening and supplementing chains, main body cultivation, platform construction, first (set) major technological equipment, and large-scale applications. Provide talent support, accelerate the cultivation and construction of the Beidou space-time talent team, deepen cooperation between industry, academia, research and application, support the introduction of high-level talents to the Beijing Tianjin Hebei region, and ensure the supply of multi-level talents for the development of the Beidou space-time industry. Do a good job in publicity and guidance, fully leverage the bridging role of the three industry associations and alliances, strengthen policy publicity and guidance, and supply and demand docking.
