On September 30th, the Shenzhen Transportation Bureau issued the Implementation Rules for Several Measures to Support the High quality Development of Low altitude Economy in Shenzhen. These rules will come into effect on October 9th, 2025 and will be valid until December 31st, 2026. Funding conditions: The enterprise shall obtain the eVTOL aircraft and unmanned aerial vehicle model qualification certificate and production license issued by the Civil Aviation Administration of China and operate in Shenzhen. Funding standard: 1. A one-time reward of 15 million yuan for manned eVTOL aircraft. 2. A one-time reward of 5 million yuan will be given to large unmanned aerial vehicles. 3. A one-time reward of 3 million yuan will be given to medium-sized unmanned aerial vehicles. 4. Each enterprise shall receive a total reward of no more than 30 million yuan per year, and the same model shall only be rewarded once.

Implementation Rules for Several Measures to Support High Quality Development of Low altitude Economy in Shenzhen by Shenzhen Transportation Bureau

Chapter 1 General Provisions

Article 1: In order to implement the "Several Measures to Support the High Quality Development of Low altitude Economy in Shenzhen" (Shenzhen Stock Exchange [2023] No. 534) (hereinafter referred to as the "Several Measures"), cultivate low altitude economy industry clusters, support the sustainable and healthy development of low altitude economy industries, and in combination with the actual situation in Shenzhen, this Implementation Rules (hereinafter referred to as the "Rules") are formulated.

Article 2: These detailed rules apply to the application, funding, and supervision and management activities of relevant funding projects with the Municipal Transportation Bureau as the main responsible unit during the validity period of the "Several Measures", including: funding projects for airworthiness certification of manned eVTOL aircraft and unmanned aerial vehicles, funding projects for expanding the scale of the low air logistics market, funding projects for opening short haul transportation routes, and funding projects for creating high-end innovation carriers.

Article 3: The use and management of funds in these detailed rules shall adhere to the principles of "openness and transparency, encouragement of innovation, and pursuit of effectiveness", and implement a management model of "self declaration, results disclosure, and social supervision".

Chapter 1: Funding Objects, Conditions, and Standards

Article 1 Airworthiness Certification Funding Project for Manned eVTOL Aircraft and Unmanned Aerial Vehicles

(1) Funding target:

Enterprises engaged in the research, development, manufacturing, and operation of manned eVTOL aircraft and unmanned aerial vehicles.

(2) Funding conditions:

The enterprise has obtained the eVTOL aircraft and unmanned aerial vehicle model qualification certificate and production license issued by the Civil Aviation Administration of China and operates in Shenzhen.

(3) Funding standards:

1. A one-time reward of 15 million yuan for manned eVTOL aircraft.

2. A one-time reward of 5 million yuan will be given to large unmanned aerial vehicles.

3. A one-time reward of 3 million yuan will be given to medium-sized unmanned aerial vehicles.

4. Each enterprise shall receive a total reward of no more than 30 million yuan per year, and the same model shall only be rewarded once.

Article 2 Funding Projects for Expanding the Scale of Low altitude Logistics Market

(1) Funding target:

Enterprises engaged in low altitude logistics distribution operations.

(2) Funding conditions:

1. Low altitude logistics distribution activities (airspace or route) have obtained approval from industry regulatory authorities;

2. At least one starting or ending point of the route is within Shenzhen city;

3. New route opening: If the enterprise has not operated the same route within 2 years before the opening of the new route, or if the same route has been suspended for 6 months or more within 2 years before the opening of the new route;

4. Calculation standard for flight number: If the takeoff and landing points are all in Shenzhen, they will be counted as one flight for each landing; There is only one takeoff and landing point in Shenzhen, which counts as half of the flights.

(3) Funding standards:

1. Small unmanned aerial vehicles:

(1) For each newly opened route with more than 5000 flights per year (calendar year, the same below), a one-time reward of 200000 yuan will be given, and each route will only be rewarded once.

(2) In the first year, if the total number of flights of the enterprise reaches 20000, a reward of 400000 yuan will be given. After that, for every additional 20000 flights, a reward of 400000 yuan will be given; Starting from the following year, rewards will be given according to the same standards for the incremental increase in total flight numbers compared to the previous year.

(3) If the enterprise applies for both of the above rewards and meets the criteria for the new route reward, the annual total flight count of the enterprise shall deduct the minimum flight count required for the new route reward application in the current year.

2. Large and medium-sized unmanned aerial vehicles:

(1) For each newly opened route with more than 1000 flights per year, a one-time reward of 350000 yuan will be given, and each route will only be rewarded once.

(2) In the first year, if the total number of flights of the enterprise reaches 20000, a reward of 800000 yuan will be given. After that, for every additional 20000 flights, a reward of 800000 yuan will be given; Starting from the following year, rewards will be given according to the same standards for the incremental increase in total flight numbers compared to the previous year.

(3) If the enterprise applies for both of the above rewards and meets the criteria for the new route reward, the annual total flight count of the enterprise shall deduct the minimum flight count required for the new route reward application in the current year.

3. The sum of new route rewards and total flight rewards received by each enterprise each year shall not exceed 20 million yuan.

Article 3: Funding Projects for Opening Short Distance Transport Routes for Navigation

(1) Funding target:

Enterprises engaged in short distance transportation operations for general aviation.

(2) Funding conditions:

1. Obtaining approval from industry regulatory authorities for short haul transportation routes;

2. At least one starting or ending point of the route is within Shenzhen city;

3. Publicly sell tickets to the public online (such as official ticketing websites, ticketing apps, ticketing mini programs, third-party OTA (Online Travel Agency) platforms, etc.) or offline (such as ticket offices, etc.);

4. Domestic routes: The approved route distance shall not be less than 25 kilometers, and the route shall operate normally (with fixed starting and ending points and regular passenger transportation flight services provided, the same below);

5. Cross border routes between Shenzhen and Hong Kong: The takeoff and landing points of the route are at the ports of Shenzhen and Hong Kong, and the route operates normally;

6. Calculation standard for flight number: If all takeoff and landing points are within Shenzhen city, they will be counted as one flight for each landing; There is only one takeoff and landing point within Shenzhen city, which counts as half of the total number of flights.

(3) Funding standards:

1. Domestic routes:

(1) For each route with no less than 100 flights per year, a one-time reward of 300000 yuan will be given, and each route will only be rewarded once.

(2) In the first year, if the total number of flights of the enterprise reaches 100, a reward of 300000 yuan will be given. After that, for every additional 100 flights, a reward of 300000 yuan will be given; Starting from the following year, rewards will be given according to the same standards for the incremental increase in total flight numbers compared to the previous year.

(3) If the enterprise applies for both of the above rewards and meets the route reward requirements, the annual total flight count of the enterprise shall deduct the minimum flight count required for applying for the route reward in the current year.

(4) The sum of route rewards and total flight rewards received by each enterprise each year shall not exceed 6 million yuan.

2. Cross border routes between Shenzhen and Hong Kong:

(1) Each route will receive a one-time reward of 1 million yuan, and each route will only be rewarded once.

(2) An annual reward of 500000 yuan will be given for the total number of flights of the enterprise reaching 100 flights per year, and 500000 yuan will be given for every additional 100 flights thereafter.

(3) The sum of route rewards and total flight rewards received by each enterprise each year shall not exceed 6 million yuan.

Article 4: Funding Projects for Building High end Innovation Carriers

(1) Funding target:

Various enterprises, universities, and research institutes are building innovative research institutions in the field of low altitude economy in our city.

(2) Funding conditions:

The key laboratory of civil aviation certified and licensed by the national civil aviation authority landed in Shenzhen, but the State Key Laboratory and the national engineering technology research center landed in Shenzhen are subject to other existing policies of Shenzhen.

(3) Funding standards:

The key laboratories of civil aviation will be rewarded with a maximum of 10 million yuan based on 30% of the actual total investment confirmed by professional audit institutions. If a consortium is established, one of the units will apply for the reward, and each key laboratory of civil aviation will only accept one reward application.

Chapter 2 Funding Review and Distribution

Article 1: The Municipal Transportation Bureau shall issue an annual declaration notice in accordance with these detailed rules or superior deployment, clarifying matters such as declaration time, declaration materials, and processing procedures. The applicant shall submit the application materials to the Municipal Transportation Bureau within the prescribed time in accordance with the requirements of the annual application notice. If additional application materials need to be submitted, they should be submitted within 10 working days after being notified by the Municipal Transportation Bureau to submit them. If the applicant fails to submit or supplement the application materials within the prescribed time, the funding application will not be accepted.

Article 2: The Municipal Transportation Bureau is responsible for the acceptance, review, and fund disbursement of funding applications, and may entrust third-party organizations to conduct data identification and review of projects. If a third-party organization is entrusted to conduct data identification and review, the Municipal Transportation Bureau shall formulate relevant supervision and assessment systems and strengthen supervision, management, and assessment.

Article 3: The flight data of enterprises engaged in low altitude logistics and low altitude transportation shall be provided for review by the operating entity of our city's low altitude intelligent fusion system platform. In the first year of the validity period of the "Several Measures", if the enterprise's verifiable flight data is less than one year, the requirements for the enterprise's flight scale, reward standards, and reward limits will be reduced accordingly on a daily basis.

Article 4: The Municipal Transportation Bureau shall publicize the results of the funding review on its portal website, including the name of the proposed funding subject, the amount of funding, and the main information related to the funding conditions. The publicity period shall be 5 working days. If there are objections during the public notice period, a written objection letter should be submitted. The Municipal Transportation Bureau shall review the situation within 15 working days from the date of receiving the objection, and handle it according to relevant regulations after verification. If there are no objections or relevant objections are not established within the public notice period, the Municipal Transportation Bureau shall handle the disbursement procedures of the funding according to the approved departmental budget and relevant regulations.

Article 5: The funding provided for in these detailed rules shall be arranged by the municipal financial budget and included in the departmental budget of the Municipal Transportation Bureau. The total annual funding should not exceed 100 million yuan in principle. If the total amount of approved funding projects exceeds the annual funding amount, the Municipal Transportation Bureau shall deduct the funding amount of each funding project proportionally.

Article 6: In any of the following circumstances, funding shall not be provided in accordance with the law and regulations:

(1) The funded project has already received financial support or awards of the same level and type in this city.

(2) Market entities that have been disclosed by public credit institutions such as Credit China, Credit China (Guangdong), and Credit China (Guangdong Shenzhen) during credit audits of funding, and have been listed as severely dishonest entities in accordance with laws and regulations.

(3) The applicant has engaged in false reporting, concealment, and providing false information.

(4) The applicant is primarily responsible for a safety production accident that occurred on the aircraft used in the funding project they applied for in the current year, resulting in one or more deaths or three or more serious injuries.

(5) The applicant was repeatedly complained about due to aircraft noise pollution in the same year, and the civil aviation regulatory department or relevant municipal regulatory department requested correction but refused to do so.

Chapter 3 Performance and Supervision Management

Article 1: The Municipal Transportation Bureau may entrust third-party organizations to strengthen the tracking of funding applicants, and conduct performance evaluations on the role played by funding and the overall use of funds. The performance evaluation results serve as an important basis for the subsequent budget allocation and policy adjustment and improvement of the Municipal Transportation Bureau.

Article 2 The applicant shall truthfully declare, ensure the authenticity and validity of the application materials, and consciously accept the supervision and inspection of the relevant competent departments of the city, cooperate with the relevant departments to do a good job in data submission and performance evaluation, and effectively fulfill various responsibilities. If the applicant engages in fraud, illegal deception, malicious collusion, commission based profit-making, embezzlement of funding, malicious duplicate declaration, and other major malicious illegal activities, the Municipal Transportation Bureau has the right to cancel their funding qualification and recover the funding. Those suspected of committing crimes shall be transferred to judicial authorities for lawful handling.

Article 3: Third party institutions shall adhere to the principles of independence, objectivity, and impartiality, conscientiously perform their duties, and keep secrets. If third-party organizations and their staff engage in fraudulent activities, conceal the truth, collude with the reporting entity to cheat, and other behaviors with conclusive evidence, they shall be held accountable in accordance with the law and regulations. Those suspected of committing crimes shall be transferred to judicial authorities for lawful handling.

Chapter 4 Supplementary Provisions

When there are changes in the relevant legal and policy basis, these detailed rules shall be revised in a timely manner according to the actual situation.

Article 2: These detailed rules shall be interpreted by the Municipal Transportation Bureau.

Article 3: These detailed rules shall come into effect on October 9, 2025 and shall be valid until December 31, 2026.
