On August 1st, the Guangdong Provincial Government Service and Data Management Bureau issued the "Implementation Plan for Empowering Low altitude Economic High quality Development with Data in Guangdong Province". It is proposed that by the end of 2027, a trustworthy data space for the low altitude industry will be established, a number of low altitude data product service enterprises will be incubated, and an innovation driven, open and shared low altitude data industry ecosystem will be basically formed. The Plan proposes 15 main tasks in five aspects: improving low altitude data standards and specifications, consolidating the low altitude data base, strengthening the development and utilization of low altitude data, improving the low altitude data industry ecology, and enhancing low altitude data security guarantees. Among them, based on the real-life 3D Guangdong data base map, we will promote the integration and aggregation of data on urban buildings, transportation networks, etc., construct a low altitude data base map for the whole province, and establish a regular data update mechanism. Implementation Plan for High Quality Development of Low altitude Economy Empowered by Data in Guangdong Province
To implement the work deployment of the Provincial Party Committee and Provincial Government on promoting high-quality development of low altitude economy, fully leverage the driving role of data elements in low altitude economy, and empower the high-quality development of low altitude economy in our province, this plan is formulated.
1、 Overall requirements
Relying on the advantages of a complete low altitude industry chain and rich low altitude application scenarios in our province, we will accelerate the construction of digital low altitude, fully leverage the amplification, superposition, and multiplication effects of data elements, cultivate new products, new formats, and new models based on low altitude data, and provide new momentum for our province to build a high altitude economic industry. By the end of 2026, a preliminary digital low altitude standard system will be formed in our province, an integrated low altitude data base will be constructed throughout the province, the development and utilization of low altitude data elements will be promoted, and a number of data empowered low altitude economic demonstration scenarios with Guangdong characteristics will be created. By the end of 2027, a trustworthy data space for the low altitude industry will be established, incubating a group of low altitude data product service enterprises, and basically forming an innovation driven, open and shared low altitude data industry ecosystem.
2、 Main tasks
(1) Establish sound standards and specifications for low altitude data
1. Improve low altitude public data standards. Develop standards and specifications for low altitude geographic information, low altitude intelligent networking, low altitude meteorology, low altitude obstacles, and other low altitude public data, and improve the low altitude public data standard system. Conduct research on standard specifications for identifying, classifying, and grading low altitude public data. (The Provincial Development and Reform Commission, Department of Natural Resources, State Administration and Data Bureau, Meteorological Bureau, etc. are responsible for their respective duties.)
2. Accelerate the construction of enterprise data standards. Encourage low altitude related industry associations and alliances within the province to develop a set of group standards for data resource collection, application, and derivative product development related to low altitude enterprise production and operation, and gradually promote the upgrading of standards to industry standards and national standards. (Each industry regulatory department is responsible according to their respective duties)
3. Establish a sound low altitude data management system. On the basis of the public data management system, further improve the low altitude data management system and perfect the data docking rules. Explore the establishment of a mechanism for sharing and opening low altitude public data, registering and authorizing public data resources, and promoting the on-demand opening of low altitude public data to enterprises and third-party institutions. (2) Consolidate the base of low altitude data
4. Build a low altitude data base map for the entire province. Based on the real-life 3D Guangdong data base map, promote the integration and aggregation of data on urban buildings, transportation networks, etc., construct a low altitude data base map for the whole province, and establish a data normalization update mechanism. Relying on the "One Network Sharing" platform of provincial data resources, we will share and open low altitude data with relevant units in the province as needed, providing basic geographic information support for the low altitude management service system in the province. 5. Strengthen multi-source data fusion and update. According to the construction needs of the low altitude management service system in the province, we will promote the integration and aggregation of multi-source heterogeneous data such as low altitude takeoff and landing facilities, low altitude meteorological facilities, low altitude intelligent networking, low altitude obstacles and low altitude aircraft real-time dynamics, and low altitude real-time meteorology with low altitude data base maps, and establish a data periodic update mechanism. 6. Strengthen the collaboration of low altitude data between provinces and cities. Encourage regions with conditions to build local low altitude data base maps based on the provincial low altitude data base map, overlay and regularly update multimodal data such as urban information model (CIM) data, electromagnetic environment, traffic flow, population density, etc. as needed, and timely aggregate them into the provincial low altitude data base map. Fully leverage the role of the Shaoguan Data Center cluster, a national hub node in the Guangdong Hong Kong Macao Greater Bay Area, to form a data scale effect. (3) Strengthen the development and utilization of low altitude data
7. Empower low altitude flight services. Support provincial and municipal low altitude flight comprehensive management service platforms to enhance the intelligence level of low altitude flight services based on low altitude data base maps, and achieve intelligent planning and dynamic adjustment of flight paths in accordance with relevant regulations on airspace classification management and low altitude aircraft flight management. Fully utilize the existing Beidou ground-based augmentation system, strengthen the low altitude spatiotemporal reference system, provide high-precision three-dimensional position services for low altitude flight, improve the autonomous obstacle avoidance and path optimization technology of low altitude aircraft, and enhance flight efficiency and safety. 8. Empower low altitude industry applications. Combining the "Hundred, Thousand, and Ten Thousand Projects" and the comprehensive digital transformation of cities, utilizing low altitude data to empower urban governance, disaster monitoring, forest search and rescue capabilities such as illegal building identification, survey and mapping, natural resource investigation, road maintenance, public security inspection, etc., promoting the integration and innovation of low altitude data and government services. Encourage low altitude enterprises to fully tap into the potential of data and explore new models and formats of low altitude economy such as urban short distance commuting and logistics distribution. 9. Empower low altitude industry services. Focusing on the development needs of the low altitude economy, we will promote the integration and application of data elements in the low altitude industry chain, innovation chain, capital chain, and talent chain, and use data to assist in precise governance of the low altitude industry, empowering the construction of the low altitude industry brain in Guangdong Province. Encourage low altitude industry associations and alliances within the province to create a low altitude industry service platform, actively explore the organic integration of low altitude data, products, and services, and build a diversified low altitude industry service system. (4) Improve the ecosystem of low altitude data industry
10. Strengthen the supply of data products. Encourage low altitude enterprises to combine product quality improvement and application scenario expansion needs, build a trustworthy data space for the low altitude industry, and incubate a batch of high-quality low altitude data products. Encourage high-quality low altitude data products to be registered through public data resources and listed for trading on the Guangzhou and Shenzhen data exchanges. 11. Enhance data service capabilities. To promote the compliant, efficient, secure, and orderly circulation and trading of low altitude data products, cultivate a group of low altitude data service providers, and encourage them to actively explore the compliance and value-added service capabilities of data product development, release, underwriting, and data assets. Systematically cultivate third-party professional service institutions such as data integration, compliance certification, data insurance, and risk assessment, and enhance the ability to provide full process services for low altitude data circulation and transactions. Explore the commercial value of low altitude data and actively explore market-oriented operations. 12. Promote data application business. Support the implementation of supply and demand docking, demonstration and application promotion of high-quality low altitude data products, cross industry cooperation and other activities, promote deep integration of various links within the low altitude industry chain through complementary advantages and technological joint innovation, and empower the coordinated development of the entire low altitude economy industry chain. Encourage low altitude enterprises to explore innovative data application models and actively participate in national level competitions such as "Data Element X". 13. Strengthen the research and development of data technology. Actively explore innovative mechanisms for data technology research and development, and support enterprises to deepen cooperation with innovative entities such as domestic and foreign universities and research institutes. Through joint construction of special laboratories, technology innovation alliances, and other forms, we will strengthen the research and development of core technologies such as low altitude data security applications and industry wide products, and accelerate the transformation of scientific and technological achievements. (5) Strengthen the security guarantee of low altitude data
14. Implement data security management responsibilities. Improve the low altitude data security management system, establish and improve data security risk assessment, risk prevention, and major event handling mechanisms, and timely carry out data circulation security inspections. Low altitude data supply and use units bear the main responsibility for data related security. Guide low altitude enterprises to strengthen data security management and implement data security protection responsibilities. 15. Strengthen the supervision of low altitude data security. We will improve the Internet information supervision mechanism in the low altitude field, and improve the security management capability of the whole process of low altitude data production, transmission, storage, processing and use. Timely incorporate the special inspection of low altitude data security into the provincial network data security inspection work. Strictly crack down on illegal collection, processing, and utilization of low altitude data. 3、 Guarantee measures
Give full play to the coordinating role of the Guangdong Provincial Special Task Force in promoting high-quality development of the low altitude economy, and study and solve major problems. Strengthen the linkage between provinces and cities, fully utilize existing resources to jointly promote the efficient implementation of various tasks, and form a working force. Give full play to the role of industry associations and alliances related to low altitude in the province, actively explore the market-oriented construction and operation mode of low altitude data with the participation of diverse social capital.
