On November 25th, 28 days after the release of the national "15th Five Year Plan Proposal", the National Space Administration released the "Action Plan for Promoting High Quality and Safe Development of Commercial Aerospace (2025-2027)" (hereinafter referred to as the "Action Plan"), which includes commercial aerospace in the overall layout of national aerospace development. The goal is to achieve efficient and coordinated ecological development of the commercial aerospace industry, safe and orderly scientific research and production, significant growth in industrial scale, significant increase in innovation and creativity, coordinated construction and efficient utilization of resource capabilities, significant improvement in industry governance capabilities, and basically achieve high-quality development of commercial aerospace by 2027.
On the same day, the Ministry of Industry and Information Technology issued a notice on organizing commercial trials of satellite IoT services, which provided detailed implementation guidelines for the "Guiding Opinions on Optimizing Business Access and Promoting the Development of Satellite Communication Industry" released in August. The two documents simultaneously focus on both the supply and demand sides, with a clear dual wheel drive approach. At the same time, both documents emphasize safety supervision, providing policy footnotes for China's commercial aerospace to enter a new era.
