By 2027, the added value of cultural and related industries and the total tourism expenditure in Deyang City will reach about 10 billion yuan and 80 billion yuan respectively. The proportion of inbound tourists in the province will significantly increase, and over 100 million tourists will be received throughout the year. The core cultural and tourism product system, international service standard system, and global marketing system will be initially established. Deyang's international influence will continue to strengthen, and the construction of an international tourism city will achieve phased results.
The Decision points out to promote the construction of Sanxingdui Cultural Tourism Development Zone and promote the integration and innovation of cultural tourism technology.
Centered around the construction of a diversified and composite industrial system of "culture+tourism+commerce+N", with the operational strategy of "classic practice+cultural and tourism iteration+immersive experience", we will accelerate the creation of application scenarios such as hotel accommodation, performance shows, theme parades, characteristic businesses, immersive experiences, digital cultural and creative industries, and build a new landmark of cultural and tourism integration of "classic+entertainment+consumption", realizing the expression and experiential landing of Sanxingdui culture and tourism. Implement a three-year construction campaign to ensure that the first phase is completed and put into use by July 2026, and the second phase is fully opened in February 2028.
Actively promote the innovative technologies and latest achievements of new quality productivity such as AI, VR, and metaverse to be widely applied in cultural and tourism scenarios. Construct a number of digital cultural and tourism experience facilities such as digital exhibition halls and virtual scenic spots at important scenic spots, and support the development of immersive experience projects for cultural relics units, scenic spots, park blocks, and other areas.
Encourage the development of digital enterprises in the cultural and tourism industry, carry out digital and intelligent technology, scene development and promotion applications in cultural and tourism, create a number of cultural and tourism digital IP projects, and cultivate key industries such as film and television animation, digital creativity, and online audio-visual. Relying on the provincial tourism intelligent management platform, upgrading the functions of the "Smart Travel Deyang" platform, promoting data sharing among scenic spots, transportation, hotels, travel agencies, ticketing, etc., and enhancing the intelligence level of cultural and tourism services.
Not long ago, the 7th Plenary Session of the 12th Sichuan Provincial Party Committee explicitly proposed to promote the deep integration of culture and tourism development, and further expand and strengthen the cultural tourism industry.
