The Action Plan clearly proposes to optimize experiential amusement and normalize performing arts.
Promote the cultivation of new immersive experience spaces for smart tourism in scenic areas, and accelerate the widespread use of digital technologies such as virtual reality and artificial intelligence in amusement projects. Develop "immersive" cultural and tourism experiences, encourage scenic spots to create experiential projects, develop red script killing, real-life theater, role-playing and other experiential projects, enhance the sense of experience, storytelling and interactivity of the projects. By 2027, cultivate no less than 10 pilot projects for immersive experience new spaces in smart tourism, and cultivate no less than 10 top tier popular tourism products.
Encourage scenic spots to develop performing arts works, innovate immersive performing arts spaces, and create performing arts brands. Selecting different types of public welfare cultural and performing arts activities such as intangible cultural heritage, music, song and dance, and drama to enter the scenic area, promoting art schools, cultural venues, performing arts associations, and other cultural workers, folk artists, and volunteers from all walks of life to enter the scenic area and carry out regular art exhibitions and performances. By 2027, organize and carry out no less than 300 cultural and artistic activities in scenic areas, and achieve a coverage rate of over 30% for performing arts programs in tourist attractions throughout the city.

In addition, to promote the development of the metaverse industry, Ningbo is focusing on building the Yongjiang Software Industry Park platform.
