Implementation Plan for Artificial Intelligence Application and Quantum City Space Intelligence Construction in the Field of Shanghai Urban Space Governance (2026-2027)
In order to thoroughly implement the strategic deployment of developing a new generation of artificial intelligence in the country, and in accordance with the overall work arrangement of the Municipal Party Committee and Municipal Government, and in accordance with the requirements of the Implementation Plan of the Municipal Government Office on "Shaping Shanghai with Artificial Intelligence" (Hu Fu Ban Fa [2024] No. 27), this implementation plan is formulated to comprehensively promote the application of artificial intelligence in the field of spatial governance and the construction of quantum city spatial intelligence in Shanghai.
1、 Develop a large-scale model for urban spatial governance
1. Build a three-dimensional spatial grid and spatiotemporal floor. Based on the "one map" of planning resources, establish a standardized three-dimensional spatial grid system in Shanghai that covers all aspects including air, surface, and underground, with three-dimensional connectivity, adaptive partitioning, and intelligent coding. 2. Develop basic language materials and spatial data. Centralized construction includes the integration of interdisciplinary theories, policies, regulations, technical standards, and other fields such as planning and design, surveying and mapping geography, and natural resources in urban spatial governance. Innovative research and development of expert annotation, thinking chain construction, model fine-tuning, and strong reasoning tools for 2D and 3D planning resource data, producing basic corpus for urban spatial governance.
