Recently, the Natural Resources and Planning Bureau of Zhuzhou City issued the "Management Measures for High precision Navigation Electronic Maps of Intelligent Connected Vehicle Roads in Zhuzhou City", which standardizes the management of high-precision navigation electronic maps of intelligent connected vehicle roads, ensures the security of geographic information data, and promotes the development of the intelligent connected vehicle industry.

Management Measures for Electronic Maps

Chapter 1  General Provisions

Article 1: In order to standardize the management of high-precision navigation electronic maps for intelligent connected vehicles, ensure the security of geographic information data, and promote the development of the intelligent connected vehicle industry, this method is formulated in accordance with relevant laws and regulations such as the Surveying and Mapping Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Map Management Regulations, the Surveying and Mapping Geographic Information Regulations of Hunan Province, the Notice of the Ministry of Natural Resources on Promoting the Development and Maintaining the Security of Surveying and Mapping Geographic Information for Intelligent Connected Vehicles (Natural Resources Regulations [2022] No. 1), and the Notice of the Ministry of Natural Resources on Strengthening the Security Management of Surveying and Mapping Geographic Information for Intelligent Connected Vehicles (Natural Resources Development [2024] No. 139), combined with the actual situation of this city.

Article 2: These Measures shall apply to the data collection, storage, transmission, processing, production, and use of high-precision navigation electronic maps (hereinafter referred to as "high-precision maps") for intelligent connected vehicles within the administrative area of this city, as well as related supervision and management work.

Article 3: The high-precision map referred to in these Measures refers to an electronic map or dataset that contains the geometry, attributes, and relationships of road networks, lane networks, road markings, and road facilities, supports the integration of road dynamic data and custom data, assists in autonomous intelligent movement of road traffic vehicles and fine management of road traffic, and can be used in conjunction with general navigation electronic maps.

Article 4: The act of collecting, storing, transmitting, and processing geographic information data (including road topology data) such as spatial coordinates, real-time images (environmental perception data such as videos and images), point clouds, and their attribute information of vehicles and surrounding road facilities during the operation, service, and testing process of intelligent connected vehicles installed or integrated with satellite navigation positioning receiving modules, inertial measurement units, cameras, laser radars, and millimeter wave radars belongs to surveying and mapping activities, and should be regulated and managed in accordance with surveying and mapping laws and regulations.

Article 5 Units and individuals engaged in high-precision map production, storage, utilization and other related activities shall comply with confidentiality laws, administrative regulations and relevant national provisions regarding the acquisition, possession, provision and utilization of geographic information that belongs to state secrets.

Chapter 2  Management Responsibilities

Article 6: The natural resources department of Zhuzhou City is the competent authority for the management of high-precision maps in this city, responsible for the supervision and management of high-precision maps within its administrative area. Specific responsibilities include:

(1) Develop high-precision map management policies;

(2) Supervise the production, use, and updating of high-precision maps;

(3) Guide the natural resources management departments in various counties, cities, and districts to carry out relevant work; (4) Coordinate relevant departments to promote the sharing and application of high-precision maps.

Article 7: The natural resources authorities in counties, cities, and districts are responsible for the supervision and management of high-precision maps within their administrative areas. Specific responsibilities include:

(1) Implement higher-level policies and formulate local management rules;

(2) Assist the superior supervisory department in carrying out high-precision map review and filing work;

(3) Supervise the production, use, and updating of high-precision maps within this administrative region.

Article 8: The natural resources department of the people's government at or above the county level shall, in conjunction with relevant departments such as confidentiality and cyberspace, regularly conduct joint inspections and information notifications on the data security involved in high-precision maps, and maintain the security of surveying and mapping geographic information.

Chapter 3  Data collection and processing

Article 9: Automobile companies, service providers, and intelligent driving software providers engaged in high-precision map data collection, storage, transmission, and processing shall obtain corresponding surveying and mapping qualifications in accordance with the law, or entrust units with corresponding surveying and mapping qualifications to carry out corresponding surveying and mapping activities.

Article 10: The natural resources department of the provincial people's government, in conjunction with relevant departments, has established a national unified Beidou satellite navigation and positioning benchmark service system, providing free navigation and positioning benchmark information public services to the society. Intelligent connected vehicles should use the national unified Beidou satellite navigation and positioning reference service system when conducting surveying and mapping activities. Other units are not allowed to use satellite navigation positioning reference stations to provide surveying and mapping reference services.

Article 11: The production units of high-precision maps shall strictly collect and produce high-precision maps in accordance with the relevant provisions of the Surveying and Mapping Law of the People's Republic of China, and establish a security review system for map content to review and filter geographical information data that may be classified or sensitive.

Article 12: The collection and processing of high-precision map data shall comply with national industry standards such as the Technical Specifications for the Production of High precision Navigation Electronic Maps for Roads and the Data Specifications for High precision Navigation Electronic Maps for Roads, to ensure the accuracy and reliability of the data.

Data processors should record data processing, permission management, personnel operations, and other logs throughout the entire lifecycle of high-precision map data processing, and use commercial password technology to protect the integrity of the logs.

High precision map service units that collect and use users' personal information shall clearly state the purpose, method, and scope of information collection and use, and obtain users' consent.

High precision map service units that need to collect and use users' personal information shall publicly disclose the rules for collection and use, and shall not disclose, tamper with, sell or illegally provide users' personal information to others.

High precision map service units shall take technical and other necessary measures to prevent the leakage and loss of users' personal information.

Chapter 4  Data storage and transmission

Article 13: Automobile companies, service providers, and intelligent driving software providers engaged in high-precision map data collection, storage, transmission, processing, and map production shall set up servers for storing high-precision map data within the territory of the People's Republic of China, and formulate high-precision map data security management systems and safeguard measures. The storage devices, networks, and cloud services used must comply with relevant national security and confidentiality requirements.

Article 14: Automobile companies, service providers, and intelligent driving software providers engaged in high-precision map data collection, storage, transmission, processing, and map production shall strengthen the full process supervision of geographic information data, ensure that the geographic information data collected and used for navigation related activities and map production and updates by intelligent connected vehicles is directly transmitted to units with navigation electronic map production and surveying qualifications for management, and other units or individuals shall not have access to it.

Chapter 5  Map review and usage

Article 15: A map review system shall be implemented for high-precision maps. Before delivering or publicly using high-precision maps, they should be encrypted using nationally recognized confidentiality techniques and submitted for review and filing in accordance with regulations. Those who have not obtained the approval number in accordance with the law shall not be delivered for application or publicly used.

Encourage qualified enterprises to independently develop geographic information confidentiality processing technology, and conduct pilot demonstrations after being recognized by relevant national departments.

Article 16: Automobile companies, service providers, and intelligent driving software providers that use high-precision maps shall strictly comply with the approved scope and purpose of map use, establish and improve the full process data security management system, organize data security education and training, take corresponding technical and other necessary measures, and ensure data security.

Article 17: If the basic map of intelligent connected vehicles that has already obtained the approval number meets any of the following conditions, it shall be resubmitted for review in accordance with the relevant provisions of map review:

(1) Changes in road scope beyond the requirements of relevant map review;

(2) New categories of collected elements have been added;

(3) When data structures and formats are converted.

If there are no circumstances specified in the preceding paragraph, the newly added annotation content and verification and proofreading situation shall be filed every six months according to regulations, and the natural resources department may conduct spot checks on the filing materials.

Article 18: The validity period of the review number for high-precision maps is two years, and after the review number expires, it should be resubmitted for review. The high-precision maps that have been approved should be stored and used in accordance with relevant regulations on surveying and mapping geographic information data results.

Article 19: For high-precision map projects using government funds and other projects involving high-precision maps using government funds, the organizing and implementing units of the projects shall submit copies of the surveying and mapping results; If other funds are used, the contributors or implementing units of the project shall submit a catalog of surveying and mapping results.

Chapter 6  Supervision and management

Article 20: The natural resources department of the people's government at or above the county level shall, in conjunction with relevant departments, organize and carry out high-precision map supervision and inspection work in accordance with the law, strengthen process supervision and on-site inspection, and promptly handle and supervise rectification of problems discovered.

Article 21: Any unit or individual has the right to report any violation of the provisions of these Measures to the natural resources department of the people's government at or above the county level. The natural resources regulatory department that receives a report shall promptly handle it in accordance with the law.

Chapter 7  Supplementary Provisions

Article 22: These Measures shall come into effect from the date of promulgation and shall be valid for five years. During the implementation period, if there are other provisions in laws and regulations, those provisions shall prevail.
