Tianjin Action Plan for Promoting Artificial Intelligence Innovation and Development
(2025-2027)
In order to implement the decisions and deployments of the Party Central Committee and the State Council on the development of artificial intelligence, promote the innovative development of artificial intelligence in this city, and accelerate the development of new quality productive forces, this plan is formulated.
1、 Work objectives

2、 Key tasks
(1) Consolidate underlying technology and enhance core capabilities
1. Support the research and development of computing power technology and platform construction. Promote the research and development of secure and reliable underlying technologies. Build a high-performance intelligent chip research and development platform to support the development and iteration of core chips such as central processing units (CPUs) and GPUs. Support the research and development of reconfigurable and memory computing integration, open source instruction set (RISC-V) architecture, edge computing and other chips and high-speed communication network cards. Promote the research and development of AI operating systems, AI databases, industrial software, and other technologies that integrate cloud, edge, and end technologies. Support the research and development of independent flash storage systems, AI servers, on-chip systems, intelligent equipment, and more. Promote the construction of diversified computing power platforms. Support the construction of national supercomputing Internet platform, "supercomputing+intelligent computing+storage" integrated computing platform and intelligent computing platform. Give full play to the efficiency of the city level computing power trading platform in coordinating and scheduling diversified computing power resources, and carry out pilot projects for monitoring and scheduling of the national integrated computing power network. 2. Strengthen the research and development of core algorithm technologies. Promote cutting-edge basic theoretical research, support basic algorithm research such as natural language processing, machine vision, deep learning, perception algorithms, and large model training architectures, and strengthen the construction of domestic open source communities. Consolidate the advantages of brain computer interaction technology and promote the research and application of brain computer interaction and human-computer integration technology. Promote research on application technology, support the development and application of multimodal models, vertical models, and lightweight models, and encourage the secondary development of open source models. 3. Build open and shared data resources. Promote data openness and sharing, upgrade the unified sharing and exchange platform for data resources, provide basic common services such as government data collection, cleaning, storage, and management, and promote the orderly circulation and use of data resources in accordance with the law. Actively developing the data annotation industry, focusing on the demand for data annotation, combining the advantages of the city's manufacturing scene, attracting and nurturing a group of high-quality data annotation enterprises, promoting the research and application of intelligent annotation tools, and building a data annotation gathering area. (2) Carry out the "Artificial Intelligence+" action to empower thousands of industries and businesses
1. "Artificial Intelligence+Research" Action. Promote the application of artificial intelligence technology in fields such as new material analysis, synthetic biology, new drug development, knowledge graph construction, and scientific task modeling. Support the development of high-throughput material calculations and material database construction. Support universities, research institutes, and laboratories to develop intelligent research assistance tools and vertical models, and encourage the integration of open source models. Introduce no less than 5 research vertical models to assist research institutions in improving their research and development efficiency. 2. "Artificial Intelligence+Manufacturing" Action. Support the development of industrial vertical models such as simulation, quality analysis, and inspection and testing. Promote the widespread application of artificial intelligence technology in various aspects of the manufacturing industry, such as product research and development, process design, planning and scheduling, production operations, and quality control, and create a number of typical application scenarios of "artificial intelligence+manufacturing". Build a gradient cultivation system for "basic level advanced level excellent level leading level" intelligent factories, cultivate no less than 200 new intelligent factories, and enhance the ability of traditional manufacturing enterprises to apply artificial intelligence technology. Accelerate the incubation of a group of technology-based small and medium-sized enterprises with strong technological attributes and great development potential in the field of artificial intelligence, serve and recognize a group of high-tech enterprises with strong innovation and achievement transformation capabilities and good growth potential, attract and cultivate a group of technology leading enterprises with active innovation, strong competitiveness, and high brand awareness, and recommend a group of enterprises with strong scientific research capabilities and good growth potential to be selected for the "national team". Focusing on the field of embodied intelligence, promoting research in key areas such as the brain, cerebellum, ontology, sensors, and dexterous hands of humanoid robots, supporting the integrated development of "robot+big model", and promoting the research and application of underwater robots, industrial robots, and special robots. Focusing on the field of low altitude economy, supporting the research and application of related supporting technologies and products such as helicopters, drones, and electric vertical takeoff and landing vehicles (eVTOL), empowering the development of industries such as smart agriculture, transportation, and cultural tourism.
