On October 27th, four departments including the Beijing Municipal Commission of Science and Technology and the Zhongguancun Science and Technology Park Management Committee issued the "Several Measures to Support the Construction of Beijing's Future Digital Space Innovation Pilot Zone", providing financial support in ten aspects.
It is reported that in March of this year, at the 2025 China Science Fiction Conference, the Beijing Future Digital Space Innovation Experimental Zone was unveiled and landed in Shougang Park. The experimental zone will focus on digital economy related industries such as science fiction, metaverse, gaming, esports, and virtual reality, and strengthen the incubation and cultivation of new tracks.
In terms of cultivating innovative demonstration scenarios for cutting-edge technologies, the "Several Measures" point out that the implementation of future digital space scene promotion projects will support technological innovation in cutting-edge directions such as artificial intelligence and virtual reality, accelerate the promotion and application of innovative products, combine with characteristic industrial relics, create a batch of experiential, replicable, and promotable demonstration scenarios, and provide project support of no more than 10 million yuan.
In terms of creating high-quality digital content, the "Several Measures" point out supporting the application of typical IP digital assets in innovation pilot zones to carry out high-quality creation in science fiction, metaverse, gaming, e-sports, and virtual reality. Support eligible enterprises within the innovation pilot zone to actively apply for high-quality development support projects in the gaming and esports industry in Beijing. For excellent original game works that have been officially published and distributed, a support of 300000 yuan will be given; For works that have won industry international and domestic awards, the international award will provide 2 million yuan and the domestic award will provide 500000 yuan in support.
In terms of building benchmark incubators for digital spaces, the "Several Measures" point out that enterprises are encouraged to build benchmark incubators in innovation pilot zones, cultivate high-quality start-ups, attract upstream and downstream clusters of the industrial chain, and create characteristic industrial clusters. For benchmark incubators, support of up to 3 years and no more than 20 million yuan will be provided.
Currently, a new round of technological revolution and industrial transformation is advancing at an unprecedented speed, and industries such as digital economy and artificial intelligence have become the core driving force for global economic development. In this context, Beijing has taken the lead in introducing future industry implementation plans nationwide, focusing on cutting-edge fields such as future information and future space, and is committed to creating a strategic highland for future industries.
On October 16th, the 2025 Metaverse Conference grandly kicked off at the 33Meta Club of SoReal Science Fiction Park in Shougang No.1 Blast Furnace, Shijingshan District, Beijing. At the meeting, the "VR Big Space Yearbook" and the "AI Metaverse Innovation Demonstration Top 100 Case Collection (2025)" were officially released, marking a crucial and solid step in the innovation practice and ecological construction of the AI Metaverse.
As the central urban area of the capital, Shijingshan has established science fiction metaverse as the core driving force of regional economy. Not only has it successfully built the first science fiction industry cluster in the country, but it has also relied on high-quality platforms such as Beihang Virtual Reality Laboratory to create a number of benchmark scenarios, and is making every effort to accelerate the construction of a new industrial model of "front store, back factory" virtual real integration.
In the field of scenario applications, Shijingshan District actively promotes the construction of science fiction consumption complexes, metaverse social spaces, and organizes various activities such as e-sports carnivals, successfully building a complete industrial loop of "event drainage scene experience consumption conversion". In terms of building an industrial ecosystem, taking the construction of the Beijing Future Digital Space Innovation Pilot Zone as an important opportunity, we will increase support in talent, funding, and other aspects, promote the implementation of a number of pilot policies, and continue to stimulate the new momentum of the "science fiction+" industry.
In particular, in terms of immersive experience, Shijingshan District has achieved fruitful results, including the first Yuan Universe China-Chic immersive experience theater in Beijing, "Tang Dynasty Tricky Stories · Journey to the West", and immersive VR large space science popularization experience projects, "The Territory of the Motherland · Deep Space", "A Dream into the Tang Dynasty", "Beautiful Star Ball", "Ocean Fantasy Journey", etc., which have brought people an all-round and multi-level immersive experience.
At the same time, Shijingshan District has established a technology special fund with an annual scale of 1 billion yuan, focusing on key areas such as the metaverse. The relevant policies cover multiple aspects of support, including providing national level research and development institutions with a full exemption of venue rent and offering up to 5 million yuan in annual operational support; Provide a subsidy of up to 2 million yuan for technology transfer projects; Reward benchmark incubators with a maximum of 30 million yuan.
It is worth mentioning that in September this year, the largest humanoid robot training ground in China was officially put into operation in Shijingshan District, Beijing. It is reported that the training ground can produce over 6 million high-quality data points annually. Through the cross regional distributed data acquisition production mode, it will be linked with training grounds in Suzhou, Jinan, Hefei, Zhengzhou and other places, forming a national data center with an expected data production capacity of 5000 hours/month.
