According to the Development Plan, Jiangmen will establish a two-way development model that cultivates industries through market-oriented applications and drives industries with industry-specific services, driving the extension of the industrial chain upstream and downstream, attracting industrial cores to gather in Jiangmen, and building a low altitude manufacturing support base in Guangdong Province, a demonstration city for low altitude full scenario applications in the Greater Bay Area, and a comprehensive hub city for low altitude in western Zhuhai. By 2030, the scale of low altitude economy in the city will reach 4 billion yuan.
The Development Plan points out that Jiangmen will adhere to government guidance and market leadership, scenario driven and manufacturing based development, orderly development based on points and areas, and risk prevention and safe flight. At the same time, based on the resource endowment of Jiangmen, combined with global and national industry development trends, we adhere to industrial differentiation and regional coordinated development, with promoting high-quality development of the low altitude economy as the main line, and taking "research and development+testing, scenario+infrastructure, management and service+operation" as the starting point, implementing the three-step strategy of "anchoring direction, consolidating foundation, and cultivating and strengthening", and following the six development paths of "promoting manufacturing research and development, building industrial platforms, expanding application scenarios, improving infrastructure, revitalizing airspace resources, and constructing ecological systems", accelerating the efficient connection and deep integration of the industrial chain, innovation chain, talent chain, and capital chain, striving to achieve high-quality leapfrog development of the low altitude economy industry in Jiangmen City, and creating a new engine for the economic and social development of Jiangmen City.
The Development Plan also outlines a three-step plan for the development of low altitude economy in Jiangmen. Anchoring direction: By the end of 2025, the policy planning system will be fully equipped, application scenarios will gradually open up, industrial space will be put into use, and enterprise project attraction will be carried out in an orderly manner. Solidify the foundation: By the end of 2027, the scale of application scenarios will be formed, demonstration projects will have a significant impact, urban low altitude brands will be basically formed, and the infrastructure system will be gradually constructed. Cultivation and growth: By the end of 2030, the industrial scale will significantly increase, the industrial ecology will be basically established, the segmented applications will be at the forefront of the province, and the guarantee capacity will continue to strengthen.
The Development Plan specifies that Jiangmen will focus on building a low altitude economic development pattern of "three cores, three zones, one corridor, and multiple nodes". The "three cores" refer to the low altitude intelligent manufacturing test core, the low altitude advanced application demonstration core, and the "airport+" integrated development core. The "three zones" refer to the industry service application zone, cultural and tourism manned application zone, and water innovation application zone. The "One Corridor" refers to the layout of the advanced manufacturing industry corridor for low altitude equipment in the western wing of the Greater Bay Area, with the Zhongyang Expressway as the main axis and the National Highway G325 as the auxiliary, relying on transportation arteries. Multi node "refers to the layout and coordinated development of each county (city, district) relying on local industrial platforms and industrial parks.
At the same time, the Development Plan clarifies the development path. Jiangmen will promote manufacturing research and development, including promoting the development of complete machine manufacturing, promoting the development of raw material and equipment manufacturing, promoting the development of low altitude subsystems, promoting the development of drone communication and security technology, and promoting the formulation of standards.
