Recently, the State Council issued the "Opinions on Deepening the Implementation of the 'Artificial Intelligence+' Action, 'aiming to achieve extensive and deep integration of artificial intelligence with six key areas by 2027, with a penetration rate of over 70% for new generation intelligent terminals, intelligent agents, and other applications. The core industry scale of the intelligent economy is growing rapidly, and the role of artificial intelligence in public governance is significantly enhanced. The open cooperation system of artificial intelligence is constantly improving. By 2030, China's AI will fully enable high-quality development, and the penetration rate of new generation intelligent terminals, agents and other applications will exceed 90%. Smart economy will become an important growth pole of China's economic development, and promote technology inclusion and achievement sharing. By 2035, China will fully enter a new stage of intelligent economy and intelligent society development, providing strong support for the basic realization of socialist modernization.

To the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as all ministries and departments of the State Council and their directly affiliated institutions:

In order to deepen the implementation of the "Artificial Intelligence+" action, promote the extensive and deep integration of artificial intelligence with various industries and fields of the economy and society, reshape the paradigm of human production and life, promote revolutionary changes in productivity and deep level changes in production relations, and accelerate the formation of a new form of intelligent economy and intelligent society characterized by human-machine collaboration, cross-border integration, co creation and sharing, the following opinions are proposed.

1、 Overall requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully, accurately, and comprehensively implement the new development concept, adhere to the people-centered development ideology, fully leverage China's advantages such as abundant data resources, complete industrial system, and broad application scenarios, strengthen forward-looking planning, systematic layout, segmented policies, openness and sharing, security and controllability, focus on science and technology, industry, consumption, people's livelihood, governance, global cooperation, and other fields, deeply implement the "Artificial Intelligence+" action, emerge a number of new infrastructure, new technology systems, new industrial ecology, new employment positions, etc., accelerate the cultivation and development of new quality productive forces, enable all people to share the achievements of artificial intelligence development, and better serve China's modernization construction.

By 2027, we will be the first to achieve extensive and deep integration of artificial intelligence with six key areas, with a penetration rate of over 70% for new generation intelligent terminals, intelligent agents, and other applications. The core industries of the intelligent economy will grow rapidly, and the role of artificial intelligence in public governance will be significantly enhanced. The open cooperation system of artificial intelligence will continue to improve. 2、 Accelerate the implementation of key actions

(1) Artificial Intelligence+Science and Technology

1. Accelerate the process of scientific discovery. Accelerate the exploration of new research paradigms driven by artificial intelligence and accelerate the process of major scientific discoveries from 0 to 1. Accelerate the construction and application of scientific models, promote the intelligent upgrading of basic scientific research platforms and major technological infrastructure, create open and shared high-quality scientific datasets, and enhance the level of cross modal complex scientific data processing. Strengthen the interdisciplinary driving role of artificial intelligence and promote the integrated development of multiple disciplines.

2. Drive innovation and efficiency improvement in technology research and development models. Promote the integrated and collaborative development of technology research and development, engineering implementation, and product landing driven by artificial intelligence, accelerate the landing and iterative breakthroughs of "from 1 to N" technology, and promote the efficient transformation of innovative achievements. Support the promotion and application of intelligent research and development tools and platforms, strengthen the collaborative innovation of artificial intelligence with biological manufacturing, quantum technology, sixth generation mobile communication (6G) and other fields, support the landing of scenario applications with new scientific research achievements, and drive technological innovation breakthroughs with new application requirements.

3. Innovate research methods in philosophy and social sciences. Promote the transformation of research methods in philosophy and social sciences towards a human-machine collaborative model, explore the establishment of a new organizational form for philosophy and social science research that adapts to the era of artificial intelligence, and expand research and observation perspectives. Conduct in-depth research on the profound impact and mechanism of artificial intelligence on human cognitive judgment, ethical norms, and other aspects, explore the formation of an intelligent goodness theory system, and promote the better benefit of artificial intelligence to humanity.

(2) The development of the "artificial intelligence+" industry

1. Cultivate intelligent native new models and formats. Encourage eligible enterprises to integrate artificial intelligence into strategic planning, organizational structure, business processes, etc., promote the development of all factor intelligence in industries, assist in the transformation and upgrading of traditional industries, and open up new tracks for the development of strategic emerging industries and future industries. Vigorously develop intelligent native technologies, products, and service systems, accelerate the cultivation of a group of intelligent native enterprises based on artificial intelligence in their underlying architecture and operational logic, explore new business models, and stimulate the emergence of intelligent native new formats.

2. Promote the development of industrial all factor intelligence. Promote the intelligent linkage of all industrial factors and accelerate the application of artificial intelligence in the entire process of design, pilot testing, production, service, and operation. Efforts will be made to enhance the artificial intelligence literacy and skills of all employees, and promote the formation of more reusable expert knowledge in various industries. Accelerate breakthroughs in industrial software innovation and vigorously develop intelligent manufacturing equipment. Promote intelligent collaboration in industrial supply chain and strengthen adaptive supply-demand matching. Promote AI driven production process optimization methods. Deepen the integrated application of artificial intelligence and industrial Internet, and enhance the intelligent perception and decision execution capability of industrial systems.

3. Accelerate the transformation and upgrading of agricultural digitization. Accelerate the innovation of breeding systems driven by artificial intelligence, and support intelligent applications in agricultural fields such as planting and breeding. Vigorously develop intelligent agricultural machinery, agricultural drones, agricultural robots and other intelligent equipment, improve the intelligent perception, decision-making, control, operation and other capabilities of agricultural production and processing tools, and strengthen the platformization and intelligent management of agricultural machinery and tools. Strengthen the application of artificial intelligence in agricultural production management, risk prevention, and other fields to help farmers improve their production and operation capabilities and levels.

4. Innovate new models for the development of the service industry. Accelerate the evolution of the service industry from digital enabled Internet services to intelligent driven new service modes, expand the business scope, and promote the modern service industry to develop intellectually. Explore new models that combine unmanned services with manual services. Promote the widespread application of new generation intelligent terminals and agents in fields such as software, information, finance, business, law, transportation, logistics, and commerce.

(3) Artificial Intelligence+Consumer Quality Improvement

1. Expand new scenarios for service consumption. Cultivate intelligent service formats with wider coverage and richer content, accelerate the development of intelligent native applications such as efficiency improvement and companionship, and support the opening of new service entrances such as intelligent assistants. Strengthen the construction of intelligent consumption infrastructure, improve the quality of life services such as entertainment, e-commerce, housekeeping, property management, travel, elderly care, and childcare, and expand new scenarios of service consumption such as experiential consumption, personalized consumption, cognitive and emotional consumption.

2. Cultivate new forms of product consumption. Promote the "intelligent connection of all things" of intelligent terminals, cultivate an ecosystem of intelligent products, vigorously develop new generation intelligent terminals such as intelligent connected vehicles, artificial intelligence smartphones and computers, intelligent robots, smart homes, and smart wearables, and create an integrated intelligent interactive environment with full scene coverage. Accelerate the integration and product innovation of artificial intelligence with metaverse, low altitude flight, additive manufacturing, brain computer interface and other technologies, and explore new forms of intelligent products.

(4) Artificial Intelligence+Livelihood Welfare

1. Create smarter ways of working. Actively leveraging the role of artificial intelligence in creating new jobs and empowering traditional positions, exploring new organizational structures and management models for human-machine collaboration, cultivating and developing innovative work forms such as intelligent agents, and promoting their application in positions with labor shortages and high-risk environments. Strongly support the development of artificial intelligence skills training, stimulate innovation, entrepreneurship, and reemployment vitality in artificial intelligence. Strengthen the assessment of employment risks in the application of artificial intelligence, guide innovation resources to tilt towards creating employment potential, and reduce the impact on employment.

2. Promote more effective learning methods. Integrating artificial intelligence into all elements and processes of education and teaching, innovating new models of human-machine collaborative education and teaching such as intelligent learning companions and intelligent teachers, promoting the transformation of education from knowledge transmission to ability enhancement, accelerating the realization of large-scale personalized teaching, improving education quality, and promoting educational equity. Build an intelligent scenario based interactive learning model to promote more flexible and resource rich self-directed learning. Encourage and support the active learning of new knowledge and technologies in artificial intelligence by the whole nation.

3. Create a better quality of life. Explore and promote high-level resident health assistants that are accessible to everyone, orderly promote the application of artificial intelligence in assisted diagnosis and treatment, health management, medical insurance services, and other scenarios, and significantly improve the capacity and efficiency of primary healthcare services. Promote the greater role of artificial intelligence in promoting cultural production, enhancing cultural dissemination, and facilitating cultural exchanges. Utilize artificial intelligence to assist in creating more cultural content with Chinese cultural elements and symbols, and strengthen the cultural industry. Fully leverage the important role of artificial intelligence in fostering close interpersonal relationships, providing spiritual comfort and companionship, elderly care and disability assistance, and promoting national fitness. Expand the application of artificial intelligence throughout the entire lifecycle of "good houses" and actively build a more warm intelligent society.

(5) Artificial Intelligence+Governance Capability

1. Create a new landscape of human-machine symbiosis in social governance. Orderly promote the intelligent transformation and upgrading of municipal infrastructure, explore urban planning, construction, and governance for the development of new generation intelligent terminals, and enhance the level of intelligent operation in cities. Accelerate the extension of artificial intelligence products and services to rural areas, and promote the inclusive use of intelligence in urban and rural areas. Conduct in-depth experiments on artificial intelligence society. Safely, steadily, and orderly promote the application of artificial intelligence in the field of government affairs, and create a new model of government services that accurately identifies needs, actively plans services, and intelligently handles the entire process. Accelerate the application of artificial intelligence in various public resource bidding activities, and enhance the level of intelligent trading services and supervision.

2. Create a new pattern of diversified co governance in security governance. Promote the construction of a diversified and integrated public safety governance system for natural persons, digital humans, intelligent robots, etc., strengthen the application of artificial intelligence in safety production supervision, disaster prevention and reduction, public safety early warning, social security management, etc., improve the level of monitoring and early warning, regulatory enforcement, command and decision-making, on-site rescue, social mobilization, etc., and enhance the ability to apply artificial intelligence to maintain and shape national security. Accelerate the empowerment of artificial intelligence in cyberspace governance, strengthen the ability to accurately identify information, proactively assess situations, and handle risks in real-time.

3. Co draw a new picture of ecological governance for a beautiful China. Improve the dynamic perception of the integration of air, space, and sea, as well as the level of intelligent planning for national land space, and strengthen the optimization of resource allocation. To enhance the monitoring, prediction, simulation, and problem-solving capabilities driven by artificial intelligence, and promote the construction of intelligent collaborative and precise governance models, we will focus on multi factor ecological environment systems such as atmosphere, water, ocean, soil, and biology, as well as the construction of the national carbon market.

(6) Global collaboration on 'Artificial Intelligence+'

1. Promote the inclusive sharing of artificial intelligence. Take artificial intelligence as an international public good that benefits humanity, and build an open ecosystem of equal rights, mutual trust, diversity, and win-win artificial intelligence capacity building. Deepen high-level opening up in the field of artificial intelligence, promote open source and accessibility of artificial intelligence technology, strengthen international cooperation in computing power, data, talent and other fields, help countries in the global South strengthen their artificial intelligence capacity building, assist countries in participating equally in the process of intelligent development, and bridge the global intelligence gap.

2. Jointly build a global governance system for artificial intelligence. Supporting the United Nations to play a leading role in global governance of artificial intelligence, exploring the formation of a governance framework with broad participation from all countries, and jointly addressing global challenges. Deepen exchanges and cooperation with international organizations, professional institutions, etc., and strengthen coordination and integration of governance rules, technical standards, etc. Jointly assess and actively respond to the risks of artificial intelligence applications, ensuring the safe, reliable, and controllable development of artificial intelligence.

3、 Strengthen basic support capabilities

(7) Enhance the foundational capabilities of the model. Strengthen the basic theoretical research of artificial intelligence, support the exploration of multi-path technology and innovation of model infrastructure. Accelerate research on more efficient model training and inference methods, actively promote the coordinated development of theoretical innovation, technological innovation, and engineering innovation. Explore new forms of model applications, enhance complex task processing capabilities, and optimize interactive experiences. Establish a sound model capability evaluation system to promote effective iterative improvement of model capability.

(8) Strengthen innovation in data supply. Guided by applications, continuously strengthen the construction of high-quality datasets for artificial intelligence. Improve the data property rights and copyright system that adapts to the development of artificial intelligence, and promote the lawful and compliant opening up of copyright content formed by public finance funded projects. Encourage the exploration of data cost compensation and revenue sharing based on value contribution, and strengthen data supply incentives. Support the development of technologies such as data annotation and data synthesis, and cultivate and strengthen the data processing and data service industries.

(9) Strengthen the overall planning of intelligent computing power. Support the innovation of artificial intelligence chips and the cultivation of enabling software ecosystems, accelerate breakthroughs in ultra large scale intelligent computing cluster technology and engineering implementation. Optimize the layout of national intelligent computing resources, improve the national integrated computing power network, fully leverage the role of the "East West Computing" national hub, and increase the coordination of resources such as data, computing, electricity, and network. Strengthen the interconnection and supply-demand matching of intelligent computing power, innovate the operation mode of intelligent computing power infrastructure, encourage the development of standardized and scalable computing power cloud services, and promote the universal, easy-to-use, cost-effective, green and safe supply of intelligent computing power.

(10) Optimize the application development environment. Construct a batch of national artificial intelligence application pilot bases and build a common platform for industry applications. Promote the intelligent transformation of software information service enterprises, reconstruct product forms and service models. Cultivate artificial intelligence application service providers, develop "Model as a Service" and "Intelligent Agent as a Service", and build an artificial intelligence application service chain. Establish guidelines for the construction of artificial intelligence application scenarios, evaluate openness and incentive policies, and improve the application trial and error management system. Strengthen the protection, transformation, and collaborative application of intellectual property rights. Accelerate the development of artificial intelligence standards in key areas, and promote cross industry, cross domain, and international standard linkage.

(11) Promote the prosperity of the open source ecosystem. Support the construction of open source communities for artificial intelligence, promote the convergence and openness of models, tools, datasets, etc., and cultivate high-quality open source projects. Establish a sound evaluation and incentive mechanism for open source contributions of artificial intelligence, and encourage universities to include open source contributions in student credit certification and teacher achievement recognition. Support enterprises, universities, research institutions, and others to explore new open source application models that are inclusive and efficient. Accelerate the construction of a globally open open-source technology system and community ecosystem, and develop internationally influential open-source projects and development tools.

(12) Strengthen the construction of talent team. Promote the education of artificial intelligence throughout the entire school and general education in the whole society, improve the layout of disciplines and majors, increase the cultivation of high-level talents, build a new model of leading talent cultivation beyond the norm, strengthen the construction of teaching staff, promote the integration of industry and education, interdisciplinary training, and international cooperation. Improve a diversified evaluation system that conforms to the professional attributes and job characteristics of artificial intelligence talents, better leverage the role of leading talents, provide greater opportunities for young talents to showcase themselves, and encourage active exploration of artificial intelligence "no man's land". Support enterprises to standardize and utilize medium - and long-term incentive methods such as equity and options to attract and retain talent.

(13) Strengthen policy and regulatory safeguards. Establish a sound system for the assessment, evaluation, and risk supervision of state-owned capital investment in the field of artificial intelligence. Intensify financial and fiscal support in the field of artificial intelligence, develop and strengthen long-term capital, patient capital, and strategic capital, improve risk sharing and investment exit mechanisms, and fully leverage the role of fiscal funds, government procurement, and other policies. Improve laws, regulations, and ethical standards related to artificial intelligence, and promote legislation related to the healthy development of artificial intelligence. Optimize the security assessment and filing management system related to artificial intelligence.

(14) Enhance the level of security capability. Promote the construction of security capabilities for model algorithms, data resources, infrastructure, application systems, etc., prevent risks caused by black box, illusion, algorithm discrimination, etc. of models, strengthen forward-looking evaluation and monitoring disposal, and promote compliance, transparency, and trustworthiness of artificial intelligence applications. Establish and improve the monitoring, risk warning, and emergency response system for artificial intelligence technology, strengthen government guidance and industry self-discipline, adhere to inclusiveness, prudence, classification, and grading, and accelerate the formation of a dynamic, agile, and diverse collaborative artificial intelligence governance pattern.

4、 Organize and implement

Persist in implementing the leadership of the Party throughout the entire process of the "Artificial Intelligence+" action. The National Development and Reform Commission should strengthen overall coordination and promote the formation of a working force. Each region and department should closely integrate with reality, implement measures according to local conditions, and ensure effective implementation. We need to strengthen demonstration and guidance, and timely summarize and promote experience and practices. We need to strengthen publicity and guidance, widely consolidate social consensus, and create a good atmosphere for the whole society to participate together.
