On April 23, the China Meteorological Administration and the State Internet Information Office issued a joint departmental regulation, the Measures for the Application and Service of Artificial Intelligence Meteorology (hereinafter referred to as the Measures), which aims to encourage, promote and standardize the healthy and orderly development of the application and service of artificial intelligence meteorology, and will be implemented as of June 1 this year.
The Measures are the first departmental regulations in China to promote and regulate the application of artificial intelligence in specific fields. As the first legal regulation on artificial intelligence meteorological application services among members of the World Meteorological Organization, the Measures provide a Chinese solution for the governance of artificial intelligence meteorological application services.
The Measures adhere to the positioning of promoting legislation, combining encouraging and operational provisions, scientifically addressing the potential risks of artificial intelligence meteorological application services, and regulating and guiding the development direction of artificial intelligence meteorological application services.
The Measures propose that the development of artificial intelligence meteorological application services should adhere to the overall national security concept, coordinate development and security, combine innovation promotion with legal governance, and implement inclusive, cautious and classified supervision of artificial intelligence meteorological application services.
The Measures propose specific policy support and promotion measures around data openness, algorithm model research and development, and application scenario empowerment, to strengthen the deep integration of artificial intelligence with meteorological monitoring and early warning, forecasting and prediction, numerical forecasting, and other fields, and to construct artificial intelligence meteorological application service scenarios. At the same time, regulations have been made for the participation of meteorological authorities in the development and governance of artificial intelligence application services in the international meteorological field.
The Measures clarify the rights and obligations of artificial intelligence meteorological application service providers, and stipulate systems for algorithm filing and security assessment, artificial intelligence generated synthetic content identification, algorithm security review, network security, data security, information release review, complaint reporting, etc.
The China Meteorological Administration will continue to promote the "Artificial Intelligence+" initiative in the field of meteorological application services, establish collaborative development and governance mechanisms with multiple entities such as enterprises, universities, and research institutions, and work together with various sectors of society to promote the application and development of artificial intelligence in the meteorological field. This will inject new momentum into accelerating the modernization of meteorological technology capabilities and social services, and promote high-quality development of meteorology.
