Following the principle of "mature one, start one", we will organize and implement major science and technology projects in the province, carry out key core technology research and development, strengthen the development of "chip model linkage", and provide up to 10 million yuan in provincial financial subsidies for individual projects. Establish a mechanism for the formation of provincial-level innovation consortia and the implementation of major science and technology projects. For major projects led by provincial-level innovation consortia, the three-level linkage of provinces, cities, and counties can provide a maximum subsidy of 30 million yuan.

To seize the high ground of artificial intelligence development and create a global innovation and development highland for artificial intelligence, the following measures are proposed.
1、 Development Goals
Adhere to innovation driven, enterprise led, government guided, and ecological co construction, coordinate the layout of computing power, data, and model infrastructure, and create a highland for the development of artificial intelligence innovation. By 2027, a sustainable and leading development pattern will be initially formed, with the core technology and industrial application of general artificial intelligence leading the country. Several AI enterprises with global competitiveness and influence will be cultivated, and the operating income of AI core industries above designated size in the province will exceed 100 trillion yuan. By 2030, a sustainable and leading development pattern will be fully formed, and the core technology and industrial application of general artificial intelligence will be globally leading. A number of AI enterprises with global competitiveness and influence will be cultivated, and the operating income of AI core industries above designated size in the province will exceed 1.2 trillion yuan.
2、 Building a high-energy trillion yuan industrial ecosystem
(1) Build a highland for industrial clusters. Accelerate the construction of an artificial intelligence development pattern centered around Hangzhou and Ningbo, with differentiated development in other regions, covering the entire industry chain of chips, servers, optoelectronic networks, system software, cloud platforms, large models, intelligent terminals, etc. Strive to create a national advanced manufacturing cluster and future industrial leading zone in the field of artificial intelligence. By 2027, we aim to build 3 billion level chain leading enterprises and cultivate 30 billion level leading enterprises. (2) Strengthen the cultivation of high-quality enterprises. Vigorously cultivate "single champion" enterprises in the field of artificial intelligence manufacturing, national specialized and innovative "little giant" enterprises, and provincial "hidden champion" enterprises, and implement relevant support policies. Coordinate the layout of a number of provincial-level artificial intelligence industry platforms (parks), and encourage local governments to vigorously cultivate high growth enterprises that are in key links of the industry chain and have independent core technologies. Encourage localities with conditions to provide financial subsidies to enterprises whose R&D expenses account for more than 3% of their operating income and whose R&D expenses increase by more than 20% annually, based on a certain proportion of the previous year's R&D expenses. (3) Increase financial capital support. (4) Intensify the construction of open source ecosystem. (5) Strengthen intellectual property protection. Actively promote the use of the Madrid trademark registration system and accelerate the global layout of enterprise trademarks around the issue of trademark registration for artificial intelligence enterprises both domestically and internationally. Carry out artificial intelligence big model intellectual property infringement warning analysis, comprehensively utilize the "Domestic Patent Rapid Pre examination+Overseas Patent Examination Expressway (PPH)", construct a "Patent+Trade Secret Protection" path, and form a competitive advantage in intellectual property. 3、 Strengthen the recruitment and cultivation of high-level talents
(6) Intensify efforts to attract top talents. For top talents in artificial intelligence, the review and argumentation process is simplified and can be evaluated at any time. For special talents, they can be directly included in the support scope after being reviewed according to procedures without undergoing centralized evaluation. Subsidies will be given based on work performance, and more than 10 top artificial intelligence talents will be introduced every year. Provincial and municipal talent projects are separately listed in the artificial intelligence track, with relaxed qualification conditions and unlimited application quotas. (7) Explore new standards for evaluating artificial intelligence talents. Breaking away from the "paper only, title only, education only, award only" orientation, using salary and benefits, code citation count, influence and contribution in important open source communities, and "thousand card/ten thousand card level" training optimization experience as important evaluation criteria for artificial intelligence talents. Individuals with an annual salary of over 1 million yuan and more than 5 years of research and development experience can be directly recognized as provincial-level leading talents; Individuals with an annual salary of over 500000 yuan and more than 3 years of research and development experience can be directly recognized as provincial-level young talents; Those who undertake a single horizontal project with a budget exceeding 3 million yuan and pass independent acceptance can be directly recognized as provincial-level leading talents. (8) Promote the mobility and sharing of artificial intelligence talents. 4、 Strengthen the supply of high-performance computing power adaptation
(10) Strengthen the development of "chip mold linkage". Establish a "chip model linkage" adaptation base, encourage leading computing power enterprises in the province to actively adapt to the training and inference needs of large models, accelerate the improvement of chip performance and 10000 card level cluster networking capabilities, and cultivate a competitive domestic computing power ecosystem. Advocate government departments, computing power centers, and business entities to purchase or apply domestically produced software and hardware. (11) Cultivate and develop public cloud services. Encourage backbone enterprises to provide intelligent computing services in the form of public clouds, and build a world-class and domestically leading intelligent computing cloud. Encourage governments, universities, hospitals, small and micro enterprises, etc. to use artificial intelligence through cloud services, and cultivate 100 provincial-level benchmark cloud enterprises and 1000 demonstration application scenarios by 2027. (12) Strengthen the overall planning and layout of computing power. Strictly implement the layout requirements of the national "East Calculation West Calculation" project, and in principle, no large or super large computing centers (including general computing centers, intelligent computing centers, and supercomputing centers) shall be built outside the national hub nodes. In principle, local governments and state-owned enterprises are not allowed to invest in the construction of small-scale computing infrastructure. For computing infrastructure projects that do not comply with relevant national policies and provincial plans, governments at all levels are not allowed to handle filing, evaluation, or network access procedures, and are not allowed to enjoy various support policies. (13) Strengthen the supporting guarantee of electricity. Encourage eligible computing power centers to participate in medium and long-term electricity transactions within the province, and directly reach deals with low-priced and high-quality power sources such as new energy and nuclear power. Close to the Wanka computing power cluster layout, distributed renewable energy is utilized to promote on-site peak valley balance through microgrids. (14) Strengthen credit subsidy support. For new construction or renovation projects of computing power centers that comply with national and provincial planning, local governments with conditions are encouraged to establish preferential interest rate credit funds with cooperative banks, provide loans for computing power infrastructure construction projects, and support mortgage financing of computing power facilities such as servers. Places where conditions permit are encouraged to give discount interest support for loans at a rate not higher than 50% of the market quoted interest rate (LPR) of the People's Bank of China for loans of more than 5 years in the same period, and the amount of discount interest enjoyed by enterprises shall not exceed 10 million yuan per year. Encourage local governments to develop artificial intelligence guarantee products and support eligible small and medium-sized enterprises to renew loans without principal repayment through methods such as whitelist system and credit enhancement guarantee. Support eligible computing power projects to apply for policy oriented development financial instruments and local government special bonds, and actively strive to issue real estate investment trust (REITs) products in the infrastructure sector. (15) Strengthen support for computing vouchers. Support the issuance of computing vouchers in places with conditions, and for those who use autonomous computing services, a subsidy of no more than 30% of the actual execution amount of the contract can be given; For those who use non autonomous computing services, a maximum subsidy of 8 million yuan can be provided at a rate not exceeding 10% of the actual contract execution amount. 5、 Strengthen the open supply of high-quality data
(16) Support the construction of a trustworthy data space. Increase the authorization and operation of public data, support enterprises to carry out data efficiency improvement actions, and empower industrial transformation and upgrading. Support Internet platform enterprises and industry leading enterprises to build enterprise and industry trusted data space respectively. Encourage artificial intelligence enterprises to register and utilize data intellectual property rights. Encourage enterprises to participate in the formulation of international, national, and important local standards around key data links, and provide rewards of up to 1 million yuan/item, 500000 yuan/item, and 100000 yuan/item respectively. 7、 Strengthen the cultivation of high-value application scenarios
(22) Increase the application of 'artificial intelligence+'. In the fields of science, manufacturing, finance, culture, transportation, healthcare, education, etc., major application scenarios are planned and constructed. Each year, no more than 10 influential benchmark projects are selected at the provincial level, and each project is given a maximum subsidy of 5 million yuan based on a standard of no more than 30% of the investment amount, supported by the joint efforts of the province, city, and county. Publish patent layout and application guidelines in the field of artificial intelligence, and encourage the cultivation of high-value patents. (23) Building industry application bases. Encourage local governments to apply for the construction of artificial intelligence industry application bases. (24) Support embodied intelligent applications. Building a embodied intelligence industry base, establishing a public testing environment, testing and verification platform, etc., to effectively support the iteration and upgrading of embodied intelligence software and hardware, and promote the formation of a number of industry standards. Encourage state-owned enterprises and institutions to focus on future factories, smart parks, characteristic towns, cultural and tourism scenic spots, digital blocks, etc., roll open no less than 50 application scenarios, and create "model rooms" and "experience centers" with embodied intelligent applications. (25) Support intelligent terminal consumption. Include smart home robots, smart glasses, smart bionics, smart health and other products in the scope of consumer goods trade in subsidies, and provide a maximum subsidy of 2000 yuan per piece at 15% of the product price. Support enterprises to collaborate with universities, institutions, and third-party organizations to hold artificial intelligence innovation competitions, "Data Element X" competitions, and other events in Zhejiang Province, increase policy support for high-level artificial intelligence competitions, and award winners can apply for corresponding levels of talent. Promote key universities, research institutions, social organizations, and other institutions to open up high-quality artificial intelligence teaching courses, widely carry out artificial intelligence publicity, education, and knowledge popularization for the whole society, especially young people, and promote the sharing and equitable accessibility of artificial intelligence resources. Offering artificial intelligence courses in the main training courses of Party schools such as leadership cadres training classes and youth classes; Based on platforms such as the "Lecture Hall for Common Prosperity and Good Governance" and "Zhe Li Learning", a number of high-quality artificial intelligence courses have been developed and launched to expand the coverage of education and training for government officials.
