Recently, the Wenzhou Transportation Bureau publicly solicited opinions on the "Wenzhou Low altitude Infrastructure Layout and Airspace Route Planning (Draft for Comments)".
The draft for soliciting opinions includes eight parts: project overview, current low altitude infrastructure, development trends and goals, takeoff and landing facility planning scheme, airspace evaluation and optimization suggestions, route layout scheme, flight service support scheme, and short-term plans. Among them, by 2027, one general aviation airport and over 200 vertical takeoff and landing sites/points will be built, with diversified application scenarios for collaborative application and preliminary construction of a commercial closed-loop logistics scenario; From the mid-term to 2030, 2-3 general aviation airports and over 500 vertical takeoff and landing sites/points will be built, and the application of low altitude cargo will be developed on a large scale. The intelligent low altitude operation flight service guarantee system will gradually be improved, and a city level low altitude logistics transportation route will be initially constructed; In the long term, by 2035, 3-5 general aviation airports, over 1000 vertical takeoff and landing sites/points, and over 30 low altitude comprehensive hubs will be built, achieving full coverage of "one county landing hub, one town landing site", and the commercial application of manned flight will begin to take shape.
In terms of the planning of takeoff and landing facilities, the draft for soliciting opinions mainly focuses on seven application scenarios, including instant delivery, medical delivery, logistics transportation, air traffic (passenger transport), emergency rescue, urban governance, and cultural tourism, laying out a network of low altitude takeoff and landing facilities. On the basis of the current 207 takeoff and landing points, it plans to add 1782, reaching 1989 by 2035, with a total investment of 8.3-14 billion yuan.
In terms of route layout, the "Draft for Soliciting Opinions" includes route planning schemes and route planning schemes, clearly proposing the planning and establishment of 17 manned and cargo center routes, 308 branch routes, and 579 routes for six application scenarios including medical delivery, instant delivery, and urban governance. In terms of flight service support, including flight support objectives, low altitude management centers, information infrastructure configuration suggestions, etc., the focus is on providing guidance on the configuration of communication, navigation, surveillance, meteorological and other facilities, with a total investment of approximately 1.38 billion yuan.
It is reported that the draft for soliciting opinions proposes to focus on logistics transportation in the near future, with Taishun, Wencheng General Airport, and provincial-level low altitude economic "pilot zones" as the core, prioritizing the implementation of the "One Corridor, One Belt" air route network, connecting the central urban area, western Wentai, southern Longpingcang and other low altitude industry clusters.
