Action Plan for High Quality Development of Intelligent Terminal Industry in Shanghai
(2026-2027)
Currently, the continuous transformation and breakthroughs of artificial intelligence technology have brought a new round of important development opportunities for the intelligent terminal industry. To thoroughly implement the national "Artificial Intelligence+" strategic deployment, cultivate and strengthen Shanghai's intelligent terminal industry, and establish the Shanghai intelligent terminal brand, this action plan is formulated. By 2027, the intelligent terminal industry in Shanghai will continue to grow and strengthen, with an overall scale exceeding 300 billion yuan, creating more than 3 consumer grade terminal brands with global influence, cultivating 2 leading enterprises, and achieving three "10 million" scales, namely artificial intelligence computers, artificial intelligence mobile phones, and artificial intelligence new terminals each reaching a scale of more than 10 million.
1、 Action to build core terminal products
1. Promote the accelerated development of artificial intelligence computers. Cultivate a leading brand of artificial intelligence computers, establish a production base with an annual output of millions of units, and support the comprehensive transformation of our city's traditional computer production capacity to artificial intelligence computers. Promote the development of artificial intelligence computers into the next generation intelligent productivity hub that integrates end-to-end large models, distributed computing power scheduling, and multimodal human-machine collaboration, and build the terminal carrying capacity of an intelligent computing power network with "end-to-end cloud" collaboration. Accelerate the application and optimization of end-to-end models, strengthen the collaboration between software and hardware, and continuously improve the level of computer intelligence.
2. Layout artificial intelligence mobile phone products. Cultivate artificial intelligence mobile phone terminal brands, accelerate the layout of artificial intelligence mobile phone production capacity, and fill the gap in mobile phone terminal capacity in our city. Promote the transformation of mobile interaction methods empowered by artificial intelligence, focus on breakthroughs in end-to-end large models and multimodal interaction technologies, and strengthen end-to-end reasoning capabilities through the combination of hardware and software. Encourage the development of AI native operating systems, deeply integrate voice intent understanding, environmental perception and other capabilities, and create intelligent assistants with real-time scene understanding and cross device collaboration.
3. Enhance the scale of intelligent computing power terminals. Accelerate the layout of edge intelligent computing integrated machine terminals, develop inference integrated machine products that support large model lightweighting, create plug and play artificial intelligence edge solutions, and accelerate the empowerment of artificial intelligence in thousands of industries. Build an intelligent computing server terminal industry cluster, enhance the optimization capability of the Wanka cluster system, gather high-quality domestic intelligent computing server enterprises, achieve a scale of billions, and drive the large-scale application of core components such as independent GPUs and interconnection modules.

Focusing on key technical indicators such as lightweight, low power consumption, high resolution, and large field of view, we will promote iterative innovation of key components such as Micro LED, silicon-based OLED, optical waveguide lenses, and core display chips to continuously improve product performance. Support the research and development of high-end equipment such as vapor deposition machines, large-scale transfer, and MOCVD, accelerate the mass production of full-color microdisplays, and break through key technologies such as backplane drivers, high PPI arrays, and heterogeneous processes.

Enhance the subsidy for intelligent terminal enterprises through policies such as technological transformation, innovation, and smart factories, and strengthen support for the improvement of production line intelligence level.
