Yang Chuan said that Xichang has listed commercial aerospace as the "number one project" for future industries, and the development of commercial aerospace has three core advantages: "proximity, diversity, and longevity". 'Near' refers to being close to the Xichang Health Launch Center, which has been established for 55 years. The center has the highest number of launches in China, the earliest opening to the outside world, and the highest launch orbit. It is a world-class space launch site and provides a unique advantage for the development of commercial space in Xichang. The abundance of resources is reflected in the fact that it is located in the Panxi Rift Valley metallogenic belt, with key minerals in the aerospace manufacturing industry such as steel, vanadium titanium, and rare earths. It has high grade, shallow burial, and easy mining, especially the important mineral raw material for titanium extraction, rutile, which has the largest reserves in Asia. 'Long' refers to a long industrial chain. Xichang has gathered a vanadium titanium rare earth industry cluster with strong research and development capabilities, which is conducive to the development of aerospace grade vanadium titanium metal new materials. Xichang has the advantage of favorable timing, location, and personnel in the development of commercial aerospace industry.
It is reported that the "Action Plan for High Quality Development of Commercial Aerospace in Sichuan Province (2025-2030)" clearly states that the Chengdu metropolitan area and Liangshan Prefecture will be the dual core leaders to build a coordinated development pattern, giving Xichang the strategic positioning of "building a western commercial aerospace port and creating a commercial aerospace gathering area", injecting strong momentum into industrial development.
At present, the planned area of Xichang Aerospace High end Intelligent Manufacturing Industrial Park is 5200 acres, and the overall planning has been completed, with significant achievements in industrial implementation. The construction of the Shenzhen Rubik's Cube satellite landing construction satellite factory has completed 70% of the construction progress, and it is expected to achieve the first satellite offline before the end of the year; The land and sea space projects such as the "Xichang Satellite Remote Sensing Cloud Service Platform" have been put into trial operation; The "Star Arrow Integrated Delivery Center" of Xinghe Power, as well as the second Earth satellite and Zhongke Aerospace Rocket Satellite projects, are accelerating their progress, and the industrial agglomeration effect is beginning to emerge.
In the future, Xichang will make every effort to build a full industry chain ecosystem of "aerospace special materials - satellite and arrow manufacturing - launch services - aerospace information - aerospace culture and tourism". On the one hand, we will precisely target leading enterprises that emphasize both scientific research and production, and develop core industries such as satellite, rocket and component manufacturing, and satellite application services; Simultaneously promote the construction of high-level innovation platforms such as Tsinghua University's Dark Matter Laboratory and Tianfu Qionghai Laboratory, achieve in-situ manufacturing of rocket satellites, and create a "one hour transportation supporting circle" from rocket manufacturing to launch. On the other hand, we will explore resources such as aerospace science popularization and aerospace cultural and creative industries, and cultivate new aerospace industries such as space biopharmaceuticals and space breeding. Strive to achieve initial scale of the spaceport, initial formation of aerospace manufacturing, final assembly and testing capabilities, and initial launch capabilities by 2026; By 2030, we aim to establish an annual launch capacity of thousands of stars and a commercial aerospace industry cluster worth billions of yuan. At the same time, we will also make good use of the favorable conditions for the development of low altitude economy in Xichang, promote the integrated development of deep space (aerospace) and low altitude, further enrich the commercial aerospace industry, and enhance the advantages of Xichang's commercial aerospace industry.
