On May 22nd, Huo Liang, founder and chairman of Deep Blue Aerospace, gave a speech at the 2025 Global Spatio Temporal Intelligence Conference (WGDC 2025) - Commercial Aerospace New Decade Forum. He stated that the company's first flight this year, the "Nebula 1," is a maiden rocket designed to verify the system and achieve the capability of a two-stage rocket to enter orbit.

It is reported that the follow-up models of the Nebula series rockets include Nebula 1 and Nebula 2. According to the plan, the first flight of the Nebula 2 rocket is expected to be put into production in the fourth quarter of 2025, and the construction and acceptance of the final assembly and launch station for the Nebula 2 rocket will be completed in the fourth quarter of 2026. The first flight test of the Nebula 2 rocket will be completed in 2027.

In addition, Huo Liang proposed the following initiatives from the perspective of the rocket industry: the existing infrastructure such as launch sites and test sites lacks sufficient support for the recovery of rockets, and he hopes to allow civil and commercial enterprises to build basic support facilities for recyclable and reusable rockets; Commercial aerospace places greater emphasis on safety and order. How to establish the public safety capabilities and mechanisms of commercial rocket companies, including rocket manufacturing and large-scale testing, as well as final orbital launches, while ensuring safety? We look forward to gradually establishing a certification management system for commercial aerospace; We need 'patient capital' and 'technological faith' to increase long-term investment in rocket recycling.
