Among them, it is proposed to encourage the development of key technologies such as situational awareness, advanced flight control, land air linkage, surveillance countermeasures, and mission payloads, and to develop low altitude aircraft that can adapt to extreme weather, special terrain, long haul, and heavy load flight needs. Encourage commercial aerospace companies to focus on key technological breakthroughs in the fields of next-generation low-cost satellites and critical payloads, satellite constellation networking and measurement and operation control, and direct satellite communication. For enterprises engaged in the research and development of the above-mentioned technologies and equipment, if their annual revenue exceeds 10 million yuan and the proportion of research and development is greater than 10%, they will be supported at a rate of 3% of their research and development investment. Among them, the maximum support for companies with annual revenue greater than 1 billion yuan is 10 million yuan, the maximum support for companies with annual revenue between 500 million yuan and 1 billion yuan is 5 million yuan, the maximum support for companies with annual revenue between 100 million yuan and 5 billion yuan is 3 million yuan, and the maximum support for companies with annual revenue between 10 million yuan and 1 billion yuan is 1 million yuan.

Several policy measures to accelerate the development of low altitude economy and high-quality aerospace in Tianhe District, Guangzhou
In order to implement the central government's opinions on promoting high-quality development of low altitude economy, as well as the spirit of documents such as the "Action Plan for Promoting High quality Development of Low altitude Economy in Guangdong Province (2024-2026)", "Action Plan for Promoting High quality Development of Commercial Aerospace in Guangdong Province (2024-2028)", and "Guangzhou Low altitude Economy Development Regulations", accelerate the construction of the "12126" modern industrial system in Tianhe District, improve low altitude infrastructure, vigorously enhance equipment technology level, orderly expand low altitude scenario applications, increase talent training efforts, and combine with regional development reality, this measure is formulated.
Article 1 [Infrastructure Construction Support] Support the construction, renovation (expansion), adjustment and optimization of helicopter takeoff and landing sites, electric vertical takeoff and landing aircraft (eVTOL) takeoff and landing sites, large, medium and small unmanned aerial vehicle takeoff and landing sites, charging and swapping stations, transfer stations, alternate landing sites, test flight sites and satellite ground station network supporting facilities in Tianhe District. For projects that have obtained project construction registration permits and have the ability to provide public services, one-time support will be given according to 50% of the actual construction investment (excluding aircraft procurement and software systems). This clause establishes a special fund pool of no more than 8 million yuan, and if the application amount exceeds the contribution pool amount in the current year, it will be paid proportionally.
Article 2 [Industrial Agglomeration Support] For low altitude economic and commercial aerospace professional buildings and industrial parks recognized by the state, province, and city, a one-time support of up to 1 million yuan, 800000 yuan, and 500000 yuan will be given to each operating unit respectively. Low altitude economy and commercial aerospace professional buildings and industrial parks with upgraded certification levels can receive differential support.
Article 3 [Key Core Technology Research and Development Support] Encourage the development of key technologies such as situational awareness, advanced flight control, land air linkage, surveillance countermeasures, and mission payloads, and develop low altitude aircraft that can adapt to extreme weather, special terrain, long haul, and heavy load flight needs. Article 4 [Support for Enterprises to Expand and Strengthen] We will coordinate and make good use of policy funds at all levels, support low altitude economy and commercial aerospace enterprises to actively apply for various policies in the area such as modern urban industry, software industry, high-end professional services, and scientific and technological innovation, and support enterprises to apply for higher-level policies such as the first set of key technical equipment, the first batch of new materials, and the first version of software projects.
Article 5 [Airworthiness Certification Support] Enterprises engaged in the production and operation of aircraft products shall be provided with classified and phased support. We will provide support of 15 million yuan, 15 million yuan, 3 million yuan, and 1 million yuan respectively to the production enterprises of large manned unmanned aerial vehicles, large manned manned manned aerial vehicles, large unmanned aerial vehicles, and medium-sized unmanned aerial vehicles that have obtained the Type Certificate (TC) and Production License (PC) issued by the Civil Aviation Administration of China. Provide 1 million yuan and 800000 yuan respectively to the operating enterprises of large manned unmanned aerial vehicles and large unmanned aerial vehicles that have obtained the Operational Qualification Certificate (OC) issued by the Civil Aviation Administration of China. The maximum annual support amount for each enterprise is 20 million yuan, and the same model is only supported once.
Article 6 [Low altitude Logistics Development Support] For large, medium, and small unmanned aerial vehicle logistics routes that have obtained approval from industry regulatory authorities, have at least one starting and ending point in Tianhe, operate normally, and have an annual execution of no less than 300 flights, a one-time support of up to 300000 yuan, 200000 yuan, and 100000 yuan will be given respectively. This clause establishes a special fund pool of no more than 3 million yuan, and if the application amount exceeds the contribution pool amount in the current year, it will be paid proportionally.
Article 7 [Low altitude Transportation Route Support] A one-time funding support of 500000 yuan will be provided for eVTOL (Electric Vertical Takeoff and Landing) intercity transportation, urban transportation, and sightseeing experience manned transportation routes that have obtained approval from industry regulatory authorities, have at least one starting and ending point in Tianhe, operate normally, and perform no less than 100 flights annually. This clause establishes a special fund pool of no more than 3 million yuan, and if the application amount exceeds the contribution pool amount in the current year, it will be paid proportionally.
Article 8 [Development of Low altitude Public Service Support] Give full play to the guiding role of the government in purchasing public services. Relevant departments of the district government shall regularly release a list of public service application scenarios, support the purchase of low altitude flight services in fields such as "low altitude+emergency rescue", "low altitude+urban inspection", "low altitude+safety management", "low altitude+ecological monitoring", etc., strengthen the application of low altitude aircraft in fire rescue, medical rescue, public security patrol, traffic patrol, illegal construction patrol, environmental sanitation patrol, bridge and tunnel patrol, building exterior wall inspection, large-scale event security, sudden public event monitoring, forest fire prevention, land and resources surveying, water resources monitoring and other public governance service scenarios, and promote the deep integration of low altitude economy with digital economy and urban governance.
Article 9 [Support for Low altitude Economy and Commercial Aerospace Talents] For low altitude economy and commercial aerospace enterprises that have won provincial-level or above manufacturing industry single champions, enterprise technology centers, key laboratories, engineering technology research centers, technology innovation demonstration enterprises, intellectual property demonstration enterprises, specialized and new "little giants", high-tech enterprises, etc., as well as those whose products have been recognized as the first (set) of key technical equipment, the first batch of new materials, and the first version of software projects, they will be given recommended quotas for backbone technical talents according to classification and grading. The backbone technical talents recommended by the enterprises will be given individual support, with a maximum of 100000 yuan per person per year. This clause establishes a special fund pool of no more than 10 million yuan, and if the application amount exceeds the contribution pool amount in the current year, it will be paid proportionally.
Article 10 [Support for Low altitude Economic Vocational Training] Enterprises with training qualifications are supported to carry out training and assessment in the field of low altitude aircraft. If the trainees receive subsidies for unmanned aerial vehicle pilots, unmanned aerial vehicle surveying and control personnel L, unmanned aerial vehicle installation and maintenance workers, aircraft machinery maintenance personnel, aircraft component repair workers, etc. in the Guangdong Province Vocational Skills Training Subsidy (Guidance) Standard Catalog every year, they will be given a support of 50000 yuan per 100 people, with a maximum of 1 million yuan per enterprise per year; Support enterprises with training qualifications to carry out large-scale manned and manned aircraft pilot training and assessment. For annual training students who obtain pilot licenses issued by the Civil Aviation Administration of China, a support of 100000 yuan will be given per 100 people, with a maximum of 1 million yuan per enterprise per year.
Article 11 [Financial and Insurance Support] Give full play to the role of the district's industrial investment mother fund, guide social capital to participate in the investment of high-quality projects in low altitude economy and commercial aerospace, and assist in the high-quality development of low altitude economy and commercial aerospace projects. Support the development of low altitude insurance, and provide insurance institutions that offer insurance products applicable to low altitude aircraft with 10% of the previous year's premium income for this type of insurance product. Low altitude insurance supports the establishment of a special fund pool not exceeding 1 million yuan. If the application amount exceeds the contribution pool amount in the current year, it will be paid proportionally.
Article 12 [Supplementary Provisions]
(1) The low altitude economy and commercial aerospace related enterprises referred to in this measure refer to enterprises with independent legal personality, whose main business is the research and development, manufacturing, low altitude flight, operation, and support of low altitude aircraft and components using new energy technologies, as well as enterprises related to the aviation and aerospace industry chain such as the development of whole satellites and carrier rockets, manufacturing of satellite and ground terminal equipment, rocket launch, and satellite application services. The concepts of small, medium, and large unmanned aerial vehicles are consistent with the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles.
(2) The currency units mentioned in this measure are all Chinese yuan, including amounts that are "greater than", "highest", "not exceeding", and "not less than". The lower range of the amount interval contains this number, while the upper range does not contain this number. This measure involves the overall arrangement of support funds by the district government, and the support ratio and limit are both upper limits. The actual support ratio and amount are controlled by the total annual budget. If the same project or matter that complies with the provisions of this measure also complies with other provisions of this measure or other support measures of Tianhe District (including the provisions of higher-level departments requiring district level supporting or funding), it shall be supported according to the principle of "no duplication based on high standards", unless otherwise specified.
(3) For the application of relevant policy measures, please log in to the Tianhe District Policy Fulfillment Service Platform in Guangzhou. The policy application guidelines and operational guidelines will be formulated separately.
(4) This measure shall come into effect 30 days after its announcement and shall be valid until December 31, 2027. After the expiration of this measure, if the support funds have not been fully paid, they should continue to be implemented until all payments are made.
