On April 29th, the General Office of the People's Government of Sichuan Province released the "Action Plan for High Quality Development of Commercial Aerospace in Sichuan Province (2025-2030)" (referred to as the "Action Plan"), proposing to strive for the aerospace industry scale to exceed 50 billion yuan by 2025 and reach 100 billion yuan by 2030, cultivate 2 to 3 billion level enterprises, 3 to 5 billion level enterprises, and more than 10 billion level enterprises, and create a new highland for innovative development of commercial aerospace.

Sichuan Province Commercial Aerospace High Quality Development Action Plan

(2025-2030)

  1、 Overall requirements;

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the important instructions of General Secretary Xi Jinping on Sichuan's work, fully and accurately implement the new development concept, give full play to the advantages of Sichuan Province's superior satellite launch conditions, strong aerospace industry foundation, leading aerospace technology, and rich satellite application scenarios, focus on enhancing commercial aerospace launch capabilities, strengthening innovation momentum, consolidating industrial foundation, expanding application scenarios, and promoting high-quality development of commercial aerospace in Sichuan.

2、 Building a Western Commercial Spaceport and Creating a Commercial Aerospace Agglomeration Area

(1) Planning and constructing commercial space launch sites. Utilize the launch resource advantages of Liangshan Prefecture and plan the construction of a launch site park in accordance with the "four zones and one supporting facility" (launch site park, launch service area, industrial supporting area, cultural and tourism expansion area, and supporting infrastructure) layout of the Western Commercial Aerospace Port.

(2) High standard construction of industrial carrying areas. Attract aerospace manufacturing enterprises and industry chain supporting enterprises, support in-situ manufacturing, accelerate the construction of industrial supporting zones, and form an integrated and symbiotic industrial ecosystem. Develop characteristic aerospace cultural and tourism resources such as aerospace science popularization and aerospace health care, cultivate new aerospace industries such as space biopharmaceuticals and space breeding, moderately advance the construction of infrastructure and supporting facilities, and quickly form a commercial aerospace industry agglomeration effect.

3、 Strengthen innovation leadership, stimulate the vitality and potential of innovation subjects

(3) Enhance independent innovation capability. Support enterprises to undertake major national aerospace projects and key model tasks. Encourage the development of high-capacity, low-cost, reusable rockets, research and develop integrated and universal commercial satellite platforms, and accelerate the transformation and application of reusable aircraft technology. Carry out cutting-edge technology research and development in areas such as space-based artificial intelligence, integrated PNT (positioning, navigation, and timing) systems, satellite intelligent monitoring, electromagnetic launch, and new generation aerospace power. Promote the development of satellite payloads towards low cost, digitalization, and high performance. Promote the research and development of high-performance core electronic components, digital processing chips, on-board operating systems and other software and hardware in the aerospace field, and achieve independent controllability and domestic substitution. Developing high-performance materials for aerospace, advancing the research and development of key core technologies for satellite applications, and enhancing the innovation capability of application technologies.

(4) Strengthen the construction of technology innovation platforms. Guide innovation platforms to conduct research on key core technologies in commercial aerospace. Support the establishment of common technology innovation platforms in the aerospace field, such as scientific devices, engineering (technology) research centers, concept and product validation centers, satellite ground testing, and in orbit joint debugging service platforms, by enterprises, universities, and research institutes in Sichuan, providing sustained innovation momentum for industrial development.

(5) Promote the transformation and implementation of scientific and technological achievements. Support the transformation of scientific and technological achievements through service platforms such as the Western Transformation Center for Advanced Technological Achievements, improve relevant supporting policies and service systems, standardize standard protocols, technical interfaces, security strategies, etc., and promote the promotion and application of aerospace scientific and technological achievements in the commercial aerospace field.

(6) Carry out the construction of commercial aerospace standard system. Encourage aerospace companies to establish enterprise standard systems, support the use of group standards as a breakthrough point, and focus on research and development, manufacturing, environmental testing, system testing, satellite applications, and other standard research and development. Leveraging the standard system to "go global", promote the "going global" of commercial aerospace technology, products, and services. Support enterprises to participate in the formulation and revision of international standards, national standards, and industry standards.

4、 Gather strength to build a strong circle and chain, and strengthen the commercial aerospace industry chain

(7) Internally cultivate and externally attract and strengthen business entities. Encourage large enterprises and groups within the province that meet the conditions to invest in the commercial aerospace field, support leading domestic commercial aerospace enterprises to settle and develop in Sichuan, and encourage small and medium-sized commercial aerospace enterprises to apply for national specialized, refined, special and new "little giant" enterprises and unicorn enterprises. Deepen the strategic cooperation between our province and the chain leading enterprises in the aerospace field, encourage provincial state-owned enterprises and private enterprises to undertake supporting tasks in the aerospace field, and support chain leading enterprises to expand external cooperation and support in Sichuan.

(8) Promote the development of industrial agglomeration. Create commercial aerospace characteristic industrial parks and functional areas, encourage leading enterprises to establish regional headquarters, research institutes, innovation platforms, production bases, etc., improve the commercial aerospace industry chain and supply chain, gradually build an industrial layout of "dual core leadership and multi location collaboration". The Chengdu metropolitan area focuses on the research and development, manufacturing, and satellite applications of rockets, satellites, terminal equipment, ground systems, and supporting equipment. Liangshan Prefecture focuses on the overall assembly and commercial launch of rockets and satellites. Mianyang City focuses on the production and manufacturing of rockets, engines, and satellite applications. Nanchong City focuses on the production and manufacturing of aerospace defense equipment. Zigong City and Luzhou City focus on the commercial aerospace industry cluster of aerospace materials and pyrotechnic products. Suining City and Neijiang City focus on satellite control and satellite data measurement and control. And information data processing applications.

5、 Improve space infrastructure and expand satellite application scenarios

(9) Promote the construction of space infrastructure. Serve the overall situation of national satellite Internet construction, guide the collaborative layout of upstream and downstream enterprises, and enhance the core competitiveness of the "satellite frequency station network end" full link. Encourage enterprises in Sichuan to invest in the construction of commercial satellite constellations, measurement and operation control systems, Beidou ground-based augmentation systems, communication stations and other space infrastructure, as well as satellite data application platforms. Support regions and enterprises with conditions to build satellite data receiving stations, enhance the province's satellite data landing capability and satellite data guarantee capability.

(10) Carry out large-scale satellite application services. Establish an open and interconnected satellite resource sharing system to provide support for the large-scale application of various satellite resources. Widely explore diversified application scenarios of satellites, strengthen the application of satellite data in related fields by government agencies and enterprises, and promote the industrialization and scale development of satellite applications. Promote the innovative application of communication and remote sensing satellites in low altitude economy, disaster prevention and reduction, urban governance, and other fields, as well as in mass consumption scenarios.

6、 Guarantee measures

Relevant departments (units) in various regions shall establish a "list system+responsibility system" promotion mechanism according to their respective responsibilities, to ensure the effective implementation of various tasks; Firmly establish the concept of safe development and work together to promote the safe and orderly development of commercial aerospace in the province. Give full play to the role of government industry investment guidance funds and explore the establishment of market-oriented aviation and aerospace industry investment guidance funds. Encourage the inclusion of eligible commercial aerospace enterprises in the Sichuan Province's reserve enterprise resource pool for cultivation. Strengthen the introduction of high-end talents and support qualified talents and innovative teams to apply for talent projects such as the "Tianfu Emei Plan" and "Tianfu Qingcheng Plan".
