By 2027, the city aims to have over 100 low altitude economic enterprises with a revenue of 10 billion yuan; By 2030, the number of low altitude economic enterprises will exceed 150, with a revenue of 15 billion yuan. Diversified low altitude ecological application scenarios will become more diverse, with more than 20 iconic application scenarios.

National important production base for low altitude aircraft. Based on the market demand for low altitude aircraft at home and abroad, we will leverage the manufacturing advantages of leading enterprises such as AVIC Tongfei North China Company, Hebei Yinglan Technology Company, and Shijiazhuang Yifei Aviation Technology Company to promote the serialization, functionalization, and intelligent development of low altitude aircraft such as Yunwu Aircraft, Xiaoying 500 Aircraft, YL Unmanned Aerial Vehicle, ES1000 Unmanned Transport Aircraft, accelerate the development of new aviation aircraft such as eVTOL (Electric Vertical Takeoff and Landing Aircraft), expand the scale of whole aircraft manufacturing, strengthen the construction of key core component supporting capabilities, improve the level of testing, inspection, certification and other services, and create a national low altitude aircraft production and manufacturing base mainly composed of industrial grade drones.
National research and production base for unmanned aerial vehicle communication technology equipment. Aiming at the development direction of high-speed, broadband, confidential, and anti-interference unmanned aerial vehicle communication technology equipment in the future, relying on the leading domestic technological advantages of satellite navigation, low altitude communication, multi link fusion, anti-interference and other research institutes such as China Electronics Technology Network Communication Research Institute, we will strengthen the research and development, manufacturing and system integration of data links, link equipment, LTE private networks, payload equipment and other series of products, improve the technical level of core products such as line of sight link transceiver equipment, Beidou-3 RDSS equipment, Beidou anti-interference chip module and application terminal, and create a leading national unmanned aerial vehicle communication technology equipment research and development and production base.
National model city for low altitude economic application scenarios. Based on the advantages of the first batch of national general aviation industry comprehensive demonstration zones and national civil unmanned aerial vehicle pilot zones in Shijiazhuang, we focus on the needs of urban management, transportation, safety production, and mass consumption, optimize the planning and construction of ground takeoff and landing facilities, scientifically plan air routes, and build national demonstration application scenarios such as low altitude+medical rescue, logistics distribution, traffic inspection, public security inspection, and high-rise fire protection. We actively cultivate new scenarios such as air traffic, mineral remediation inspection, emergency rescue, and ecological monitoring, and create a model city for low altitude economic application scenarios in China.

Relying on the facilities and resources of Luancheng General Airport, Luquan Jundingrong Air Intelligence Testing Base Flight Test Field, Xingtang General Airport, etc., we will leverage the professional advantages of Hebei University of Science and Technology, Shijiazhuang Vocational College of Information Engineering, Hebei Qianjin Machinery Factory, etc., expand new practices of industry education integration, support universities, research institutions, and enterprises to establish low altitude practice bases, cultivate professional and technical talents in flight, airworthiness, aircraft maintenance, etc., accelerate the construction of unmanned aerial vehicle research centers, enhance comprehensive service capabilities in research and development, manufacturing, testing, operation and maintenance, training, etc., and provide professional, one-stop, high-quality services for R&D and production enterprises in Beijing Tianjin Hebei and surrounding areas.

The investment in research and development funds for low altitude economy has been increasing year by year, and the role of enterprise innovation entities has become more significant. The number of innovation platforms at or above the provincial level has significantly increased, and key technologies in the low altitude field have achieved breakthroughs. Technologies such as fixed wing intelligent unmanned aerial vehicles, line of sight data links, and message based countermeasures have reached the leading level in China, basically achieving independent and controllable industrial chains.
The application scenarios are rich and diverse. The flight airspace continues to expand, the navigation routes continue to expand, and the flight time has significantly increased. Scenarios such as highway inspection, logistics distribution, emergency rescue, and agricultural crop protection have become more mature. Emerging formats such as connecting flights, characteristic cultural tourism, and education and training continue to emerge, and diversified low altitude ecological application scenarios have become more abundant, with more than 20 landmark application scenarios.
The pilot demonstration has achieved significant results. Positive progress has been made in the construction of the National General Aviation Industry Comprehensive Demonstration Zone, the National Civil Unmanned Aerial Test Zone, and the National Patent Navigation Service Base. A number of replicable and promotable experience achievements have been formed in the areas of industrial chain collaboration, intellectual property creation and application, route network construction, airspace collaborative management, and air traffic control services.
