Recently, the Office of the People's Government of Huanggang City issued the "Implementation Plan for Accelerating High Quality Development of Low altitude Economy in Huanggang City (2025-2027)". The Plan proposes to strive to build 1-2 general airports, over 50 take-off and landing points, and 1 low altitude comprehensive service platform by 2027, with an industrial scale exceeding 10 billion yuan. The Plan specifies 10 key tasks and reward measures, including improving ground takeoff and landing facilities, building a low altitude intelligent information platform, opening up low altitude flight routes, vigorously introducing unmanned aerial vehicle manufacturing, developing key component manufacturing, developing new material research and development manufacturing, and cultivating a "low altitude+" economic new business model. Among them, a maximum subsidy of 12 million yuan will be provided for the construction, renovation, and expansion of general airports; Provide a maximum subsidy of 1 million yuan for the construction of various takeoff and landing sites in urban areas. Implementation Plan for Accelerating High Quality Development of Low altitude Economy in Huanggang City

(2025-2027)

In order to seize the new development track and accelerate the high-quality development of the city's low altitude economy, this plan is formulated based on the actual situation of our city.

1、 Development Goals

By leveraging the comparative advantages of our city's land space, low altitude resources, and application scenarios, we will coordinate and promote the coordinated development of low altitude manufacturing and flight operations, build a development pattern that integrates manufacturing and services, and promotes application and industry, and focus on creating a comprehensive experimental zone for low altitude economic development in the province, a leading zone for coordinated development of low altitude economy in Wuhan, and a leading zone for low altitude economic development in the Dabie Mountains. By 2027, the city's low altitude infrastructure will be basically complete, low altitude manufacturing will take shape, application scenarios will accelerate expansion, and the industrial scale will exceed 10 billion yuan. Strive to build 1-2 general airports, over 50 take-off and landing points, and 1 low altitude comprehensive service platform throughout the city. Integrate into the low altitude industrial chain in Wuhan, strive to introduce 1-2 enterprises with the production capacity of spare parts, cultivate 50 component enterprises and 10 new material enterprises. We will create a number of "low altitude+" application scenarios around fashion and tourism, agricultural and forestry production, urban governance, logistics and distribution, and open more than 9 "cloud tourism" routes. Over 80% of high standard farmland will be protected by drones.

2、 Key tasks

(1) Accelerate the construction of low altitude infrastructure

1. Improve ground takeoff and landing facilities. Promote the completion of Macheng General Airport by 2026, and strive to launch the construction of general airports such as Wuxue, Hong'an, Luotian, Qichun, and Yingshan during the 15th Five Year Plan period. Improve the low altitude infrastructure construction of the emergency rescue base in southeastern Hubei (Huanggang), enhance the level of 8 aviation emergency rescue takeoff and landing points including Huangzhou, Tuanfeng, and Xishui, and improve supporting facilities such as energy stations and operation and maintenance stations. By 2025, 20 take-off and landing points will be established in places such as Dabie Mountain Medical Center, Macheng Guifeng Mountain, and Hubei Huanggang Emergency Management Vocational and Technical College; By 2027, we aim to establish 50 takeoff and landing points throughout the city. A maximum subsidy of 12 million yuan (including provincial subsidies) will be provided for the construction or expansion of general airports. Provide a maximum subsidy of 1 million yuan (50% subsidy based on actual construction investment) for the construction of various takeoff and landing sites in urban areas. 2. Build a low altitude intelligent information platform. Relying on the Huanggang Government Big Data Platform, we will coordinate the achievements of airspace planning and departmental information resources, and build a Huanggang City low altitude comprehensive service platform that integrates low altitude flight services, unmanned aerial vehicle comprehensive supervision services, and other functions. We will provide low altitude users with services such as airspace, route application, flight plan declaration, flight communication meteorological monitoring, and flight process supervision. We will link the provincial low altitude comprehensive service platform to achieve information exchange and data sharing. For low altitude information infrastructure construction projects, the maximum subsidy for each project is 1 million yuan (not exceeding 50% of the approved contract amount), and the maximum subsidy for each enterprise is 5 million yuan per year (including provincial subsidies). 3. Open up low altitude flight routes. Promote the connection of general airports such as Macheng with other major cities in China through the "trunk and branch" transportation mode, and plan the "Macheng Wuhan Suizhou Xiangyang Shiyan" low altitude air route network. Explore the opening of business travel routes from Wuhan to Huanggang, and strive to open the first batch of 4 business travel routes by 2026; By 2027, strive to open the second batch of 5 business travel routes. Support low altitude economic enterprises to open pilot routes for low altitude logistics distribution in urban areas (with at least one starting and ending point in the urban area). For routes that have obtained approval from industry regulatory authorities and use small unmanned aerial vehicles for regular operation (with no less than 1000 flights per year), a one-time reward of 200000 yuan will be given for each newly opened route; For routes that have obtained approval from industry regulatory authorities and use large and medium-sized unmanned aerial vehicles for regular operation (with an annual execution of no less than 500 flights), a one-time reward of 400000 yuan will be given for each newly opened route; For low altitude economic enterprises that have obtained approval from industry regulatory authorities and sell tickets through public channels for newly opened short haul transportation routes (with a distance of no less than 25 kilometers) and operate normally, a reward of no more than 500 yuan per person and no more than 3000 yuan per aircraft per flight will be given for each route (with an annual execution of no less than 100 flights). (2) Breakthrough development of low altitude manufacturing industry

4. Vigorously introduce the manufacturing of complete unmanned aerial vehicles. Coordinate the city's low altitude resources and government procurement services, and use application scenarios to drive low altitude manufacturing. Focus on leading unmanned aerial vehicle manufacturers such as Yihang Intelligence, Universal Technology, Jifei Technology, Zongheng Shares, and Beluga Airlines, and attract Huang to establish production bases. Promote the landing of the Aerospace Hongtu project to manufacture 500 multi rotor and suspended fixed wing unmanned aerial vehicles annually. For those who obtain the national general aircraft (excluding unmanned aerial vehicles with a takeoff weight of less than 150 kilograms) complete machine model qualification certificate and production license for the first time, a reward of 1 million yuan (including provincial subsidies) will be given. 5. Develop key component manufacturing. Layout of low altitude manufacturing professional parks such as Huanggang High tech Zone Unmanned Intelligent Equipment Industrial Park and Macheng Wunaoshan Comprehensive Tourism Development Industrial Park. Focus on key components such as drive systems, sensors, navigation devices, and communication modules, and integrate them into the low altitude manufacturing industry chain in Wuhan. Focus on leading companies in the upstream parts of the drone industry chain, such as Xinwangda, Lianshi Aviation, and Gaode Infrared, and promote the establishment of production bases in Huanghai. Guide the Kefeng Transmission Technology Innovation Center to develop unmanned aerial vehicle transmission systems, and guide companies such as Shangsai Optoelectronics, Mingpu Optoelectronics, Yuntai Optics, Lishen Battery, Ruiyuan Electronics, and Haicheng Electronics to develop outdoor display modules, wireless communication modules, optical lens modules, specialized lithium batteries, and specialized electronic components. For the research and development of the first (set) major equipment, if it is determined to meet the conditions, a subsidy of 15% of the product purchase price or R&D cost will be given to the product development and demonstration application parties, with a maximum bilateral award of 10 million yuan (including provincial subsidies). 6. Develop research and manufacturing of new materials. Focus on leading enterprises in high-strength and lightweight new materials such as Zhongfu Shenying, Guangwei Composite Materials, and Nanjing Julong, and encourage them to establish production bases in Huanghua. Guide enterprises to develop specialized composite materials for low altitude aircraft, vacuum insulated cabin sections, and thermal battery insulation shells. Support enterprises in developing important materials for drone chip manufacturing, such as electronic grade hydrofluoric acid and high-end phosphorus based chemicals. For the research and development of the first batch of new materials that are deemed to meet the conditions, a subsidy of 15% of the product purchase price or research and development expenses will be given to the product development and demonstration application parties, with a maximum bilateral bonus of 10 million yuan (including provincial subsidies). 7. "Low altitude+fashionable cultural tourism". Actively guide and support the development of various emerging consumption projects in the low altitude economy, rely on key tourist attractions to develop characteristic projects such as aerial tours, and launch a series of "cloud tourism" products. In 2025, pilot projects for low altitude tourism such as aerial tours will be launched in key scenic areas such as Macheng Guifeng Mountain, Luotian Tiantang Village, Yingshan "Impression Yingshan · Encounter Bisheng" cultural tourism area, and Sijihua Sea. The project will gradually expand to include Wenmei Village on Huangmei East Mountain, Wuzu Temple, Hong'an Tiantai Mountain, Tuanfeng Niuche River, Xishui Sanjiao Mountain, and strive to expand to 20 key scenic areas by 2027. Develop diversified tourism products such as skydiving, paragliding, powered parachuting, and drone aerial photography. By 2025, develop low altitude sports projects in Macheng Wunao Mountain, Luotian Bodao Peak, and the main peak of Yingshan Dabie Mountain. By 2027, strive to expand to 10 scenic spots including Hong'an Tiantai Mountain, Yingshan Taohuachong, Xishui Sanjiao Mountain, Bailianhe Doufang Mountain, and Huangmei Nuobu Garden. By utilizing low altitude aircraft such as drones and integrating elements of Huanggang culture and modern cities, we aim to create new cultural and tourism consumption scenarios such as drone formation performances in Wenmei Village, Huangmei Dongshan, and construct a new business model of "low altitude+cultural and tourism". Develop "cloud tourism" routes, and strive to open two "cloud tourism" routes including Macheng North Station Guifengshan and Huangmei East Station Dongshan Wenmei Village in the first batch; By 2027, strive to open the second batch of 7 "cloud tourism" routes. 8. "Low altitude+agricultural and forestry production". Promote the large-scale application of drones in agricultural plant protection fields such as crop monitoring, pesticide spraying, and precision planting. By 2027, the area of crops served by drones for "agricultural plant protection" will reach 10 million mu, covering more than 80% of high standard farmland in the city. Promote the application of drones in the field of agricultural product picking and transportation, and carry out pilot applications in kiwi fruit picking and transportation in Xishui and high-altitude tea transportation in Yingshan, gradually extending to key agricultural product production areas. Deepen the application of drones in the field of forest inspection. By 2025, the service area of "drone+forest inspection" will reach 10 million acres, and by 2027, strive to cover the entire forest area of the city. Promote the application of drones in the prevention and control of forest pests and diseases such as pine caterpillars and pine brown longhorn beetles. By 2025, large-scale use of "drones+pest control" will be carried out in Macheng, Luotian, Wuxue, Huangmei and other areas. By 2027, the city's service area will reach 500000 mu. Encourage agricultural and forestry production and operation organizations engaged in plant protection operations to purchase plant protection drones and strive for subsidies for their purchase and application. 9. "Low altitude+urban governance". Increase the application of drones in urban governance and support the integration of purchasing low altitude services into the annual fiscal budget. Build a pilot application of "drone+emergency rescue", relying on the emergency rescue base in southeastern Hubei (Huanggang), to carry out tasks such as emergency command communication, disaster investigation, and personnel search and rescue. Promote the application of drones in the field of traffic safety, pilot the application in urban areas of cities and counties by 2025, and expand to 12 highways throughout the city by 2027. Promote the application of drones in the field of river and lake inspections. By 2025, pilot projects will be carried out in 8 lakes including Longgan Lake, Chidong Lake, and Taibai Lake, as well as 7 important rivers including Fushui, Daoshui, and Jushui. Gradually, these projects will be extended to 114 lakes and major tributaries of important rivers listed in the Hubei Province Lake Protection List. Promote the application of drones in the field of police inspection to extend to townships, and by 2025, extend to key townships and surrounding townships of county towns. By 2027, strive to cover 60% of townships (streets) in the city. Deepen the application of drones in geological disaster prevention, promote the construction of "hidden danger points+risk areas" dual control pilot counties in Yingshan, Huangmei, and Qichun by 2025, explore the use of drones to carry out geological disaster hidden danger inspections, and by 2027, "drone+geological disaster prevention" will cover 7 important geological disaster hidden danger points in the city and extend to risk areas. Promote the application of drones in the field of park inspections. By 2025, pilot drone inspections will be carried out in chemical parks such as Huanggang Chemical Park, Luotian Chemical Enterprise Concentration Zone, and Wuxue Makou Chemical Park. By 2027, we aim to achieve coverage of "drone+park inspections" in development zones at or above the provincial level. 10. "Low altitude+logistics delivery". By relying on trunk airports such as Wuhan Tianhe and Ezhou Huahu, as well as general airports such as Macheng and county-level logistics parks, we aim to enhance the terminal distribution capacity and explore a "trunk branch terminal" logistics distribution system. By 2026, strive to open low altitude logistics distribution routes from Jiuzihe in Luotian to Luotian Smart Logistics Park, and from Hexi Industrial Park in Qichun to Qichun County Smart Logistics Park; By 2027, we will strive to open five low altitude logistics distribution routes from Luotian Smart Logistics Park, Wuxue Port Smart Logistics Park, Macheng Comprehensive Logistics Park, Hong'an Comprehensive Logistics Park, Qichun Smart Logistics Park to Huahu International Airport. Support leading logistics companies such as SF Express, Postal Service, "Three Connections and One Delivery", as well as large supermarkets, hospitals, industrial parks, logistics parks, etc. to carry out pilot drone delivery services. By 2025, promote SF Express, Huangshang Group, Dabie Mountain Area Medical Center and other companies to explore pilot "drone+flash delivery" services; By 2027, strive to achieve a low altitude transportation volume of 1.4 million pieces. 3、 Job requirements

(1) Strengthen overall planning and scheduling. Incorporate the development of low altitude economy into the national economic and social development plan, organize the preparation of low altitude infrastructure deployment plan and industrial development plan. Establish a mechanism to promote the development of low altitude economy in Huanggang City. The Municipal Development and Reform Commission is responsible for overall planning and coordination, strengthening communication and coordination with provincial airspace management and industry management departments, regularly organizing consultations and judgments, promoting major projects, discussing important issues, and solving prominent problems. Establish a low altitude comprehensive service company, responsible for the coordinated operation of low altitude airspace management and low altitude flight management services, intelligent information network construction, etc. in the city, undertake the construction and operation management of the city level low altitude flight comprehensive management service platform, and coordinate the investment, construction, operation, and management of low altitude takeoff and landing facilities and communication, navigation, and monitoring facilities between cities in the city.

(2) Strengthen policy support. Scientifically and accurately establish low altitude airspace such as no fly zones, restricted zones, and restricted zones in Huanggang City, coordinate the utilization of urban and regional low altitude airspace resources, and strive to maximize the utilization of airspace resources. Actively strive for national super long term treasury bond, special debt, central and provincial budget funds and low altitude industry development policies. Support major projects in the low altitude economy industry to be prioritized for inclusion in the provincial key construction project plan, and strengthen guarantees for land use, environmental protection, transportation, electricity, gas, water supply and drainage, etc. Encourage each county (city, district) to formulate support policies based on actual needs, and provide support in areas such as scientific and technological innovation, financial support, talent attraction, and investment in technological transformation. The policy reward and subsidy funds shall be determined by the local management and the principle of "whoever benefits, who fulfills", and the urban areas shall share the burden according to the current financial system.

(3) Attract and cultivate professional talents. Using SF Training Center as a platform, establish an aviation education science popularization research base. Relying on the Dabie Mountain International Expo Center, organize aviation exhibitions, aviation carnivals and other activities. Integrate the resources of Huanggang Vocational and Technical College, Hubei Huanggang Emergency Management Vocational and Technical College, and other colleges to carry out training for skilled personnel in unmanned aerial vehicle design and manufacturing, driving training, maintenance and repair, and create a low altitude flight training base. Jointly build an industry education integration platform with universities such as Wuhan University of Technology and Huanggang Normal University, and explore the establishment of a joint training mechanism for low-level talents. Strengthen the coordination and linkage with the Provincial Low altitude Economy Industry Development Alliance, widely carry out policy promotion, supply and demand docking, and technical exchanges, and attract enterprises and talents in the low altitude economy field to come to Huang for innovation and entrepreneurship.

(4) Coordinate development and security. Strengthen the publicity of regulations such as the Interim Regulations on the Management of Unmanned Aerial Vehicle Flight, and enhance the awareness and safety use of low altitude aircraft among enterprises and the public. Under the premise of strict risk control and ensuring safety, we will expand the application scenarios of low altitude economy in a classified and orderly manner, and steadily promote the development of low altitude consumption such as low altitude tourism, aviation sports, and consumer grade drones. Strengthen the standardized management of low altitude aircraft design, production, import, flight, and maintenance activities. Strengthen risk prevention, enhance departmental collaboration, and severely crack down on illegal and irregular behaviors that threaten production safety, information security, and flight safety.
