According to the Action Plan, by 2027, efforts will be made to increase the proportion of the total output value of strategic emerging industries to over 57% of the total output value of industries above designated size, increase the added value of agriculture, forestry, animal husbandry, and fishery to over 3.6 billion yuan, and establish one new agricultural and manufacturing industry cluster. The added value of the service industry accounts for 49% of GDP, and the proportion of certified quality management system enterprises has increased to 7%. Strive to add and revise more than 3 international standards, and add and revise more than 100 national standards, industry standards, and group standards.
Accelerate the digital transformation guided by artificial intelligence applications and vigorously promote the gradient construction of smart factories. Actively creating new growth points such as artificial intelligence and metaverse, low altitude economy, and humanoid robots, accelerating the development of the information and innovation industry with the goal of independent and controllable development, and promoting the growth and strengthening of industries such as new energy and intelligent connected vehicles, medical beauty and anti-aging, medical equipment, and high-end food.
Actively cultivate high experience and interactive service formats such as smart homes, smart catering, smart travel, and smart cultural tourism, and promote the diversification, quality, and convenience of lifestyle service industries. Deepen the exploration of "standardization+digitization" innovation and promote the construction of the digital Kunshan standard system. Accelerate certification research and capacity building related to strategic emerging industries, green, low-carbon, and circular development.
In recent years, Kunshan has actively promoted the development of new quality productivity, committed to shaping the brand image of the industrial innovation cluster of "building the metaverse industry in Kunshan and developing the metaverse industry in Kunshan", and has made significant progress in the development of the metaverse industry. Among them, in terms of policy formulation, Kunshan has taken the lead in Jiangsu Province to focus its development goals on the metaverse industry and has issued relevant industry plans.
In December 2022, Kunshan took the lead in releasing the "Kunshan Metaverse Industry Innovation and Development Action Plan (2022-2025)", which clearly set the goal of "becoming one of the most competitive metaverse industry pilot zones and agglomeration areas in China by 2025". Subsequently, in February 2023, Kunshan formulated the "Kunshan Special Professional Innovation Park Development Action Plan (2023-2025)", which plans to "construct and operate more than 50 characteristic parks including high-level metaverse industrial parks". In May 2024, Kunshan issued the "Three Year Action Plan for Implementing the 'Eight Major Projects' to comprehensively enhance scientific and technological innovation capabilities in Kunshan City (2024-2026)", emphasizing the need to accelerate the cultivation of new quality productive forces led by scientific and technological innovation, and building a solid policy foundation for the development of the metaverse industry.
In the field of infrastructure construction, Kunshan has built a 170000 square meter metaverse industrial park with Yunkun Building as its core, successfully attracting a group of key enterprises in the metaverse field such as Liangfengtai, Wuyi Vision, and silicon-based intelligence to settle in, and building a solid smart foundation for the metaverse industry.
At the same time, Kunshan has actively laid out its industrial development organizational structure and established the Party Committee of the Metaverse Industry Cluster, responsible for coordinating and planning the innovative development path of the Metaverse Industry Cluster; Established a Metaverse Industry Advisory Committee to provide professional guidance and advice for industry development; The Yangtze River Delta Metaverse Industry Innovation Alliance has also been established, forming a collaborative development system led by leading enterprises, actively participated by small and medium-sized enterprises, and jointly tackled by scientific research institutions. In addition, Kunshan has established the "Yuanyuan Business Service Station" to provide comprehensive service support for the development of the metaverse industry, including project attraction and technological breakthroughs.
In terms of financial support, Kunshan has established a digital industry (industrial metaverse) fund with a scale of 1 billion yuan, aiming to increase the cultivation and support for enterprises in various fields such as hardware manufacturing, content generation, and scene applications related to the metaverse industry.
In the field of culture and tourism, Kunshan Opera Museum has launched the first national opera themed XR exhibition, using digital light and shadow technology to expand the new scene of "metaverse+drama" and create an immersive opera culture themed experience space for the audience. The immersive multidimensional spatial play "Only This Zhouzhuang" for the first time utilizes 3D circular giant screens, transparent photonic crystal film imaging, and 3D digital imaging technology, creating an unprecedented avant-garde art stage. The Zhouzhuang Ancient Town Scenic Area in Kunshan, Jiangsu Province has launched a new experience of "Digital Zhouzhuang" cultural and tourism metaverse. Through metaverse technology, it cleverly integrates AR technology and AI digital human technology, with Shen Wansan, the ancient town god of wealth, as the IP core, creating a unique "AR wealth journey".
