The Ministry of Natural Resources has clarified the construction schedule and roadmap for the "One Map" project

The Ministry of Natural Resources and the State Forestry and Grassland Administration recently issued the "One Map Construction Work Plan" (hereinafter referred to as the "Plan"), which clarifies the timetable and roadmap for the construction of the "One Map".

Establishing a "one map" is an important instruction from General Secretary Xi Jinping of the Natural Resources Tribe to unify the base map, standards, planning, and platform. It is an important carrier and specific measure to fulfill the core responsibilities of "two unifications" and do a good job in "four integrations". It is a concrete manifestation of "integrating multiple regulations" and a long-term plan to do a good job in natural resources work.

The "Plan" clarifies the work objectives of the "One Map" construction, focusing on consolidating the foundation, planning the map, managing the map, and establishing application links. It fully draws on and promotes the experience and practices of Chongqing, Zhejiang, and other places to build a one map, one set of data, and one platform management system, establish a unified national spatial basic information platform, and form a "One Map" with a unified spatial foundation, working base map, and 1+N "multi regulation integration". It upgrades and reconstructs application scenarios, truly brings planning to life, manages resources, and enables everyone to use them. By the end of 2025, a unified geographic map will be established, and the core business collaboration pattern of departments and bureaus will be basically formed; By the end of 2026, the rules and standards for full business collaboration management will be fully established, and a basic "one map" will be formed; By the end of 2027, the integration of departments, ministries, departments, and provinces will be fully achieved.

According to the overall requirements of completing the construction of the "One Map" in three years, the "Plan" specifies 49 specific tasks, including unified geographic base map, unified investigation, unified property rights base, unified planning, unified use control, integrated inspection and collaborative law enforcement, disaster monitoring and early warning, and unified platform. The "One Map" Construction Promotion Plan (2025-2027) "has been formulated.

The Plan has refined and proposed 13 key tasks for 2025, including handling land type conflicts and contradictions; Building a unified geographical base connecting land and sea; Establish a unified natural resource survey and monitoring status map; Integrate geological, marine, forest and grassland fire monitoring and early warning systems, etc.

The Plan also proposes specific safeguard measures from the aspects of strengthening organizational leadership, optimizing work mechanisms, integrating various resources, and strengthening demonstration guidance.
