Hebei Province's Action Plan for Promoting "Artificial Intelligence Plus" (2025-2027)
In order to implement the national "Artificial Intelligence+" action, fully leverage the advantages of our province's leading computing power scale, strong industrial foundation, rich application scenarios, and huge market space, promote the extensive and deep integration of artificial intelligence with various industries in the economy and society, with industry, education, science and technology, people's livelihood, governance and other fields as the focus, comprehensively empower the eight key industries in our province, promote research and development, application iteration and ecological cultivation, create a series of application scenarios, break down barriers between industry and artificial intelligence integration, deepen the coordination of the artificial intelligence industry in the Beijing Tianjin Hebei region, develop new quality productivity according to local conditions, and build a strong driving force for high-quality development in our province, this action plan is formulated based on reality.
1、 Promote the application of key areas
(1) Artificial intelligence+steel. Focusing on key scenarios such as the research and development of high-end steel new materials, testing and certification in key processes, production and manufacturing process control, energy efficiency improvement, intelligent detection of product defects, and quality control, we support enterprises in developing large-scale models of the steel industry, creating innovative application solutions for high-value scenarios with cloud edge full stack independent controllability, realizing the transformation and upgrading of steel enterprises in our province, and leading the intelligent development of the national steel industry.
(2) Artificial intelligence+chemical engineering. Targeting innovative application scenarios such as process optimization, production safety management, and environmental monitoring, we support enterprises in developing large-scale models for the chemical industry, promote key technological breakthroughs in chemical data processing, process simulation optimization, chemical mechanism mining, and intelligent monitoring of industrial parks, systematically promote the upgrading of the entire industrial chain, and create a world-class chemical industry chain.
(3) Artificial Intelligence+Automotive Manufacturing. Focusing on key innovative application scenarios such as assisted driving, intelligent cockpit, intelligent manufacturing, vehicle road cloud collaboration, and product lifecycle quality control, we support enterprises in developing intelligent manufacturing models, and carry out innovative applications of artificial intelligence technology in the research and verification of assisted driving systems, multimodal interaction systems, intelligent factory upgrades, digital twin operation and maintenance, etc., to promote the intelligent, green, and high-end transformation of our province's automotive industry.
(4) Artificial intelligence+robots. To build a robot industry driven by deep intelligence and focusing on practical functions, support robot companies to collaborate with artificial intelligence companies to carry out key technology research and development in vertical large-scale models, and enhance robots' abilities in environmental perception, task planning, behavior control, human-computer interaction, and self-learning. Support enterprises and universities to jointly build robot training fields, establish a large-scale model training database based on application scenarios, and improve the reliability and intelligence level of robot products.
(5) Artificial intelligence+new energy. Focusing on key innovative scenarios such as intelligent monitoring of wind farms, optimization of photovoltaic operation and maintenance, and full cycle management of energy storage, we support enterprises in carrying out technical breakthroughs such as wind speed and direction prediction of wind farms, automatic cleaning of photovoltaic power stations, analysis and life prediction of energy storage equipment, accelerate the innovative application of intelligent scheduling and energy storage technology, and provide Hebei experience for the low-carbon transformation of the national energy structure.
(6) Artificial intelligence+agriculture. Fully explore the innovative application scenarios of artificial intelligence in intelligent plant protection, intelligent breeding, quality and disease identification, encourage and support joint innovation between planting and breeding enterprises, agricultural socialized service enterprises, artificial intelligence research and development enterprises, science and technology innovation platforms, etc., carry out the development of artificial intelligence technology applications such as adaptive perception of farmland, precise phenotype recognition, breeding strategy analysis, and agricultural machinery behavior control, support areas with conditions to build smart farms and pastures, and build a digital foundation for high-quality agricultural development in our province.
(7) Artificial intelligence+education. Strengthen the construction of national and provincial artificial intelligence education bases for primary and secondary schools, encourage regions with conditions to build new learning spaces, innovate teaching and learning support service methods, and enhance students' artificial intelligence literacy. Provincial backbone universities are taking the lead in promoting the practical application of large-scale models in educational and teaching scenarios, exploring innovative models of personalized teaching, precise management, and intelligent services.
(8) Artificial intelligence+pharmaceutical health. Fully explore innovative application scenarios such as drug research and development, drug manufacturing, traditional Chinese medicine exploration and inheritance, and drug efficacy evaluation, encourage enterprises to carry out key technological breakthroughs such as molecular structure prediction, intelligent formula optimization, and digital analysis of ancient prescriptions, and help enhance the innovation capability of our province's pharmaceutical industry. Targeting the fields of medical services, traditional Chinese medicine characteristics, health management, public health services, medical insurance assisted review and quality control, medical research, etc., we support key scenarios such as intelligent analysis of medical imaging data, intelligent decision-making assistance for clinical specialties, and intelligent medical record quality control in our province's medical resource research, promote the innovative application of artificial intelligence in the medical and health field, and reshape the medical and health service model.
(9) Artificial intelligence+commercial logistics. Focusing on key innovative application scenarios such as commodity trading, intelligent supply chain, efficient transportation network, and smart warehousing management, we encourage the development of large-scale models for the commercial logistics industry, and carry out the application development of artificial intelligence technologies such as optimizing inventory management, transportation route planning, sorting of goods storage and retrieval sequences, and distribution resource allocation, providing the industry with a "new infrastructure" for digital transformation.
(10) Artificial intelligence+transportation. Focusing on core innovative application scenarios such as road safety, intelligent traffic management, and autonomous driving, we will support enterprises in developing large-scale models in the transportation field, carry out technological breakthroughs and application demonstrations such as unmanned aerial vehicle traffic law enforcement, high-speed vehicle road cloud integration, intelligent road inspection of high-speed sections, dock yard management, and digital management of ports and shipping, and accelerate the construction of a strong province in transportation and port industries.
(11) Artificial intelligence+social governance. Strengthen the application of artificial intelligence in safety production supervision, disaster prevention and mitigation, environmental monitoring and perception, public safety warning, social security management, market supervision, and other aspects. Focus on key business scenarios such as farmland protection, environmental monitoring, mine management, hazardous chemical monitoring, tailings pond supervision, "three products and one special" supervision, intellectual property protection, and fair competition review, explore and implement penetrating supervision and off-site supervision, improve the level of monitoring and warning, regulatory law enforcement, command and decision-making, on-site rescue, social mobilization, etc., and effectively promote the modernization of the regulatory governance system and social governance capacity.
(12) Artificial intelligence+innovative applications in multiple fields. Explore the research paradigm driven by artificial intelligence and interdisciplinary integration, support the application of artificial intelligence in natural sciences, humanities, and social sciences, and promote the "human intelligence+machine intelligence" research and development model in key industries such as biomedicine and new materials. Promote the application of artificial intelligence in commercial scenarios such as wholesale and retail, catering and accommodation, cultural tourism, etc., and carry out scene construction such as marketing creativity generation, multimodal advertising optimization, consumer risk warning, and tourism itinerary planning. We will strengthen "artificial intelligence+Internet governance", improve risk prevention capabilities, and create a clear and orderly cyberspace environment. Enrich and deepen innovative application practices in multiple fields such as government affairs, commerce, finance, law, and international cooperation, and create an AI native application innovation ecosystem with Hebei characteristics.
2、 Strengthen innovative application demonstration
Focusing on the advantageous regions in our province with abundant data resources and complete industrial systems, we aim to create a leading area for artificial intelligence innovation and development, and accelerate the large-scale implementation of artificial intelligence. Xiong'an New Area is accelerating the construction of an artificial intelligence public research and development platform, Xiong'an Artificial Intelligence Research Institute, artificial intelligence comprehensive training base, and artificial intelligence industrial park, building an open and fully stacked industrial ecological pattern. Langfang City is accelerating the construction of nodes in the Beijing Tianjin Hebei Intelligent Computing Corridor, promoting the deep integration of artificial intelligence technology with modern commercial logistics, electronic information, health and elderly care, low altitude economy and other industries. Shijiazhuang, Baoding, Tangshan, Zhangjiakou and other places leverage their advantages of rich application scenarios, data annotation bases, and computing power centers to promote the deep integration of artificial intelligence with characteristic industries such as mass consumption, intelligent manufacturing, sports and tourism, and new energy.
3、 Strengthen the construction of supporting capabilities
(1) Consolidate the foundation of computing power supply. We will coordinate the planning and layout of computing infrastructure, focus on promoting the construction of the Zhangjiakou Langfang computing power supply corridor, and accelerate the creation of an intelligent computing power aggregation area around Beijing. Promote the construction of a public computing power service platform in the Beijing Tianjin Hebei region, encourage governments, universities, hospitals, small and micro enterprises, etc. to use intelligent computing power through cloud services, and promote the integration of idle computing power resources through business models such as computing power investment, computing power sharing, and computing power peak shifting.
(2) Strengthen the construction of data system. Encourage enterprises to provide high-quality data products and specialized data services, launch a batch of high-quality datasets and corpora, and promote value collaboration and business cooperation between trusted data space operators and data service providers. Support the establishment of independent data business entities, increase the authorized operation of public data, and promote the efficient integration and utilization of public data and social data. Accelerate the construction of Baoding National Data Labeling Base.
(3) Build an application empowerment platform. Build a number of provincial-level engineering research centers, manufacturing innovation centers, technology innovation centers, and other innovation platforms. We will strengthen and make good use of platforms such as the Hebei Province Computing Industry Technology Research Institute for the transformation and industrialization of achievements, support the construction of empowering platforms such as the "Artificial Intelligence+" Industry Innovation Center, and promote the development of common technologies, scientific equipment research and development, and pilot platforms empowered by artificial intelligence technology.
(4) Gradient cultivation of high-quality enterprises. Cultivate a group of innovative enterprises with strong scientific research capabilities, strong competitiveness, and high brand awareness, recognize a group of high-tech enterprises with strong innovation and achievement transformation capabilities and good growth potential, incubate a group of technology-based small and medium-sized enterprises with strong technological attributes and great development potential, strive to create a group of national level specialized, refined, unique and new "little giants", and accelerate the integration and development of the artificial intelligence industry.
(5) Intensify efforts to attract and cultivate talents. Strengthen the exchange and introduction of high-end talents in the field of artificial intelligence, improve the scientific research guarantee, career support, and talent evaluation mechanism for artificial intelligence. Encourage universities to establish interdisciplinary programs, adjust and optimize their disciplinary settings, promote comprehensive education on artificial intelligence and general education throughout society, and strengthen the cultivation of high skilled talents. Build a batch of artificial intelligence industry incubators to accelerate the gathering of professional talents and teams in the field of artificial intelligence.
4、 Job requirements
(1) Strengthen organizational collaboration. Give full play to the coordinating mechanism of promoting the development of artificial intelligence industry in the province, coordinate and promote the implementation of action plans, and organize the construction of innovative application demonstration projects. Each industry department should strengthen systematic thinking, coordinate industry advantages and innovative resources, and ensure the implementation of work. Promote the deepening of cooperation between Beijing Tianjin Hebei in areas such as large-scale model development, scenario application, computing power supply, and dataset construction, and form a differentiated and complementary industrial development pattern.
(2) Optimize the industrial ecosystem. Implement provincial-level science and technology plans to support the research and development of innovative application technologies and innovative products for artificial intelligence. Support the establishment of provincial-level artificial intelligence industry venture capital funds. We will support the construction of a number of high-quality projects with policies such as ultra long term special treasury bond and new policy based financial instruments. Encourage the development of high-level exhibitions, competitions, forums, and other activities related to artificial intelligence, and establish an industry exchange and cooperation platform.
(3) Strengthen safety supervision. Respect the development laws of the artificial intelligence industry, safeguard personal privacy and data security, prevent and crack down on illegal activities in accordance with the law, and build a safe and orderly development environment. Strictly implement the hierarchical classification management and security evaluation system for generative artificial intelligence services, and support third-party independent institutions to carry out normalized evaluation of large model applications. Optimize and improve the mechanism for filing large models, and conduct security risk assessments before and during the launch of large model services.
