Several Policies for Creating a High Ground for Innovation and Application in the General Artificial Intelligence Industry (Version 2.0)
In order to thoroughly implement the Action Plan for Accelerating the Promotion of "Artificial Intelligence+" in Anhui Province, accelerate the empowerment of various industries with artificial intelligence technologies such as large-scale models, and promote our province to enter the era of general artificial intelligence, the following policies are formulated.
1. Strengthen the supply of major application scenarios. Establish artificial intelligence scene innovation projects to support open scene opportunities for "AI+" technology innovation, industrial upgrading, public services, social livelihood, etc. Encourage the creation of typical scenes around advantageous segmented industries, release a batch of key tasks for application scene innovation every year, and organize "unveiling and leading" activities. For projects that are successfully unveiled, support will be given up to 20% of the scene development investment, with a maximum of 10 million yuan. 3. Reduce the cost of computing power usage. Upgrade and improve the provincial-level intelligent computing power coordination and scheduling platform. Provincial level support will be provided to enterprises, universities, and other computing power users (excluding self built and self used ones) based on the actual usage of computing power in the scheduling platform, with a maximum of 20% of total computing power expenditure. 4. Strengthen the research and development of key core technologies. Support the application research of general large-scale models, vertical models, data annotation innovation, safe and controllable technologies, and exploration of other paths of general artificial intelligence in provincial-level science and technology plan projects through methods such as "unveiling and leading" and "horse racing". Establish a project guide for AI young scientists in provincial science and technology plan projects to support young scientists in conducting vertical model research and development, engineering innovation, and non consensus projects. 5. Organize innovative application activities. Organize a national competition for innovative applications of general artificial intelligence, striving to become a nationally renowned event. For award-winning projects with strong innovation capabilities, broad market prospects, significant application effects, and transformation in Anhui, the province and city will coordinate relevant fund funds and provide innovation and entrepreneurship policy support such as equity investment, debt investment, talent rewards, and competition bonuses, with a maximum support of 30 million yuan. 6. Support the development of industrial agglomeration. Support local governments and business entities in striving to create provincial-level general artificial intelligence industry innovation parks. Timely carry out performance evaluation of the park and reward it by category, with a maximum of 5 million yuan, for enterprise cultivation, platform construction, service capacity improvement, etc. We will not provide duplicate funding support to provincial-level future industry pilot zones that have received support from the "Several Measures to Support Future Industrial Development in Anhui Province" and belong to the field of "General Intelligence". 7. Strengthen talent guarantee. Open up a green channel for talent recognition for founders and core backbone of general artificial intelligence enterprises that meet the conditions. 8. Build a financial support system. Give full play to the guiding role of fiscal funds and leverage social capital such as insurance, credit, and funds to invest in the general artificial intelligence industry. (Leading units: Provincial Local Financial Management Bureau, Provincial Department of Finance, Provincial Department of Science and Technology) Accelerate the operation of a provincial artificial intelligence industry theme fund with a total scale of no less than 20 billion yuan, and support the establishment of general artificial intelligence sub funds for municipal state-owned asset platforms, operating entities, etc. through equity participation to meet the funding needs of enterprises and projects. 9. Increase publicity and training efforts. Organize training activities, promotion activities, strategic consulting research, etc. in the field of general artificial intelligence through government procurement of services, to enhance the overall social awareness level. This policy shall be implemented from the date of publication and shall be valid until December 31, 2027; The Provincial Department of Science and Technology, together with the Provincial Department of Finance and other departments, will formulate specific implementation rules. For eligible projects in northern Anhui, the support funds can be increased by 20%. The "Several Policies for Building a High Ground for Innovation and Application of General Artificial Intelligence Industry" issued in October 2023 will be simultaneously abolished, and those who have already enjoyed the policies and implemented them in stages will be implemented according to the original policy provisions.
