On April 29th, the New Industrialization Promotion Office of Xuhui District, Shanghai issued the "Several Opinions of Xuhui District on Promoting the Development of the Metaverse Industry" (hereinafter referred to as the "Opinions").
The Opinion provides genuine support in nine aspects, including platform, technology, intelligent terminal products, application scenarios, open source ecology, industry collaboration, core competitiveness of themes, activities, and talents.
Accelerating the attraction and promotion of high-quality projects in the metaverse field can provide a one-time support of up to 10 million yuan and an annual development support of up to 30 million yuan for individual business entities.

Several Opinions of Xuhui District on Promoting the Development of Yuanzhou Industry
To accelerate the ecological agglomeration of the metaverse industry and promote the high-quality development of the metaverse industry. Formulate this opinion.
1、 Supporting objects
This policy applies to industrial legal persons or unincorporated organizations operating in accordance with the law, as well as other support objects approved by the district government in accordance with the law. The above-mentioned entities must comply with the direction of industrial development in the district and city, have good operating conditions, and have no serious illegal or dishonest behavior.
2、 Supporting content
（1） Introduce and cultivate high-level platform projects. Accelerate the attraction and promotion of high-quality projects in the metaverse field. After comprehensive evaluation, a one-time support of up to 10 million yuan and an annual development support of up to 30 million yuan can be provided to individual business entities.
（2） Encourage key technological breakthroughs. Encourage entities to continuously strengthen their investment in basic urban areas and cutting-edge technology research and development. For entities engaged in the research and development of key spatial intelligence technologies such as cross scale acquisition and reconstruction, spatial computing, intelligent coding, virtual space 3D engines, and digital human generation and driving, after comprehensive evaluation, a maximum of 10 million yuan in support can be provided to sub entities based on an annual R&D investment of no more than 30%.
（3） Support the development of intelligent terminal products. For entities engaged in the research and development and production of intelligent terminal devices such as brain computer interaction and smart wearables, based on the project's development benefits, innovation, influence, and industrial driving force, after comprehensive evaluation, a maximum reward of 10 million yuan can be given to individual business entities based on a maximum of 30% of the product contract amount.
（4） Encourage the construction of application scenarios. Promote enterprises and institutions to open up the digital transformation of cities, promote the empowerment of cultural and entertainment experiences through large-scale models, encourage entities to focus on social games, consumer shopping, cultural tourism, and other related fields, explore the construction of online and offline projects with industry leadership and demonstration effects. After evaluation, a maximum of 10 million yuan in support can be given to a single operating entity based on a maximum of 50% of the approved total investment
（5） Promote the construction of an open source ecosystem. Actively promoting integrated enterprises to provide professional services to upstream and downstream enterprises in the industry chain, as well as small and medium-sized enterprises in the industry, through open platform functions, data, and development environments and tools, to create a group of independent and controllable open source communities, open source products, and simulation space creation platforms. If certain results are achieved, after evaluation, a maximum reward of 2 million yuan can be given to a single operating entity based on no more than 5% of the total investment.
（6） Support the development of industrial cooperation networks. For key laboratories, innovation centers, research and development centers, new research and development institutions, public service platforms, etc. that have been recognized by the state and Shanghai Municipality as the leading city in the metaverse, a maximum reward of 2 million yuan can be given after evaluation to enhance the core competitiveness of the subject. For the business entities that lead the formulation of international standards, national standards, industry standards, or local standards in the field of metaverse, after evaluation, rewards of up to 1 million yuan, 500000 yuan, 300000 yuan, and 100000 yuan can be given respectively. For enterprises recognized as "specialized, refined, unique and new" in Shanghai, a one-time reward of up to 100000 yuan can be given after recognition. For enterprises recognized as national level specialized, refined, unique and new "little giants", a one-time reward of up to 500000 yuan can be given after recognition.
（8） Encourage high-level activities. Supporting the introduction and cultivation of influential events in the metaverse field, such as summits, industry forums, exhibitions, major competitions, developer conferences, etc. After evaluation, certain support can be given.
（9） Provide practical and detailed talent service guarantee. Introduce outstanding talents from both domestic and foreign sources to employers. Recommend applying for the "Guangqi Talent Action Plan" in accordance with relevant policies and provide convenient services for talent settlement, housing, medical care, entry and exit.
3、 Supplementary Provisions
During the period of enjoying this policy, one can also enjoy other similar policies in the same area, implemented in accordance with the principle of "no repetition for higher policies". If new policies are issued by the state or Shanghai during the implementation process, they shall be implemented according to the new policies.
2. Those who engage in fraudulent activities to obtain support funds or change the use of funds without authorization will be held responsible. For support recipients who violate relevant laws and regulations, after investigation, their eligibility to apply for support funds will be revoked for a certain period of time based on the severity of the circumstances.
3. The provisions of this opinion regarding approval by the district government, comprehensive evaluation, assessment, evaluation, and recognition (hereinafter collectively referred to as recognition) shall be carried out in accordance with fair, reasonable, and objective recognition conditions and standardized and transparent recognition procedures, and in accordance with laws and regulations.
4. This opinion is interpreted by the Xuhui District Office for the Promotion of New Industrialization, in conjunction with the Xuhui District Investment Promotion Office, Xuhui District Finance Bureau, and other relevant departments.
5. This opinion will be implemented on May 30, 2025 for a trial period of two years. The "Several Opinions of Xuhui District on Supporting the Development of Metaverse" (Xu Science and Technology Commission Regulation [2022] No. 3) are simultaneously abolished.
