On May 15th, Li Guoying, Secretary of the Party Group and Minister of Water Resources, presided over a special meeting to study the construction of a water resources remote sensing satellite application constellation. Wang Daoxi, a member of the Party Group and Vice Minister, attended the meeting.
The meeting pointed out that it is necessary to deeply understand the strategic, fundamental, and supportive role of building a water conservancy remote sensing satellite application constellation in improving the integrated monitoring and perception system of "sky ground water engineering" and promoting the construction of digital twin water conservancy. We must adhere to the coordinated high-quality development and high-level safety, coordinate data, algorithms, and computing power, coordinate planning, construction, and operation, and accelerate the construction of a water conservancy remote sensing satellite application constellation with wide coverage, large space, high frequency, continuity, and precise data collection functions.
The meeting emphasized the need to comprehensively sort out the application requirements of remote sensing satellites for promoting high-quality development of water conservancy and ensuring water security in China, in accordance with the requirements of "demand driven, application oriented, satellite docking, identifying gaps, formulating plans and system construction, formulating standards and norms for promotion, making good use of knowledge and improving capabilities". Scientific planning of the layout, structure, functions and system integration of water conservancy remote sensing satellite application constellations should be carried out, and an interactive mechanism for satellite remote sensing information reception, collection, interpretation, processing, output and use should be established. The standard system for all links in the entire process and chain should be improved to comprehensively enhance the ability and level of water conservancy governance and management.
