In order to thoroughly implement the national decision-making and deployment on the construction and application development of the Beidou system, deepen the scale application of Beidou, promote the development of Beidou industry, and combine with the actual situation of Hebei Province, this action plan is formulated.
1、 Development ideas and goals
Based on the foundation of the Beidou industry and application in Hebei and the advantages of coordinated development in the Beijing Tianjin Hebei region, with "innovation driven, application driven, collaborative linkage, and ecological cultivation" as the core path, we will strengthen central local cooperation and regional collaboration, accelerate the demonstration application of Beidou in areas such as mass consumption, industrial manufacturing, and integrated innovation, enhance the level of Beidou scale application and industrial core competitiveness, and build an integrated promotion pattern of "technology application industry ecology".
By 2027, the penetration rate of Beidou in key industries such as transportation, agricultural production, industrial manufacturing, natural resources, and smart cities will significantly increase, and the full chain capability of Beidou's spatiotemporal data "collection processing application" will be built. Form more than 10 iconic application scenarios, break through more than 10 key technologies for Beidou fusion applications, establish more than 5 high-level R&D platforms and testing and verification environments, and preliminarily establish a relatively complete Beidou application standard specification system. The preliminary formation of the Beidou industry ecology in the Beijing Tianjin Hebei region has achieved infrastructure interconnection, mutual recognition of standard systems, and shared application scenarios, forming 3-5 cross regional demonstration projects and creating a national benchmark for Beidou collaborative applications.
2、 Key tasks
(1) Improve the infrastructure of Beidou
Construct a high-precision positioning network for the region. Build a national spatial-temporal big data center, the Beijing Tianjin Hebei hub, provide regional Beidou spatial-temporal data services, establish a spatial-temporal data resource sharing mechanism for the Beijing Tianjin Hebei region, improve the overall utilization efficiency of infrastructure, and create a demonstrative spatial-temporal information service network.
Build a Beidou public service platform. Build a Beidou vehicle networking platform, unify commercial vehicle data interfaces, support one click rescue services for vehicles, and connect to "two passengers, one danger, and one heavy" vehicles, heavy-duty cargo vehicles, inland ships, etc. Deploy multi standard emergency communication terminal equipment in disaster prone areas and key industries, achieve public emergency communication capability coverage, and build a provincial emergency communication network that integrates Beidou and multiple technologies. Establish a public inspection and testing service platform for Beidou products, providing users with testing services for Beidou terminals, application software, and other products.
(2) Expand the application scenarios of Beidou
Large scale application in the field of mass consumption. Construct seamless indoor and outdoor positioning systems in underground garages, commercial centers, and other areas to improve positioning accuracy and scene adaptability. Develop and promote a Beidou short message smart watch for outdoor workers and emergency rescue personnel, providing positioning, navigation, and emergency call services, integrating short message functions to explore a one click rescue mode. Explore the application of Beidou intelligent health and elderly care equipment, improve the intelligent monitoring service mode for the elderly, and strengthen the safety protection and health management capabilities of special groups. Combining the Beidou ground-based augmentation system and high-precision maps to enhance the high-precision positioning performance of the Internet of Vehicles. Developing high-precision positioning products for Beidou, supporting the standardization of shared bicycle parking order and optimization of operation scheduling, improving the efficiency of ride hailing operations, and enhancing the level of refined management of shared travel. Expand the supervision of hazardous chemical transportation, enhance the intelligence of trails, unmanned logistics distribution and other scenarios, and enrich the Beidou application ecosystem.
Deep empowerment in the industrial sector. Improve the collaboration capability of Beidou space-time benchmark services, and support the equipment collaboration, intelligent inspection and industrial big data integration applications in the industrial Internet field. Combining the construction of the Beidou substation spatiotemporal information node and the upgrade of the foundation enhanced benchmark station, we aim to enhance the accuracy and stability of power services. Promote the application of positioning and communication technologies such as Beidou in the onshore oil extraction industry, support harmful gas monitoring in factory areas, unmanned aerial vehicle (UAV) all terrain inspections, remote control of field operations, and optimize production processes.
Demonstration and promotion in the field of integrated innovation. Integrating Beidou with 5G/5G-A and IoT technologies, constructing an intelligent hybrid positioning network in underground spaces to achieve integrated positioning and navigation above and below ground. Strengthen the application of high-precision positioning technologies such as Beidou, support precise operation of agricultural machinery, and improve the quality of the entire process of "cultivation, planting, management, and harvesting". Build an emergency communication support system, develop a Beidou short message and Tiantong satellite fusion terminal, and solve the problem of emergency command and information exchange in extreme scenarios of power outages, network disconnections, and power outages. Expand hydrological monitoring, tailings pond monitoring, river sand mining supervision and other scenarios, apply high-precision positioning and dynamic monitoring technologies such as Beidou, enhance cross disciplinary collaborative management and risk prevention and control level, and promote the deep integration of spatial information technology into urban governance and industrial operation.

Relying on high-level scientific research and innovation platforms, building a system for the transformation of achievements, and promoting the incubation and transformation of Beidou scientific and technological achievements in Hebei. Carry out technological breakthroughs around the large-scale application infrastructure of Beidou, solve major problems in the systematic application of spatiotemporal information infrastructure, and promote the formation of ubiquitous intelligent spatiotemporal information element services.
(4) Promote the integrated development of industries
Strengthen the cultivation of enterprise gradients, incubate a group of innovative small and medium-sized enterprises focused on Beidou navigation chips, modules, terminals, software development, system integration, and location services, and promote their accelerated growth into high-tech enterprises, "specialized, refined, unique, and new" enterprises, and gazelle enterprises. By targeted investment promotion and scene opening, we aim to cultivate backbone enterprises and foster "chain owner" enterprises, forming an industrial ecology of "leading by the leader, chain collaboration, and cluster development". Give full play to the role of the Listing Service Alliance and the Hebei Base of the Shanghai, Shenzhen and North Stock Exchanges, and promote the development and growth of enterprises by leveraging the capital market. Regions with the necessary conditions should combine local realities, reasonably layout the Beidou industry, guide efficient resource allocation, and promote industrial agglomeration and development.
(5) Cultivate Beidou pilot cities
Shijiazhuang City: Focusing on the development of Beidou software, system integration, terminal manufacturing and other fields, cultivating leading enterprises, accelerating the integration of small and medium-sized enterprises into the industrial ecosystem, and creating a complete industrial chain of "research and development manufacturing application service". 50 key enterprises have been introduced and nurtured, with an industrial scale exceeding 15 billion yuan, and over 100000 Beidou terminals have been promoted.
Cangzhou City: Promote the standardized collection of Beidou data resources, build a trustworthy data space for the Beidou industry, and promote cross domain and cross regional data sharing. Create characteristic scenarios such as "Beidou+Cruise AIS System" and "Beidou+Grand Canal Trail Intelligent Enhancement", promote demonstration applications covering core areas and key industries, and promote over 160000 Beidou terminals/sets.
Xiong'an New Area: Attracting advantageous enterprises and research and development institutions to settle down, building a national space-time information service infrastructure "one platform and three systems" (space-time information operation service platform, civil short message communication business system, high-precision navigation positioning business system, space-time big data business system), creating application scenarios such as "Beidou+underground space, digital lake town, unmanned logistics, smart agriculture, smart construction site", and forming an industrial ecosystem covering technology research and development, scenario application, terminal equipment manufacturing and other links. Cultivate more than 5 high-quality enterprises, build a research and development manufacturing base for Beidou hardware products, and achieve an annual production capacity of 100000 high-precision chips (modules).
3、 Guarantee measures
(1) Strengthen the guarantee of essential factors. Implement the joint conference mechanism for promoting the large-scale application of Beidou in the province, coordinate resource elements, and provide support for major projects in the Beidou field in terms of planning, land use, environmental impact assessment, energy use, etc., and prioritize their inclusion in provincial key projects. Encourage financial institutions to innovate financial products and services, carry out intellectual property pledge financing, supply chain finance and other businesses, broaden financing channels, and support the development of the Beidou industry.
(2) Improve regulatory standards. Promote the improvement of regulations and systems related to data management, location services, security and confidentiality related to Beidou applications. Actively promote the development of technical standards related to Beidou applications and promote the implementation of relevant industry norms. Strengthen the protection of Beidou application network and data security, enhance the main responsibility of operators, implement security risk assessment and level protection requirements, and ensure the security of key information infrastructure and important data.
(3) Strengthen talent attraction and education. Relying on relevant universities and research institutes, strengthen the construction of Beidou related disciplines and majors, and cultivate versatile talents. Support the joint construction of research and development centers between enterprises and universities, and promote the deep integration of industry, academia, research and application. (4) Deepen publicity and promotion. Make good use of various propaganda carriers and platforms, scientifically carry out propaganda and guidance, popularize knowledge and application achievements of Beidou, and enhance the awareness of the whole society. Organize exhibitions of Beidou application achievements, experience exchanges, and on-site observation activities to promote typical cases. Strengthen cooperation with the Yangtze River Delta, Guangdong Hong Kong Macao and other regions, promote technology sharing and project co construction.
