Several measures to accelerate the high-quality development of commercial aerospace industry in Shandong Province
To seize the strategic opportunity of commercial aerospace development and accelerate the high-quality development of our province's commercial aerospace industry, this measure is formulated.
1、 Overall objective
Adhere to the overall concept of "innovation driven, market driven, highlighting characteristics, and open integration", fully leverage the existing basic advantages of our province, focus on the three major industrial directions of carrier rockets, satellite manufacturing and application, and aerospace supporting, and strive to do large-scale and optimized industries, strengthen advantages and characteristics, and promote Shandong to accelerate the construction of a new highland of high-quality development of commercial aerospace with national influence.

2、 Support measures
（1） Strengthen the support of aerospace infrastructure.
1. Promote the construction of launch facilities. Continuously consolidate the advantages of Yantai Dongfang Aerospace Port in sea launch, improve the construction of launch supporting facilities, strengthen the technological innovation and upgrading of existing sea launch platforms, and adapt to more types of rocket launch missions. Promote the construction of launch support forces, deepen the construction of launch support standard processes, promote the improvement of launch service capabilities, and gradually form the ability to independently implement launch tasks. 2. Standardize the operation of testing facilities. Give full play to the role of liquid rocket test benches in Jinan, Yantai, Tai'an, and Dezhou, strictly organize major experimental activities in accordance with regulations, and promote the development of the liquid rocket industry. Support the application for the construction of national commercial aerospace public service experimental facilities. Encourage commercial aerospace companies to open and share their own test benches. （2） Strengthen the construction of space transportation capacity.
3. Enhance rocket manufacturing capabilities. Support Yantai in continuously strengthening its solid rocket assembly capacity and developing the liquid rocket manufacturing, assembly, and testing industries. Encourage Jinan and Tai'an to actively expand their liquid rocket manufacturing capabilities, promote the development of liquid rocket storage tank industries in Qingdao, Yantai, and Dezhou, and support the development of rocket supporting industries in other cities. Guide enterprises to apply new technologies, establish automated assembly and testing systems, and improve the quality and efficiency of rocket production. 4. Encourage the development of new rockets. Carry out research and development of brand and model rockets with high cost-effectiveness, high reliability, and high maturity, and promote intelligent manufacturing and mass production of medium and large commercial launch vehicles. Strengthen the research and development of key technologies such as intelligent control of rocket reentry and power redundancy reconstruction, and accelerate the development of reusable liquid rockets. 5. Promote the launch of rocket flights. Support exploration and participation in the research and application of sea launch technology. For commercial aerospace rocket companies or satellite companies that rely on sea launch platforms to implement launch projects, a bonus of no more than 35% of the total premium for purchasing "launch insurance" and "third-party insurance" will be given, with a total bonus of no more than 3 million yuan per project. （3） Improve the quality and efficiency of satellite industry development.
6. Support satellite research and development manufacturing. Enhance the level of low-cost, mass production, and flexible whole satellite research and development for enterprises, and systematically carry out key technological breakthroughs such as high-resolution payloads, phased array antennas, high-precision navigation, space computing, and integrated communication between heaven and earth. Promote the establishment of a satellite development and public service platform, and enhance the batch, intelligent, and efficient level of overall design, system development, and final assembly testing of commercial satellites. 7. Promote the construction and operation of constellations. Support the construction of large-scale constellations and "urban star chains" in Jinan, Qingdao, Yantai, and Tai'an, reasonably layout and carry out satellite ground station construction, and promote the open sharing of measurement and operation control facilities. Guide enterprises to jointly carry out constellation construction and operation, and improve the comprehensive utilization efficiency of satellite frequency orbit resources. Encourage constellation operation enterprises to open data interfaces, promote the development of ground terminal industry, and accelerate the formation of an integrated industry development pattern of heaven and earth. 8. Deepen the development of satellite data. Explore the establishment of a data sharing and trading mechanism for satellite operating enterprises to promote the realization of the value of satellite data assets. Support the government and enterprises to actively participate in the construction of a trustworthy space for national commercial space satellite data. Promote the deep application of satellite technology in agriculture, natural resources, water conservancy, oceanography, emergency response, transportation and other fields, and expand the development of satellite applications in areas such as mass consumption and industrial manufacturing. 9. Strengthen the construction of algorithm computing power. Encourage enterprises to carry out research and application of on-board computing, and support the promotion and application of the Open Earth Engine (OGE) system. Support the construction of "satellite application+AI", and provide a reward of no more than 1 million yuan for each large model product that carries out satellite application big model inference or training optimization and has passed the level evaluation of professional evaluation institutions in accordance with laws and regulations. For scenarios where satellite applications purchase computing power and the benefits of computing power empowerment are significant, subsidies will be given to both the supply and demand sides at a rate not exceeding 5% of the actual execution amount of the computing power procurement contract. The total subsidy amount for each enterprise shall not exceed 5 million yuan. （4） Promote the coordinated development of the aerospace industry.
10. Optimize the layout of the aerospace industry. Support Yantai to focus on Dongfang Aerospace Port and build the core area of Shandong's commercial aerospace industry chain development, leading and driving the development of the province's commercial aerospace industry. Encourage Jinan and Tai'an to focus on the large-scale development of industries such as rocket satellite manufacturing, satellite operation, and space computing, and build a commercial aerospace industry cluster in the provincial capital metropolitan area. Encourage Qingdao to build a satellite application featured industrial cluster, give full play to the advantages of the Shanghai Cooperation Demonstration Zone, and build a bridgehead for the "the Belt and Road" initiative of commercial aerospace services. Support other cities to carry out collaborative support based on their industrial characteristics and advantages, and promote the coordinated development of the commercial aerospace industry in the province. Encourage eligible commercial aerospace industry clusters to strive for strategic emerging industry clusters and advanced manufacturing industry clusters, support the construction of future industrial acceleration parks and other characteristic parks, and provide financial support in accordance with regulations. 11. Promote the development of related industries. Deeply carry out actions to supplement, extend, and strengthen the supply chain, and promote innovative development of the commercial aerospace industry chain. Focusing on breakthroughs in the research and development of core aerospace components, coordinated improvement of supporting systems, and the development of industrial ecological clusters, we cultivate and select about 10 commercial aerospace supporting enterprises with core technological competitiveness, high level of supporting services, and strong industrial driving ability in the commercial aerospace field throughout the province every year. We will provide each enterprise with a subsidy of no more than 1 million yuan in accordance with laws and regulations, and support investment in aerospace supporting technology research and development, production line upgrading and transformation, and upstream and downstream cooperation project construction in the industrial chain. Qualified aerospace technology achievements shall be recognized as the first set of technical equipment, the first batch of new materials, and the first version of software in accordance with regulations. Encourage activities such as space science popularization, study tours, and launch ceremonies, support the creation of space themed tourism routes, and promote the coordinated development of "space+cultural tourism". 12. Strengthen the construction of service platforms. Actively cultivate aerospace industry service institutions that cover aerospace engineering consulting, technology incubation, pilot testing, technology transfer and transformation, product inspection and testing, intellectual property operation, and other related areas. Encourage the open sharing of commercial space experimental facilities, equipment, instruments, etc. For units with good sharing effects, high user evaluations, and outstanding comprehensive benefits, a reward of no more than 2 million yuan will be given according to the previous year's shared service transaction volume in accordance with laws and regulations. 13. Increase efforts in attracting and nurturing enterprises. Develop a commercial aerospace industry investment map and make good use of investment platforms such as "Choose Shandong". Establish a cultivation database for specialized, refined, unique, and new enterprises, as well as individual champion enterprises. For newly recognized national level specialized, refined, unique, and new key "little giant" enterprises, central funds will be coordinated to provide rewards not exceeding 6 million yuan in accordance with regulations. Vigorously cultivate leading commercial aerospace enterprises with core competitiveness, actively assist enterprises in coordinating frequency orbit resources, applying for launch permits, and exploring international markets. （5） Promote breakthroughs in key technological innovation.
14. Deepen the construction of innovation platforms. Support aerospace companies to take the lead in establishing industry research institutes, key laboratories, and other platforms in collaboration with universities and research institutes. Support the construction of provincial key laboratories, technology innovation centers, industry innovation centers, and manufacturing innovation centers. For innovation platforms that have been upgraded to national level and do not have national funding requirements, a funding support of 10 million yuan will be provided according to regulations. 15. Promote the transformation of scientific and technological achievements. Give full play to the role of government investment funds and guide social capital to participate in aerospace technology achievement transformation projects. For technology-based small and medium-sized enterprises that have registered loans for the transformation of scientific and technological achievements and have repaid principal and interest on time, they can choose a loan that meets the conditions and receive a one-time interest subsidy support of 40% of the actual interest paid. The maximum interest subsidy for a single enterprise is 500000 yuan. 16. Strengthen the guidance and support of standards. Establish a provincial-level commercial aerospace standardization technical committee to support enterprises, universities, and research institutes to actively participate in the development of commercial aerospace standards. For those who lead the formulation and revision of high-level international, national, and local standards for commercial aerospace, they will be awarded up to 400000 yuan, 200000 yuan, and 100000 yuan respectively. For commercial aerospace high-quality national and provincial standardization pilot projects that have been completed and accepted, a maximum reward of 200000 yuan and 100000 yuan will be given respectively for each project. （6） Coordinate resource elements and ensure service guarantee.
17. Do a good job in attracting and nurturing industrial talents. Include talents in the commercial aerospace field in the provincial key support area's plan to introduce urgently needed and scarce talents. Support qualified commercial aerospace enterprises, and increase efforts to introduce urgently needed talents relying on Mount Taishan Industrial Leading Talent Project. Support universities to establish majors related to serving the aerospace industry, and accelerate the cultivation of high-quality scientific research and skilled personnel in the commercial aerospace field. Support employers in the commercial aerospace field to carry out flexible talent recruitment and utilization, and provide funding support in accordance with laws and regulations through project-based approaches. A high-level talent team introduced to the aerospace field will receive flexible policy support in areas such as housing and household registration through "one case, one discussion". 18. Strengthen fiscal and financial support. For commercial aerospace industry projects that conform to the national major strategy, support will be given in terms of applying for funds within the central budget, government special bonds, ultra long term special treasury bond, and medium and long-term loans for manufacturing industry. Give full play to the role of the "financial chain leader", guide and coordinate the formulation of industry-specific credit schemes, and expand effective financial supply. Encourage provincial funds to support the development of commercial aerospace industry, encourage cities with conditions to establish commercial aerospace industry development funds, and guide social capital to invest in commercial aerospace enterprises in an orderly manner. Encourage eligible enterprises to grow and strengthen through mergers and acquisitions, bond issuance, and IPO financing. 3、 Working mechanism
Give full play to the role of the "chain leader system" in the key industrial chain of commercial aerospace, led by the Provincial Department of Industry and Information Technology, coordinate relevant departments and cities in the province, work together to promote the implementation of various support measures, strengthen the safety supervision of the entire chain, and ensure the safe and healthy development of the commercial aerospace industry. Establish a list of key tasks and projects, improve the monitoring and analysis mechanism for the operation of key commercial aerospace enterprises, timely coordinate and solve difficulties and problems in industrial development, and accelerate the high-quality development of our province's commercial aerospace industry.
This policy measure shall be implemented from the date of issuance and shall be valid until December 31, 2027. The policies regarding funding rewards, subsidies, etc. shall be subject to the regulations of the competent department.
