Several Policy Measures for Promoting High Quality Development of Commercial Aerospace in Guangdong Province (2025-2028)
In order to implement the Action Plan of Guangdong Province for Promoting the High Quality Development of Commercial Aerospace (2024-2028), seize the strategic opportunities for the development of commercial aerospace and satellite Internet, adhere to the market-oriented orientation and application demand traction, give full play to the advantages of Guangdong Province in terms of rich terminal application scenarios, complete industrial supporting facilities, and complete market mechanisms, and build a commercial aerospace industry ecosystem with launch traction, mutual promotion of satellites and arrows, and integrated development of the whole industrial chain of air and ground services, the following policies and measures are formulated.
1、 Layout and improve commercial aerospace infrastructure
（1） Support the construction of satellite constellations. Support enterprise investment in the construction of satellite constellations for civil and commercial use, provide "green channel" services for project application and approval, and provide coordination and guarantee support for satellite frequency and orbit resources. 2、 Enhance independent innovation capability
（3） Strengthen the research and development of key core technologies. Encourage enterprises to focus on core technology research and development in areas such as reusable liquid rocket engines, new generation low-cost satellites and key payloads, satellite constellation networking and measurement and operation control, and direct connected satellite communication. Emphasis should be placed on applied basic research, innovative product development, and technology verification demonstrations, and priority should be given to inclusion in provincial and municipal science and technology plan project support directions. Support enterprises to apply for "National Major Science and Technology Projects", "National Key R&D Program Projects", and "National Defense Science and Technology Projects". For national major science and technology projects that meet the supporting conditions, the provincial level will provide no more than 50% of the supporting funds according to regulations. Support enterprises to increase their R&D investment and implement the policy of 100% pre tax deduction for R&D expenditures. （4） Build a high-level innovation platform. Provide one-time funding to newly approved provincial key laboratories in accordance with regulations. Implement tax exemption policies for imported instruments and equipment in accordance with regulations for eligible new research and development institutions. Promote the open sharing of major scientific research infrastructure and scientific instruments and equipment in the commercial aerospace field to the society, and support the transformation and application of aerospace technology in the civilian field. Carry out commercial aerospace patent navigation and patent database construction, providing support for the coordinated development of the commercial aerospace industry chain and innovation chain from the dimensions of technological development trends, industrial innovation paths, distribution of innovation subjects, and transformation and application of patent achievements. 3、 Promote the agglomeration and development of the star and arrow industry
（6） Support the development and application of Star Arrow products. Support the inclusion of rockets, satellites, key system components, and application terminal products in the policy support scope for the development and promotion of the first major technical equipment in the province, and enjoy rewards according to regulations. Dynamically adjust the "Guangdong Province First (Set) Major Technical Equipment Promotion and Application Guidance Catalog", timely include eligible commercial aerospace equipment products in the catalog scope, and reward research and development enterprises after sales are achieved. In principle, a reward of 30% of the selling price of a single (set) equipment (key system components or application terminal products are based on the sales of the first batch of products) will be given. The maximum reward for complete sets of equipment is 7 million yuan/set, and the maximum reward for a single equipment, batch of components or application terminal products is 3 million yuan/set (batch). For equipment products that meet the requirements of the "Guidelines for the Promotion and Application of the First Set of Major Technical Equipment" issued by the Ministry of Industry and Information Technology, research and development enterprises will be rewarded after sales. In principle, a reward of 30% of the selling price of a single set of equipment (key system components or application terminal products will be based on the sales of the first batch of products) will be given. The maximum reward for complete sets of equipment is 9 million yuan per set, and the maximum reward for a single set of equipment, a single batch of components or application terminal products is 5 million yuan per set. （7） Support the manufacturing of satellite application terminals. Support the mass manufacturing of satellite application terminal products and components, encourage enterprises to adopt new technologies, processes, equipment, and materials to transform, update, and enhance existing facilities, production process conditions, and auxiliary facilities, and include eligible new production lines or production line upgrades in the scope of provincial-level enterprise technological transformation funding support. Provincial finance will provide post event rewards according to regulations, and the reward amount for a single supported project shall not exceed 15 million yuan. Encourage various cities to provide matching fund rewards. （8） Build a commercial aerospace characteristic industrial park. Around the spatial layout of the "dual core and multi-point" commercial aerospace industry in the province, we encourage cities in various regions to carry out differentiated development based on their own advantages, plan and construct characteristic commercial aerospace industry parks according to local conditions, promote the aggregation and development of upstream and downstream enterprises in the industrial chain, and support the application for the construction of provincial characteristic industry parks. Local cities and parks give priority to guaranteeing the demand for construction land for major commercial aerospace projects. For qualified advanced manufacturing projects, provincial finance will give ex post awards to municipal governments at or above the prefecture level annually based on the proportion of their newly increased actual fixed assets investment not exceeding 2%. 4、 Expand the scale of satellite application industry
（9） Creating the first scenario for commercial aerospace applications. Accelerate the implementation of a number of major application scenario innovation demonstration projects of satellite Internet services in low altitude economy, mobile communications, logistics and transportation, smart cities, space mining, space tourism, emergency rescue and other frontier fields. Apply innovative products to typical benchmark cases that meet the conditions, and increase government procurement support through measures such as initial and priority procurement. Support enterprises to continuously expand the scale of satellite application industry and purchase computing power services, and encourage relevant cities to give rewards according to regulations. Support enterprises to tap into the data asset circulation value of satellite data in finance, energy, emergency and other fields, and promote the market-oriented operation of commercial aerospace data elements. Strengthen the standardized management of satellite data product transactions, and encourage relevant cities to reward enterprises that complete data asset compliance registration in accordance with regulations. 5、 Cultivate and strengthen market entities
（13） Implement a hierarchical cultivation plan for enterprises. Support commercial aerospace enterprises to apply for national high-tech enterprises and implement policies for corporate income tax reduction and exemption. Support commercial aerospace enterprises to apply for national level manufacturing industry single champion enterprises and specialized, refined and new "little giant" enterprises, and reward eligible single champion enterprises and specialized, refined and new "little giant" enterprises. （14） Support enterprises to obtain qualification licenses. Encourage commercial aerospace enterprises to apply for licenses for weapon and equipment research and production, civil aerospace launch projects, satellite communication network radio frequency usage, space radio and satellite earth station licenses, Beidou satellite navigation product certification, and other qualification licenses. Encourage relevant cities to reward newly qualified enterprises. （15） Promote participation in the formulation of rules and standards. Fully leverage the advantages of international economic and trade cooperation in the Guangdong Hong Kong Macao Greater Bay Area, support commercial aerospace enterprises to participate in the formulation of international rules and standards for outer space, and deeply participate in global governance of outer space. Encourage commercial aerospace enterprises, universities, and research institutes to establish commercial aerospace industry organizations in Guangdong Province, actively participate in the formulation (revision) of commercial aerospace standards such as research and development, manufacturing, inspection and testing, data and system applications, and provide one-time rewards of up to 500000 yuan and 300000 yuan respectively for leading the formulation (revision), publication and implementation of international and national commercial aerospace standards. 6、 Establish a diversified investment and financing mechanism
（16） Increase financial support. Support eligible major commercial aerospace projects to be included in provincial key construction projects, make overall use of policy financial instruments such as ultra long term special treasury bond, scientific and technological innovation and technological transformation refinancing, and provide provincial-level preliminary work funds, local government special bonds and other support for eligible projects according to regulations. （17） Support the establishment of special funds. Research will support the development of commercial aerospace through government investment funds, prioritizing the attraction, research and development investment, and park construction of major commercial aerospace projects in the fields of cutting-edge aerospace technology research and development, rocket and satellite research and development, final assembly and testing, large-scale constellation construction and operation. （18） Expand the financing channels for enterprises. Make good use of the Guangdong Province Science and Technology Innovation Strategy Special Fund, and provide certain subsidies to venture capital institutions that invest in seed stage and start-up stage commercial aerospace enterprises according to their actual investment amount in accordance with relevant regulations. Regularly organize financing matchmaking meetings for commercial aerospace projects, encourage and guide banking and financial institutions to provide financial support to enterprises that raise funds for aerospace information product manufacturing, technological transformation, and technological innovation through market-oriented means. Provincial and municipal linkage will provide certain premium subsidies to technology-based enterprises engaged in commercial rocket launch, satellite research and development production, and satellite in orbit operation for purchasing insurance products included in the recommended catalog. 7、 Strengthen talent support in key areas

Strengthen the recruitment of national level leading talents, overseas high-end talents, industry leaders, executives, and teams in the commercial aerospace field, and include qualified high-level talents in the scope of the "Talent Excellent Guangdong Card" support, enjoying local resident treatment and preferential convenience services in accordance with relevant policies and regulations. Support commercial aerospace enterprises to apply for leading talent projects, and include high skilled talents who have made outstanding contributions and achieved technological breakthroughs in major national and provincial commercial aerospace projects in the information database for cultivating high skilled leading talents. （21） Intensify efforts to cultivate applied talents. Support higher education institutions and vocational colleges with conditions to establish research institutes and joint laboratories in the field of aerospace technology, establish commercial aerospace related disciplines, and cultivate professional basic talents. Promote the integration of commercial aerospace industry and education, support enterprises and universities to establish a school enterprise cooperation talent training model, build commercial aerospace talent internship and training bases, and cultivate applied talents. Deepen the implementation of the "Guangdong Technician" project, delegate the power of senior professional title evaluation to eligible commercial aerospace manufacturing project units, and promote enterprises to carry out independent professional title evaluation. The use and management of funds under this policy measure shall comply with relevant national laws, regulations, rules, and policy provisions, and strictly implement the financial fund management system. When this policy measure overlaps with other policy support areas within the province, it shall be supported based on the principle of prioritizing and not duplicating.
This policy measure shall be implemented from the date of issuance and shall be valid until December 31, 2028. The funding reward and subsidy policies related to the terms shall be subject to the management regulations of the competent department.
