Several Measures to Support High Quality Development of Low altitude Economy in Dongguan City
In order to implement the relevant national and provincial work arrangements, steadily and orderly promote the development of low altitude economy, accelerate the cultivation of a group of low altitude enterprises with regional competitiveness, and promote the construction of a high-quality development ecosystem for low altitude economy in our city with sound facilities, rich scenes, industrial agglomeration, and complete supporting facilities, this measure is formulated.
1、 Strengthen low altitude infrastructure support
（1） Support the construction of low altitude takeoff and landing infrastructure. Support social investment in the construction of a new general airport, and provide a subsidy of 10% of the actual construction investment after the project is completed. The maximum subsidy amount for each project shall not exceed 5 million yuan. Accelerate the layout and construction of helicopters eVTOL、 The ground supporting facilities for unmanned aerial vehicles, as well as the low altitude takeoff and landing infrastructure newly built or expanded by social investment, will be subsidized at 10% of the actual construction investment after the project is completed. For small takeoff and landing points, intelligent takeoff and landing cabinets, etc., the maximum subsidy for a single project is 100000 yuan, and the maximum subsidy for a single enterprise is 3 million yuan per year; Large and medium-sized take-off and landing sites, eVTOL take-off and landing sites, helicopter take-off and landing platforms, testing sites, etc. (requiring actual operation for more than 1 year), a maximum subsidy of 2 million yuan per project, and a maximum annual subsidy of 5 million yuan per enterprise. （2） Accelerate the construction of low altitude information infrastructure. For communication, navigation, surveillance and other security infrastructure that meets relevant national and provincial standards and is constructed and operated by social investment, a subsidy of 10% of the actual construction investment after the project is completed will be given. The annual subsidy for a single enterprise shall not exceed 5 million yuan. 2、 Create low altitude flight demonstration application scenarios
（4） Create low altitude demonstration transportation routes. Support the expansion of drone logistics applications, providing one-time subsidies of 150000 yuan, 300000 yuan, and 500000 yuan for each intra city route, cross city route, and Dongguan Hong Kong cross-border route (with at least one starting or ending point within Dongguan city, a distance of no less than 10 kilometers, and no less than 100 flights per year). （5） Vigorously develop the application of low altitude government scenarios. Encourage and support municipal departments and towns/parks to promote the large-scale application of low altitude government scenarios through purchasing services, cooperative innovation procurement, and other means. For enterprises that use unmanned aerial vehicles, helicopters, eVTOLs to provide commercial application services in the fields of inspection and patrol, emergency rescue, aerial surveying and mapping, agricultural and forestry plant protection, tourism and sightseeing, low altitude logistics, etc., with an annual service income of more than 2 million yuan, a subsidy of no more than 3% of the actual income will be given, with a maximum subsidy of no more than 1 million yuan. （6） Accelerate the cultivation of demonstrative low altitude application scenarios. Encourage towns and streets (parks) to adapt to local conditions and coordinate the construction of low altitude application scenarios, creating a number of low altitude application scenarios with leading and demonstration functions and sustainable operation. For towns, streets, and parks that have demonstration effects and meet the conditions, corresponding town, street, and park financial subsidies will be given based on a maximum of 60% of the total financial expenditure for cultivating low altitude economic scenarios. These subsidies will be used to coordinate the development of low altitude economic application scenarios in the town, street, and park. 3、 Support the strengthening and supplementation of low altitude industry chains
（7） Accelerate the development of low altitude equipment manufacturing. Promote the implementation of complete machine research and development, manufacturing, and operation projects, and vigorously cultivate and introduce research and development enterprises for low altitude core components and key equipment. Focusing on fixed wing aircraft, helicopters, new energy drones, flying cars, eVTOL complete machines, as well as key equipment, core components, material development, energy power systems, flight control systems, heavy loads, drone countermeasures and other key areas, we support the construction of research and development, manufacturing and operation projects in this city. For complete machine projects and component projects with construction investment amounts (excluding land prices) exceeding 100 million yuan and 50 million yuan respectively, a one-time subsidy of 10% of the actual construction investment of the project will be given, and the cumulative amount of a single enterprise shall not exceed 10 million yuan. （8） Promote the implementation of maintenance, inspection, and testing projects. Accelerate the development of specialized services such as aircraft maintenance, flight verification, inspection and testing, energy replenishment and upgrading, and recycling. Encourage enterprises, universities, research institutions and other units to provide relevant services, support investment and actual construction and operation projects, and provide subsidies of 20% of the total annual service amount of the project. The cumulative amount for the same entity shall not exceed 2 million yuan. （9） Support low altitude enterprises to increase capital and expand production. For major industrial investment projects in which the investment in new construction, renovation, and expansion of low altitude economic enterprises in this city reaches 50 million yuan or more, a subsidy of up to 10 million yuan will be given, not exceeding 15% of the actual construction investment of the project. （10） Accelerate the development of low altitude industrial carriers. Plan and construct low altitude economic industrial clusters, and select and list demonstration parks. For low altitude economic enterprises that have settled in the demonstration park and meet the conditions, the operating unit of the demonstration park will coordinate the provision of subsidies to the enterprises. The municipal department and the town/street (park) where they are located will provide support to the operating unit of the park at 30% of the total subsidy amount for the enterprises, with a support period not exceeding 2 years. 4、 Improve the supporting support for low altitude industries
（11） Support the talent attraction and training of low altitude industries. Encourage enterprises to provide market-oriented helicopter pilot training, low altitude unmanned aerial vehicle remote crew pilot training, aircraft maintenance training, aviation and aviation rescue professional lifeguard training and other training services. The training institutions will be subsidized at 10% of the training fees for the trainees' licenses, with a cumulative subsidy of no more than 500000 yuan per year for a single institution. （12） Encourage enterprises to actively carry out airworthiness certification. Support large and medium-sized unmanned aerial vehicles, eVTOL and other low altitude aircraft development enterprises to actively apply for industry qualification licenses, market access and airworthiness certifications in the field of low altitude economy. For enterprises that have obtained the Type Certificate (TC), Standard Airworthiness Certificate (AC), and Production License (PC) from the Civil Aviation Administration of China, financial subsidies will be provided according to the standards of 15 million yuan for eVTOL aircraft, 5 million yuan for large unmanned aerial vehicles, and 3 million yuan for medium unmanned aerial vehicles. The cumulative subsidy for a single enterprise per year shall not exceed 30 million yuan, and the same model shall only be subsidized once. （13） Innovate low altitude financial and insurance services. Encourage financial institutions to develop financial products that support the development of low altitude economy. For enterprises that obtain loans through guarantees from financial institutions or financing institutions, a subsidy of 50% of the comprehensive financing cost will be given, with a maximum of 1 million yuan per enterprise per year. Support the fund to increase investment in the low altitude economy, and provide subsidies of 5% of the actual investment amount to enterprises that receive equity investment funds with an investment of more than 20 million yuan. The cumulative amount of a single enterprise shall not exceed 3 million yuan. Support the development of specialized insurance for low altitude economy, establish a green channel for rapid claims settlement of low altitude insurance, and provide a one-time subsidy of 100000 yuan to insurance institutions that develop insurance applicable to low altitude aircraft and carriers. （14） Support low altitude enterprises to explore international markets. Encourage and support low altitude economic enterprises in our city to actively participate in overseas exhibitions and explore international markets, and provide support to enterprises participating in key overseas exhibitions in Dongguan in terms of booth fees, special equipment and exhibition fees according to a certain proportion. Each enterprise can support a maximum of 2 projects in the same business year. Exhibitors will be supported at a rate of no more than 80% of the booth fee (including opening and corner fees) for a single booth, with a maximum of 30000 yuan. Each company can support up to one standard booth (9 square meters per standard booth) at the same exhibition. For enterprises exhibiting in special booth format (with a bare space area of 36 square meters or more), 50% of the actual special booth setup fee will be supported, with a maximum support of 1500 yuan per square meter. 5、 Supplementary Provisions
This measure is interpreted by the Development and Reform Bureau of Dongguan City. If there are any adjustments to national, provincial, or municipal policies and regulations during the implementation period, this policy will be adjusted accordingly. This measure implements total control and rewards various projects within the annual budget of the municipal government's low altitude economic industry development special fund. Each responsible unit should promptly formulate and issue implementation rules or operating procedures. The scope of implementation of reward and subsidy clauses shall be subject to the application guidelines published in the current year. In case of inconsistency with other similar policies in Dongguan City, the principle of priority, preferential treatment, and non repetition shall be followed. This policy shall be implemented from the date of issuance and shall be valid until December 31, 2027.
