On the afternoon of September 20th, at the 2025 UAV Industry Development Matchmaking Conference and the All Space Unmanned System Achievement Exhibition, Guoxian Center (Hefei) officially released the first city level low altitude scenario white paper - "Hefei Low altitude Economic Scenario Development White Paper".
The White Paper provides a systematic summary and deployment of the development of low altitude economy in Hefei from five aspects: the connotation of low altitude economy scenarios, scenario development practices, scenario development target strategies, scenario planning, and the construction of scenario application pilot zones.
The White Paper has identified the foundation for the development of low altitude economic application scenarios in Hefei City and demonstrated the city's continuous exploration and formation of an innovative development model for low altitude scenarios with a focus on "first sight, then retreat, and comprehensive protection". Following the principle of safety first and gradual development, we will promote the scale and networking of low altitude cargo scenarios, the commercialization and normalization of low altitude manned scenarios, the standardization and sharing of low altitude public services and production operation scenarios, and the systematization and differentiation of low altitude characteristic service scenarios. We will guide local relevant departments and enterprises to innovate scenario applications, attract on chain enterprises to participate in scenario expansion, support the high-quality development of low altitude economy in Hefei, and explore and sample the development of low altitude economy scenarios nationwide.
At present, Hefei has gathered more than 300 low altitude economy related enterprises, built a fully localized industrial ecosystem covering unmanned aerial vehicle research and development, testing, production, and operation, expanded more than 16 typical application scenarios in 5 categories, built more than 180 low altitude takeoff and landing facilities, set up 260 low altitude routes, and achieved nearly 70000 low altitude flights.
