The Action Plan, as the latest "roadmap" for promoting high-quality development of cultural tourism industry in Jiangsu, proposes to implement six major actions including providing high-quality products, expanding consumer services, expanding industrial space, optimizing business entities, optimizing market environment, and providing policy support and guarantee, with a total of 22 key tasks.
Strengthen technology to empower the development of cultural and tourism industries. Encourage the construction of large-scale models and trustworthy data spaces in the field of culture and tourism, create "artificial intelligence+" and "data element x" digital experience scenarios such as VR large spaces and guided robots, and select and publish 40 excellent cases of immersive experience new spaces for smart tourism. Develop new formats such as digital art, digital entertainment, and online audio-visual, and support the technological improvement of cultural and tourism equipment such as outdoor sports and smart wearables. Provide appropriate awards and project support to enterprises and institutions that have been awarded the National Key Laboratory of Culture and Tourism and the Technology Innovation Center.
Gradient cultivation of high-quality cultural and tourism enterprises. Encourage backbone cultural and tourism enterprises to become better and stronger, enhance their core competitiveness, guide small and medium-sized cultural and tourism enterprises to develop towards the direction of "specialization, refinement, uniqueness, and novelty", and accelerate the cultivation and introduction of leading cultural and tourism enterprises. Promote the transformation and upgrading of traditional cultural and tourism enterprises such as cultural entertainment and travel agencies, and support the development and growth of emerging cultural and tourism enterprises such as animation and gaming, digital performing arts, e-sports, and smart tourism. By 2027, there will be over 3000 digital cultural enterprises above designated size in the province, and the number of tourist attractions with a reception volume of tens of millions will increase to 20.
In recent years, various regions in Jiangsu have relied on their own unique advantages to actively create cultural and tourism IPs, vigorously expand sports events, and the branding effect of the cultural tourism industry has become increasingly significant. In addition, data shows that in 2024, 16 industries in Jiangsu's new cultural formats, including animation and gaming digital content services, digital publishing, and wearable smart device manufacturing, achieved a revenue of 431.1 billion yuan, a year-on-year increase of 9.5%, and maintained a growth trend for three consecutive years on the basis of 341.2 billion yuan in 2022 and 382 billion yuan in 2023.
In terms of policy support, Jiangsu Province has successively issued the "Implementation Plan for Deepening the Development of Smart Cities and Promoting the Comprehensive Digital Transformation of Cities in Jiangsu Province" and the "Three Year Action Plan for High Quality Development of Digital Economy in Jiangsu Province (2025-2027)".
According to the plan, by 2027, Jiangsu Province will establish a basic data element market system, and the added value of core industries in the digital economy is expected to reach 1.8 trillion yuan, promoting the number of high-tech enterprises in the province to exceed 12000 within the effective period of the digital economy.
It is explicitly stated that we need to deepen the application of digital technologies such as virtual reality and artificial intelligence, innovate smart service scenarios, and promote the balanced and inclusive provision of high-quality services such as employment, education, healthcare, medical insurance, elderly care, childcare, housing, and transportation. At the same time, we will continue to optimize platform functions such as "Jiangsu Smart Culture and Tourism" and "Tianmu · Jiangsu", strengthen cutting-edge technological innovations such as unmanned driving, low altitude economy, metaverse, blockchain, and digital finance, and open up new fields and tracks in digital consumption.
In addition, diversified and immersive digital consumption scenarios will be cultivated to support enterprises in applying flexible and intelligent production models to cultivate a batch of "domestic trendy products".
