In order to thoroughly study and implement General Secretary Xi Jinping's important discourse on data development and security, as well as the spirit of the important speech on Yunnan, implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, fully implement the decision-making and deployment of the Party Central Committee and the State Council on the construction of Digital China, closely focus on the development goals of the "3815" strategy, liberate the mind, reform and innovate, strive for progress, work hard, strengthen Internet thinking, and promote the data work in our province to a new level, the key points of the 2025 Digital Yunnan construction work are formulated as follows.
Building a high-quality foundation for the construction of digital Yunnan
（1） Consolidate the construction of digital infrastructure
1. Optimize and upgrade network infrastructure. Promote the construction of "broadband frontier", expand the bandwidth of Internet inter provincial exports, improve the network quality, and improve the construction of low delay circles inside and outside the province. 2. Optimize the layout of computing infrastructure. Fully leverage the advantages of the integration of "green electricity+intelligent computing", with the computing power cluster of Kunming Chenggong Wanxi Chong Intelligent Computing Industrial Park as the core and the computing power aggregation areas of relevant states (cities) as extensions, to form a balanced layout, coordinated supply, and continuous hierarchical "one core multi-point" computing infrastructure layout. Promote the construction of a computing power scheduling platform to achieve diverse and heterogeneous computing power scheduling. Explore and carry out pilot projects for green power direct supply in computing infrastructure, and continuously guide the application of computing power in key industries and sectors.
3. Accelerate the construction of data infrastructure. Accelerate the construction and operation of data infrastructure such as data collection, aggregation, transmission, processing, circulation, utilization, operation, and security services. Promote the construction of digital finance, optimize and upgrade the integrated system of fiscal budget management, promote full coverage of project, budget, accounting, asset management, etc., and achieve intelligent monitoring and early warning in budget preparation, contract signing, fund payment and other links. Carry out the construction of provincial nodes for direct reporting of statistical cloud engineering networking, and improve the timeliness and accuracy of data collection and processing. Focusing on digital technology innovation in biomedicine, satellite communications, high-end equipment, etc., we will strengthen scientific and financial support, establish projects to support major science and technology projects, strengthen key core technology research, and promote the construction of a number of State Key Laboratory, provincial technology innovation centers, and provincial engineering research centers (laboratories). Improve the development and management mechanism of generative artificial intelligence.
