On September 18th, the Management Committee of Shanghai Hongqiao International Central Business District issued the "Support Policy for High Quality Development of Low altitude Economy in Hongqiao International Central Business District" (hereinafter referred to as the "Policy"). The Policy is jointly issued by the Shanghai Hongqiao International Central Business District Management Committee, Minhang District Government, Changning District Government, Qingpu District Government, and Jiading District Government. Its key support direction is to promote the development and growth of the low altitude economy, build a low altitude industrial ecosystem with leading enterprises as the "chain master", major projects as the guide, and industrial parks and other infrastructure as the support. Accelerate the construction of low altitude ground infrastructure and information infrastructure, and support the low altitude economy to "fly", "fly well", and "fly steadily". Encourage increased innovation and research and development efforts, support the establishment of various innovative research platforms, and empower low altitude industrial chains with innovation chains. Enrich the application scenarios of passenger transportation, logistics distribution, public services, etc., and use scenario applications to drive the development of low altitude industries, forming a closed-loop industrial chain. Support the optimization of business environments such as finance, exhibitions, forums, and talent, and empower the high-quality development of low altitude industries.
The Policy proposes 16 supportive policies in five aspects: cultivating and strengthening low altitude economic entities, improving low altitude economic infrastructure construction, increasing scientific and technological innovation, supporting the application and consumption of low altitude economy, and optimizing the development environment of low altitude industries. It is explicitly stated that for low altitude trade type headquarters and private enterprise headquarters, support of up to 30 million yuan will be provided in stages according to the relevant headquarters policies of the business district. For applicants who construct ground takeoff and landing infrastructure and have been operating for more than one year, a one-time subsidy of 50% of the actual construction investment will be given, with a maximum of 6 million yuan per applicant per year.

（1） Cultivate and strengthen low altitude economic entities
1. Support the development of low altitude economic units. For low altitude trade type headquarters and private enterprise headquarters, support of up to 30 million yuan will be provided in stages according to the relevant headquarters policies of the business district. For low altitude economic units that do not meet the recognition criteria of the headquarters and have an annual operating revenue of 100 million yuan (inclusive) to 500 million yuan, a maximum reward of 2 million yuan per year will be given. Support will continue to be given to units that maintain positive revenue growth in the following year. During the special fund policy period, the cumulative reward for each unit will not exceed 10 million yuan; Low altitude economic units with annual operating revenue of 50 million yuan (inclusive) but less than 100 million yuan will be rewarded with a maximum of 800000 yuan per year. Those with positive revenue growth in the following year will continue to receive support. During the special fund policy period, the cumulative reward for each unit will not exceed 4 million yuan.
2. Establish a cross regional collaborative development mechanism for major industrial projects. By leveraging the advantages of low altitude headquarters, research and development, sales, and other aspects, under the guidance of the municipal investment promotion department, support relevant low altitude economic units to layout production, manufacturing, and other functions. For major industrial projects involving cross administrative regions, establish cross regional collaborative development and sharing mechanisms, and support the development and expansion of the entire low altitude industry chain.
3. Support the development of low altitude industrial agglomeration. Support the development of low altitude industrial agglomeration, and provide a maximum of 15 million yuan in park rewards for characteristic industrial parks that have been recognized and undertake low altitude upstream, midstream, and downstream industries by the business district, taking into account the scale of the park, industrial agglomeration, and other factors. For characteristic industrial parks that carry out digital transformation, optimize the business environment, establish public research and development platforms, and improve the quality of public services such as industrial ecology construction, a maximum annual operating subsidy of 5 million yuan will be given based on 50% of the actual construction investment.
（2） Improve the construction of low altitude economic infrastructure
4. Accelerate the construction of ground infrastructure. Encourage social capital and diversified entities to participate in the construction, renovation, and expansion of low altitude economic ground infrastructure. For the construction of unmanned aerial vehicle take-off and landing points, medium-sized take-off and landing sites, large take-off and landing hubs, electric vertical take-off and landing aircraft (eVTOL) take-off and landing sites, helicopter take-off and landing platforms and other infrastructure that meet the needs of low altitude flight aircraft routes, and have been in operation for more than one year, applicants will be given a one-time subsidy of 50% of their actual construction investment. The maximum amount for each small take-off and landing point is no more than 100000 yuan, and the maximum amount for each medium-sized take-off and landing site, large take-off and landing hub, eVTOL take-off and landing site, and helicopter take-off and landing platform is no more than 3 million yuan. Each applicant will be given a maximum of 6 million yuan per.
5. Accelerate the construction of low altitude information infrastructure. Encourage the application of 5G-A (synaesthesia integration), satellite Internet, unmanned aerial vehicle operation identification and other technologies, and low altitude communication, navigation, positioning, surveillance, identification, meteorology, countermeasures and other services. For applicants who invest in the construction of low altitude flight management service system and successfully access the municipal low altitude flight management service platform, a one-time subsidy of up to 5 million yuan will be given based on 20% of the actual investment in terminal equipment construction. Encourage the construction and operation of comprehensive public service platforms such as municipal low altitude traffic management systems and flight service systems, and provide a certain proportion of construction and operation subsidies according to the actual investment of the project.
（3） Intensify efforts in technological innovation
6. Strengthen the research and development of core technologies. For core technology research and development projects focused on high-performance materials, key components, power batteries, flight control systems, navigation systems, and other low altitude fields, after joint recognition by the Business District, Municipal Economic and Information Commission, relevant departments of the city, and relevant districts, a one-time subsidy of up to 20 million yuan will be given, not exceeding 30% of the project research and development cost.
7. Support the application for airworthiness certification. Low altitude economic units that have obtained legal qualifications such as eVTOL and unmanned aerial vehicle type certificate (TC), production license (PC) issued by the Civil Aviation Administration of China in accordance with the law, and have established production lines and reached a certain scale, will be given one-time rewards in stages. The maximum reward for eVTOL aircraft is not more than 15 million yuan, the maximum reward for large unmanned aerial vehicles is not more than 5 million yuan, and the maximum reward for medium unmanned aerial vehicles is not more than 3 million yuan. The same model will only be rewarded once, and each applicant will be rewarded up to 30 million yuan per year.
8. Support the development of low altitude innovation platforms. Encourage various enterprises, universities, research institutes, and other units to establish innovative research institutions in the field of low altitude economy. For municipal innovation platforms such as Shanghai Key Laboratories, a one-time reward of no more than 10 million yuan and a certain proportion of operational subsidies will be given; For national level innovation platforms such as key laboratories, key support will be provided jointly by the city and district.
Encourage the improvement of innovation level. For units whose main business is low altitude economy and have been recognized as national manufacturing industry single champion enterprises (products) for the first time, as well as specialized, refined, and new "little giant" enterprises, a one-time reward of no more than 3 million yuan and 1 million yuan will be given respectively; For units whose main business is low altitude economy and have been recognized as single champion enterprises in Shanghai's manufacturing industry for the first time, as well as Shanghai's specialized, refined, special and new small and medium-sized enterprises, a one-time reward of no more than 1.5 million yuan and 500000 yuan will be given respectively. A one-time reward of 500000 yuan will be given to units that have been awarded the "Best Practice" for product quality reliability innovation in Shanghai.
10. Encourage the development of low altitude related standards and specifications. Support scientific research institutions, industry associations, industry alliances, enterprises and other entities engaged in related business activities to actively connect with the highest international and domestic standards for low altitude aircraft design and manufacturing, formulate or revise low altitude related standards and specifications, and further enhance the safety of low altitude aircraft. For those who lead the revision of international standards, national standards, industry standards, and local standards, a one-time reward of no more than 1 million yuan, 500000 yuan, 300000 yuan, and 200000 yuan will be given respectively.
（4） Support the landing of low altitude economic application consumption
11. Support the opening of low altitude short distance commercial and travel transportation routes. Provide support for manned flight routes that have obtained approval from industry regulatory authorities and sold tickets through public channels. After verification, a one-time reward of 200000 yuan will be given for each newly opened urban regular operation route (with no less than 200 flights per year), and a reward of 50000 yuan will be given for every 100 additional flights on this basis; Each newly opened inter provincial regular operation route (with no less than 100 flights per year) will receive a one-time reward of 600000 yuan, and for every additional 100 flights on this basis, a reward of 150000 yuan will be given. The maximum amount per applicant for the above two items shall not exceed 6 million yuan per year.
12. Promote the construction of a new low altitude logistics transportation route system. Support the development of low altitude logistics services, with a focus on guiding the use of drones for express delivery and logistics transportation within and between cities. Provide support for obtaining approval from industry regulatory authorities and operating low altitude logistics routes on a regular basis. For routes where light and small unmanned aerial vehicles are identified (with an annual execution of no less than 5000 flights), a one-time reward of 200000 yuan will be given. For every additional 5000 flights in the first year, a reward of 100000 yuan will be given. The increase in total flights in the following year will be rewarded according to the same standards as the previous year; For routes operated by medium and large unmanned aerial vehicles (with no less than 1000 flights per year), a one-time reward of 400000 yuan will be given. For every additional 2000 flights in the first year, a reward of 400000 yuan will be given. The incremental total number of flights in the following year will be rewarded according to the same standards as the previous year. The maximum amount per applicant for the above two items shall not exceed 10 million yuan per year.
Encourage the expansion of applications in the field of public services. Promote the application of low altitude products and services in social public governance service scenarios such as traffic management, medical assistance, and urban fire protection, and support the market-oriented provision of related products and services in accordance with the law.
（5） Optimize the development environment of low altitude industries
14. Strengthen diversified financial support. Establish a low altitude economic industry development guidance fund, strengthen the application of financing leasing in the development of low altitude economy, support the purchase, operation and maintenance of low altitude aircraft through diversified means, and help reduce financing costs. Support insurance institutions in developing specialized insurance policies applicable to low altitude aircraft and carriers. For financing of low altitude economic units, interest subsidies will be given at a rate not exceeding 50% of the approved interest rate, and the total support amount for the same applicant in the current year shall not exceed 3 million yuan.
15. Organize low altitude economic forums and exhibitions. Support the development of low altitude economic peak forums, high-end exhibitions, and high-level academic conferences. For those holding high-end exhibitions, support will be provided in accordance with the relevant provisions of the "Support Policy for the Construction of International Convention and Exhibition Capital in Hongqiao International Central Business District"; For forums, conferences, and other events that have a significant impact, a subsidy of up to 1 million yuan will be given based on 50% of the actual expenditure of the event, according to its driving effect on the low altitude industry.
16. Strengthen the cultivation of low altitude economic talents. Accelerate the cultivation of a group of low altitude technological innovation talents, management talents, and professional service talents in key areas such as aircraft design, power systems, flight control, air traffic management, and airworthiness certification. Strengthen the collaborative work mechanism of low altitude industry talents in the "One Core and Two Belt" area of Hongqiao International Open Hub, promote the interconnection and cooperation of service platforms such as human resources and overseas talents, and provide key support in talent settlement and housing security.
