Recently, the Development and Reform Commission of Chongqing Municipality released the draft of "Several Policy Measures for Promoting High quality Development of Low altitude Economy in Chongqing Municipality (for soliciting opinions)". The document focuses on supporting innovation to create low altitude demonstration scenarios, supporting the innovative development of low altitude industries, and strengthening the construction of low altitude support systems, proposing 18 policy measures, including promoting the application of low altitude services in urban governance, supporting enterprises to participate in the construction of low altitude urban governance sites, cultivating urban air traffic markets, supporting the development of low altitude commercial, cultural, and tourism integration formats, and supporting the development of low altitude productive service industries. For modern productive service projects in the low altitude field that meet the conditions, a one-time subsidy will be given according to the approved investment amount, with a maximum of 5 million yuan per project; With the approval of the municipal government, special major projects should not exceed 20 million yuan in principle. Several Policy Measures for Promoting High Quality Development of Low altitude Economy in Chongqing (Draft for Comments)
In order to implement the national planning and deployment on low altitude economy and the overall requirements of the municipal party committee and government to accelerate the high-quality development of low altitude economy, promote the high-quality development of low altitude economy in the city, and in combination with the actual situation of our city, this policy is formulated.
1、 Support innovation to create low altitude demonstration scenarios
（1） Promote the application of low altitude services in urban governance. Encourage government departments at both the city and city levels to coordinate the demand for low altitude flight services in their respective regions or industries, promote the sharing and interoperability of infrastructure, airspace resources, and data resources, include low altitude economic public services in the government's procurement of service related catalogs, and increase the application of drones and helicopters in public service fields such as high-rise building firefighting, forest fire prevention and control, disaster monitoring, emergency rescue, medical aid, agricultural and forestry plant protection, surveying and mapping exploration, urban management, environmental protection, water conservancy monitoring, and weather modification. The relevant funds will be included in the budget of the same level of financial department for guarantee.
（2） Support enterprises to participate in the construction of low altitude urban governance scenarios. Encourage enterprises to use low altitude aircraft to provide low altitude urban governance services such as high-rise building fire extinguishing, forest fire prevention, emergency rescue, medical aid, agricultural and forestry plant protection, surveying and exploration, power inspection, urban management inspection, law enforcement and evidence collection, and weather modification. We strongly support enterprises to actively expand diversified application scenarios, promote the integrated development of multiple industries and fields, and give priority to recommending and applying for various major projects and special funding support for enterprises that conduct business in multiple public service fields and form large-scale service capabilities.
（3） Cultivate the urban air traffic market. Reward low altitude economic enterprises that have obtained approval from the military and civil aviation departments and sold tickets through public channels for general aviation short haul transportation routes and electric vertical takeoff and landing (eVTOL) commercial operation routes in Chongqing and operate them regularly. For each intra city route (with at least one starting or ending point within Chongqing), a 50% subsidy will be provided to each level of the city, with the subsidy amount based on the cooperation agreement. Support low altitude economic enterprises to explore the application of low altitude flight connections in railway hubs, port hubs, core business districts, tourist attractions and resorts, and expand innovative scenarios such as passenger connections and multimodal transportation of goods.
（4） Support the development of low altitude commercial, cultural, tourism and sports integration formats. Guide the integration of low altitude consumption formats into various themed consumption promotion activities at all levels, encourage districts, counties, and key enterprises to support the development of new low altitude consumption formats such as low altitude tourism and aviation sports through the issuance of consumption vouchers. Encourage travel agencies to carry out low altitude tourism business, cooperate with scenic spots and general airports to develop sightseeing tourism, themed tourism, experiential tourism and other products, establish flight camps and vertical takeoff and landing points based on scenic spots, and carry out low altitude flight experience activities. Support low altitude flying activities such as drone racing and youth drone sports. Encourage the introduction of international and national aviation sports events, and provide special support for activities that meet relevant requirements.
2、 Support the innovative development of low altitude industries
（5） Support enterprises to conduct flight tests. Support the construction of aircraft flight test bases, with an investment of over 5 million yuan, and provide a subsidy of no more than 20% of the investment amount, up to a maximum of 5 million yuan, to support scientific experiments, scientific research flight tests, demonstration and verification of various low altitude aircraft and key components, fully guaranteeing the flight test needs of low altitude operations, research and development, and manufacturing enterprises.
（6） Support enterprise airworthiness certification. Support low altitude aircraft development enterprises to actively apply for industry qualification licenses, market access, and airworthiness certifications in the field of low altitude economy. Low altitude economic enterprises that settle their headquarters or research and development, production, and manufacturing bases in Chongqing will be rewarded after obtaining the unmanned aerial vehicle or eVTOL aircraft model certificate (TC), production license (PC), and standard airworthiness certificate (AC) issued by the Civil Aviation Administration of China. Among them, manned aircraft will be rewarded with 6 million yuan, 6 million yuan, and 3 million yuan respectively; Large unmanned aerial vehicles will be rewarded with 2 million yuan, 2 million yuan, and 1 million yuan respectively; Medium sized unmanned aerial vehicles will be rewarded with 1.2 million yuan, 1.2 million yuan, and 600000 yuan respectively. During the validity period of the policy, the subsidy for a single enterprise shall not exceed 20 million yuan, and each certification for the same model shall only be rewarded once.
（7） Support the innovative development of low altitude manufacturing industry. Support low altitude equipment enterprises to carry out "order based" R&D and manufacturing, and provide a maximum of 3 million yuan in support based on merit, with no more than 20% of the total project investment. Promote the typical application scenarios of "low altitude equipment+", and for those selected as key demonstration scenarios, a subsidy of 500000 yuan will be given to each low altitude equipment research and development enterprise selected as a key demonstration scenario, with a maximum subsidy of 1 million yuan per enterprise. Support the transformation of low altitude manufacturing enterprises, and provide a maximum reward of 500000 yuan to low altitude economic enterprises selected as benchmark enterprises for digital transformation of small and medium-sized enterprises; For precise adaptation of low altitude digital products and solutions in the field of "small, fast, light, and accurate", a maximum reward of 300000 yuan will be given to each product or solution based on merit. Support enterprises in the fields of intelligent connected new energy vehicles, new materials, motorcycle manufacturing, etc. to extend their layout of low altitude aircraft, lightweight materials, aviation engines, power batteries and other new products in the low altitude field. For the research and production of the first (set) major technical equipment in the low altitude field at the municipal level or above, a maximum of 5 million yuan of support will be given based on no more than 30% of the actual product revenue; For the first equipment and new materials at or above the city level that have been identified as meeting the conditions and are within the validity period, a maximum premium support of 5 million yuan per year will be provided for a single product, with a subsidy period of no more than 3 years, based on an upper limit of no more than 80% of the actual annual insurance premium and no more than 3% of the actual insurance premium.
（8） Support the construction of low altitude and high-energy level innovation platforms. Accelerate the construction of low altitude economic industry innovation complexes, provide support of no more than 1 million yuan in principle to low altitude technology enterprises leading industry innovation complexes that have passed the evaluation, support the implementation of technological breakthroughs and industrialization "unveiling and leading" of low altitude industry innovation complexes, and provide financial support according to project progress. Encourage and support the establishment of innovation platforms such as technology innovation centers and manufacturing innovation centers in the field of low altitude economy. Newly recognized national technology innovation centers will receive a one-time subsidy of up to 10 million yuan, while newly recognized manufacturing innovation centers will receive financial support of up to 5 million yuan and 20 million yuan respectively at the municipal and national levels.
（9） Cultivate high-quality enterprises in the low altitude economy. Accelerate the cultivation and growth of leading enterprises in the field of low altitude economy, and provide 500000 yuan in financial support to low altitude economy enterprises that have been rated as national level specialized, refined, special and new "little giants" for the first time; For newly recognized national level manufacturing industry single champion enterprises in the low altitude field (excluding enterprises that have already received support for similar projects) and municipal level manufacturing industry single champion enterprises, a financial reward of 1 million yuan and 500000 yuan will be given respectively. For the construction projects of "smart factories" and "future factories" for low altitude economic enterprises, a maximum of 3 million yuan and 5 million yuan will be given respectively according to regulations.
（10） Support the cultivation of major low altitude projects. Encourage each district and county to formulate policies and measures to support project education based on local conditions, taking into account the current situation of industrial development. Actively guide chain owners to carry out preliminary planning, technological breakthroughs, and project attraction for low altitude projects. Enhance comprehensive support for leading enterprises and chain owners in terms of policy funding, with a focus on supporting projects with strong driving force and significant contributions. For projects that meet the conditions such as reaching a certain depth of preliminary work and continuous display of physical workload, support inclusion in the annual municipal key project list management.
（11） Support the formulation of standard specifications. Encourage high-quality enterprises and institutions to jointly develop standards in the field of low altitude economy. For enterprises leading the development of international and national standards, support of up to 500000 yuan and 300000 yuan per standard will be given respectively. Each enterprise shall not accumulate more than 2 standards per year.
（12） Support the development of low altitude productive service industry. For modern productive service projects in the low altitude field that meet the conditions, a one-time subsidy will be given according to the approved investment amount. The principle for a single project is not to exceed 10% of the total project investment, with a maximum of 5 million yuan; With the approval of the municipal government, special major projects should not exceed 20 million yuan in principle. Support the construction of public service platforms in the fields of common technology research and development, achievement transformation, pilot testing, industrial design, supply chain management, intellectual property operation, brand marketing, etc. in the modern productive service industry in the low altitude field. For those with an investment exceeding 5 million yuan, a subsidy of no more than 20% of the investment amount will be given, with a maximum of 5 million yuan; Encourage the separation of main and auxiliary industries in low altitude manufacturing enterprises. For newly established productive service enterprises after separation according to regulations, a one-time reward will be given to those with an annual operating income of more than 20 million yuan, with a maximum of 1 million yuan.
3、 Strengthen the construction of low altitude support system
（13） Support the creation of a spatiotemporal data base. By relying on the real-time monitoring capability of aerospace information, more low altitude routes will be opened up, promoting the transformation of aerospace technology into low altitude scenarios, and gradually building an integrated low altitude intelligent network of aerospace and sky. Encourage enterprises to build low altitude intelligent information infrastructure around Beidou navigation, 5G-A, satellite Internet, unmanned aerial vehicle operation identification and other technologies, and provide communication perception, navigation and positioning, meteorological information, supervision and disposal and other services. For enterprises that invest in the construction of low altitude intelligent information infrastructure and provide services for more than one year, a maximum subsidy of 10 million yuan will be given based on a preference of no more than 20% of the project investment amount. For the construction of operational infrastructure and development of core operating systems such as satellite Internet operation service platform, spatiotemporal information integrated operation service platform, etc., a subsidy of up to 5 million yuan will be given at a rate of no more than 20% of the project investment.
（14） Support the construction of low altitude infrastructure. Encourage social capital to invest in the construction of low altitude information infrastructure and ground infrastructure such as vertical takeoff and landing points (yards), intelligent takeoff and landing cabinets, charging and replacement power stations, and support projects with the ability to provide public services that have been recorded and approved by competent authorities through policy funds such as central budget investment, special bonds of local governments, and ultra long term special treasury bond.
（15） Strengthen the guarantee of land resources. Integrate low altitude ground infrastructure related to space requirements into national spatial planning, support "on-demand construction" in urban new areas, new industrial parks, pilot demonstration areas, etc., and plan and construct low altitude infrastructure such as general airports, unmanned aerial vehicle hub takeoff and landing sites, eVTOL takeoff and landing sites, and unmanned aerial vehicle takeoff and landing points in urban built-up areas according to the principle of "adapting measures to local conditions". Support the use of existing hardened surfaces such as plazas, rooftops, parking lots, and open spaces, as well as the use of agricultural and forestry flat surfaces such as lawns to establish low altitude aircraft takeoff and landing sites without implementing hardening or constructing permanent buildings, and provide necessary temporary buildings, mobile facilities, and safety guardrails.
（16） Increase financial support. Guide and promote the support of existing funds for investment in low altitude economic industry projects, encourage equity investment institutions to increase their support for low altitude projects, and reward private investment fund managers who invest in our city's science and technology innovation enterprises through equity investment or introduce foreign science and technology innovation enterprises to settle in our city with a maximum of 10 million yuan based on 1% of the total investment amount. Strengthen the integration of platforms such as the "Chongqing Industrial Finance Comprehensive Service Platform", "Yangtze River Chongqing Rongtong", and "Xinyi Loan · Yuhui Rong", and actively support enterprises to innovate low altitude economic industrial chain financial products and services. Encourage banking institutions to make good use of policies such as technology innovation and technological transformation to provide loans for eligible low altitude projects, with the financial department providing 1.5 percentage points of interest subsidy support. Encourage government financing guarantee institutions to play a role in enhancing creditworthiness, and include eligible low altitude project guarantee loan products in the "government bank guarantee" risk compensation fund pool support scope.
（17） Support the role of insurance protection. Encourage insurance companies to establish a multi-level docking mechanism with low altitude economic related enterprises, carry out deep cooperation in risk protection, data sharing, and other aspects, explore and improve the low altitude full chain insurance system, and promote precise matching between insurance services and industry demand. Encourage relevant units and enterprises involved in low altitude service urban governance, low altitude freight logistics, low altitude consumption new formats, low altitude industries, etc. to actively use insurance mechanisms to prevent and resolve development risks.
（18） Accelerate the gathering of professional talents. Support qualified talents in the low altitude economy field to be recognized as high-level talents in Chongqing, and enjoy preferential policies and convenient services such as entry and exit and residence, registered residence, secure residence, spouse employment, children's enrollment, certificate processing, etc. as required. Actively support professional and technical talents in the field of low altitude economy, and participate in a series of professional title evaluations such as civil aviation flight and engineering technology. Support the training and evaluation of vocational skills such as drone pilots. Support local universities and vocational colleges to offer low altitude economic majors, and increase efforts to cultivate professional and skilled talents.
The low altitude economy related enterprises referred to in this policy refer to enterprises with independent legal personality, whose main business is the manufacturing of general aviation, unmanned aerial vehicle complete machines and components, low altitude flight, operation and support, and other low altitude economy industry chain related enterprises. Enterprises applying for support under this policy must be registered and recognized by the competent department before application. The concepts of small, medium, and large unmanned aerial vehicles are consistent with the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles.
This policy shall come into effect from the date of its announcement and shall expire on December 31, 2027. In the event of any policy adjustments during the implementation period, this policy shall be adjusted accordingly.
