Implementation Plan for the Development of Shanghai's embodied intelligence industry
In order to thoroughly implement the spirit of the Central Economic Work Conference, implement the national action plan to accelerate the development of "artificial intelligence+", seize opportunities for the development of embodied intelligence, accelerate the formation of future industrial innovation cluster ecology, and make every effort to create a global embodied intelligence industry innovation highland, achieve embodied intelligence "model force gathering", this plan is formulated.
1、 Main objectives
According to the overall concept of "model driven, application demonstration, group chain collaboration, and open source ecology", by laying out major technological breakthroughs, building typical application demonstrations, constructing industrial characteristic clusters, and creating high-quality open source projects, by 2027, we aim to achieve no less than 20 breakthroughs in core algorithms and technologies such as embodied models and embodied corpora; Construct no less than 4 high-quality incubators for embodied intelligence, achieve the gathering of 100 industry backbone enterprises, the landing of 100 innovative application scenarios, and the promotion of 100 internationally leading products. The scale of our city's embodied intelligence core industry has exceeded 50 billion yuan.
2、 Model innovation driven
Adhere to model driven approach, strengthen intelligent brain empowerment, accelerate the construction of an independent innovation system for embodied intelligence full chain technology, and focus on supporting key technology breakthroughs such as perception decision-making, motion control, embodied language materials, and operating systems. According to the approved total project investment, support will be given up to 30% but not exceeding 50 million yuan.
(1) Tackle the perception decision model. Support universities and research institutes to build integrated embodied intelligent large model capabilities. Encourage research on technologies such as active perception, planning and decision-making, and voice interaction to enhance core capabilities such as real-time interaction and self-directed learning, and achieve large-scale applications.
(2) Tackle motion control models. Support our city's ontology robot enterprises to collaborate with basic model enterprises, accelerate the research and development of motion control models, and build a universal motion control system and control skill library. Breakthrough the underlying algorithms, enhance agile control and adaptive capabilities, and develop a new paradigm of ontology based motion intelligence emergence and ability generalization.
(3) Tackle embodied collaborative technology. Accelerate the exploration of embodied intelligent technology architectures such as dual systems and end-to-end, and enhance the collaborative level of upper and lower limbs, hand eye, brain body, etc. Encourage the development of autonomous embodied models, platforms, frameworks, etc., break through the technology of autonomous operation and heterogeneous collaboration, and enhance the level of information sharing and collaboration.
(4) Embodied corpus technology. Based on the municipal corpus platform, we will collaborate with multiple parties to carry out common technical research and large-scale corpus construction, develop corpus toolchains, and build high-quality embodied datasets and complete technical systems. Provide up to 5 million yuan/year of corpus voucher support to enterprises that purchase corpus service products.
(5) Autonomous operating system. Support enterprises, universities, and research institutes to jointly develop multimodal data fusion processing technology and create independent operating systems. Collaborate with robot manufacturers and research institutions to promote the pilot application of embodied intelligent operating systems in industrial manufacturing, logistics distribution, commercial services, and other fields, promote version iteration optimization, and gradually build a mature, reliable, and widely used embodied intelligent operating system ecosystem.
3、 Building a public platform
To meet the common needs of embodied intelligence development, we will integrate the resources of the whole city, build five major platforms including computing power, training fields, pilot testing, investment, and leasing, and consolidate the foundation of embodied intelligence industry development. For the construction project of the industrial innovation service platform, a maximum of 50% and no more than 20 million yuan support will be given based on the approved total investment of the project.
(6) Computing power platform. Optimize the municipal intelligent computing power public service platform and the municipal intelligent computing power resource coordination platform, coordinate the existing intelligent computing resources in our city, strengthen the scheduling and management of computing power resources, and provide up to 40 million yuan/year of computing power voucher support to embodied intelligent enterprises that have reached a certain scale of computing power rental.
(7) Digital Twin Training Field. Innovate corpus collection methods, scenarios, tasks, and action skills, build a digital twin training field, achieve a closed-loop digital twin training of "simulation training real verification iterative learning", and empower embodied intelligent large model training.
(8) Pilot platform. Support the construction of a tailored intelligent pilot platform with multiple forces. Encourage the development of integrated pilot services before large-scale production, promote the transformation and implementation of technological achievements, cultivate a team of composite pilot engineers, and enhance the capacity and supply level of industrial pilot services.
(9) Investment platform. Strengthen the strategic driving role of the municipal artificial intelligence leading industry parent fund, promote high-quality enterprises to establish enterprise venture capital funds (CVC) and industrial ecological funds, improve the "early cultivation+early investment" mechanism, and provide precise support for enterprises related to embodied intelligence. Explore models such as computing power and corpus valuation for equity investment, support the development of new financial tools oriented towards embodied intelligence, and enhance the accessibility of financing for small and medium-sized enterprises.
(10) Rental platform. Give full play to Shanghai's advantages in gathering financial resources and application scenarios, and support the exploration and construction of a city level leasing platform driven by the dual wheel of "financial instrument chain+industrial service chain". Encourage financial institutions to cooperate with enterprises specializing in embodied intelligent terminals and core components, and promote the rapid entry of technological achievements into the application market. Cultivate a group of operation and maintenance institutions for leasing services, and enhance their specialized service capabilities in the field of embodied intelligence.
4、 Application Demonstration Benchmark
Based on the industry advantages of our city, with logistics assembly, industrial manufacturing, commercial retail, medical and health care, home service and other fields as the driving force, we will carry out scene collection and task unveiling, explore new formats of embodied intelligent applications, and provide up to 20% and no more than 10 million yuan support for industrial innovation and integration demonstration application projects according to the approved total project investment.
(11) Tailored intelligence+logistics assembly. Support the application and construction of embodied intelligence in express sorting, warehousing and handling, and end of pipe delivery, support cooperation between logistics enterprises and hub warehousing bases, create demonstration models with complete operation processes and rich scene elements, and form a batch of replicable and promotable new intelligent logistics models.
(12) Embodied intelligence+industrial manufacturing. Supporting industrial enterprises to promote the practical application of embodied intelligence in manufacturing processes such as assembly, inspection, emergency response, and material handling, and supporting high-quality enterprises in industries such as automobiles, steel, and ships to integrate and innovate based on actual production needs, creating intelligent manufacturing operation units with human-machine collaboration, improving the automation level of complex processes, and accelerating the construction of embodied workshops with industry leadership.
(13) Tailored intelligence+commercial retail. Supporting commercial carriers to promote the multi scenario deployment of embodied intelligence in spaces such as supermarkets, exhibition halls, airports, and parks, supporting commercial institutions to integrate services such as tour guidance, customer reception, and security patrols, enhancing multimodal interaction and human-machine collaboration capabilities, and creating a new form of intelligent and high experience commercial services.
(14) Tailored intelligence+medical care and wellness. Support medical and elderly care institutions to explore the demonstration application of embodied intelligence in medical and health services, and develop medical and nursing robots with multimodal perception, smooth motion, and scene adaptive decision-making capabilities. Build a simulation training platform to break through the bottleneck of multi task adaptability in complex scenarios, form safe and suitable auxiliary medical and rehabilitation solutions, and promote the upgrading of the industry from single machine intelligence to group service formats.
(15) Tailored intelligence+home service. Support our city's smart home service agencies, public rental housing service agencies, and other multi-party cooperation with ontology robots, large model enterprises, etc., to promote the implementation of embodied intelligence in household cleaning, meal assistance, emotional companionship, safety care and other household related scenarios, and support the development of products that deeply adapt to living spaces and enhance home happiness. Build a motion control algorithm library driven by both data and mechanism, achieve safe personification of household services, and create a new model of intelligent living.
5、 Collaborative development of group chains
Strengthen the overall layout of the city, give full play to the agglomeration effect of the cluster chain, accelerate the development of embodied intelligent terminal products, promote the research and development and production of core components, optimize and strengthen high-quality enterprises, cultivate innovative industrial chains, build characteristic industrial clusters, and promote the high-quality coordinated development of the entire industrial chain.
(16) Develop core components. By leveraging the advantages of Shanghai's independent intelligent computing chips, ontology robots, and large model enterprises, we will accelerate the development of core components such as embodied intelligent dedicated chips and core motherboards, enhance the ability of software and hardware collaborative adaptation, and develop key supporting products that match the needs of embodied robots. Promote the establishment of R&D and production bases for high-value components such as joint modules, intelligent sensors, and visual cameras in Shanghai.
(17) Develop specific intelligent terminal products. Support terminal research and development represented by public version machines, and promote mass production processes; Encourage the development of operational and intelligent embodied intelligent terminal products, create "hot selling items", and recommend them to be included in our city's innovative product recommendation catalog. Gradually cultivate embodied intelligence industrialization capabilities and promote large-scale commercial applications from mature application scenarios to pilot application scenarios.
(18) Strive for excellence and strengthen high-quality enterprises. Attract and cultivate a group of high-quality enterprises and industry ecological leading enterprises. For enterprises that sell or lease embodied intelligent robots, a maximum reward of 5% and not exceeding 5 million yuan will be given according to the contract amount. Deepen strategic cooperation with central enterprises and state-owned enterprises, promote the settlement of a number of regional headquarters and functional headquarters, and support the establishment of smart entity companies in Shanghai by high-quality enterprises, technology and Internet enterprises.
(19) Build characteristic industrial clusters. Establish a collaborative cultivation mechanism in the urban area, with Pudong Zhangjiang as the core carrier area, accelerate the layout of the entire embodied intelligence industry chain, collaborate with key areas related to embodied intelligence, and form a characteristic industrial cluster with complementary functions and differentiated development. Introduce special policies and increase support for the first (set) of embodied intelligence. Strengthen the coordinated layout of industries, support the coordinated development of innovative enterprise clusters, and create a embodied robot industry cluster that integrates research and development, manufacturing, and services. Strengthen industrial collaboration with the Yangtze River Delta region, promote cross-border cooperation among enterprises, and enhance the ability to integrate upstream and downstream resources in the industrial chain.
6、 Creating a first-class ecosystem
Focusing on open source innovation, standard development, safety ethics, talent cultivation, and open cooperation, further improving the supporting and innovative development ecology of embodied intelligence industry.
(20) Strengthen open source innovation. Build an open-source system with all elements including models, data, algorithms, operating systems, toolchains, etc. Support the entry of open source models and tools, and provide standardized and low threshold public services to various entities such as research institutions, small and medium-sized enterprises, and developers. For open source communities and products, a maximum reward of 5 million yuan will be given according to regulations.
(21) Improve the standard system. Explore the construction of a embodied intelligent standard system, with a focus on accelerating the development and supply of standards around data corpus, scenario applications, and pilot assessments. Support our city's enterprises to participate in the development and revision of various standards, continuously expand their industry influence, and provide up to 1 million yuan in support for enterprises leading standard revision projects.
(22) Safety ethics guarantee. Focusing on key application scenarios, building a security risk assessment system to ensure compliance with security constraints and human values throughout complex interactions. Build a multi-party collaborative governance structure, encourage public participation and continuous evaluation, construct a closed-loop governance system, and achieve embodied intelligence, trustworthiness, security, and sustainable development.
(23) Accelerate talent cultivation. Accelerate the introduction and cultivation of a group of international leading talents and high-level innovation teams, and create a national experimental zone for cultivating top talents with embodied intelligence. Promote the establishment of an order based training mechanism that links industry, academia, and research, and build a multi-level talent training system. Carry out the embodied intelligence "Hundred Schools Tour" plan to provide high-quality learning and practical resources for teachers and students in our city's campus.
(24) Deepen open cooperation. Based on platforms such as the World Artificial Intelligence Conference and the Global Developer Pioneer Conference, we aim to build a global cooperation platform and exchange and collaboration network. Support local embodied intelligence enterprises to carry out project cooperation with top international organizations. Accelerate the promotion of commercial application services, broaden application scenarios, and continuously enhance the value of commercial cooperation. Organize an international humanoid robot skills competition to establish an international brand and expand the international market.
This document shall come into effect on July 28, 2025 and shall be valid until July 27, 2028.
