Recently, three departments including the Shaanxi Provincial Department of Commerce, Shaanxi Provincial Bureau of Data and Government Services, and Shaanxi Provincial Administration for Market Regulation issued the "Several Measures to Promote High Quality Development of Platform Economy".
The "Several Measures" have introduced 15 measures in four aspects: cultivating market entities, innovating consumption scenarios, promoting supply-demand matching, and optimizing the development environment, to serve the high-quality development of the platform economy in the province.
In terms of innovative consumption scenarios, we will strengthen the leadership of technological innovation and promote the integration of online and offline.
Encourage enterprises to actively explore the use of digital technologies such as artificial intelligence and cloud computing. Support enterprises to use AI big models to enhance precision marketing and decision analysis capabilities, develop immersive and interactive consumption scenarios using VR/AR technology, and promote the development of commercial entities towards digitization, networking, intelligence, and service orientation.
Promote the transformation and upgrading of traditional businesses and the integration of business formats, encourage the deep integration of industries such as specialty catering, smart business districts, and exhibitions with live streaming, and encourage platform enterprises to cooperate with physical businesses to carry out the "online booking+offline experience" model, achieving the interconnection of consumption data across the entire region. Support platform enterprises to cooperate with scenic spots and commercial districts, create immersive shopping experiences, and build a closed-loop consumer ecosystem.
The cultural and tourism industry is one of the four trillion level industries planned in Shaanxi. In 2025, Shaanxi will prioritize boosting cultural and tourism consumption, and establish a work team consisting of 17 provincial-level departments. The team will focus on cultural tourism, specialty cuisine, sports events, health and leisure, and plans to arrange more than 600 provincial-level key projects throughout the year, with a total investment of 2.8 trillion yuan, to accelerate the creation of a multi format integrated service consumption scene.
Among them, Xi'an, as one of the top ten ancient capitals in the world, attracts the attention of global tourists with its profound historical and cultural heritage. To further tap into the potential of cultural tourism, Xi'an has issued the "Support Policy for Promoting High Quality Development of Cultural Tourism and Sports Industry", which clearly proposes to vigorously develop the XR (Extended Reality) cultural tourism industry chain.
The policy encourages XR industry chain main enterprises to explore the construction of a national XR cinema line system, build XR content production bases, create high-quality XR film works, and promote their distribution and screening in national cinemas. Each work can receive a maximum reward of 1 million yuan. At the same time, support enterprises to use big data, artificial intelligence, meta universe, virtual reality and other cutting-edge technologies to innovate tourism consumption experience scenarios, and cultivate digital industry bases such as "Internet plus tourism" and digital cultural tourism performance.
Under the strong promotion of policies, a series of immersive cultural and tourism projects have emerged in Shaanxi.
Among them, the XR experience project of Imperial Code - the Mausoleum of the First Qin Emperor, through panoramic digital and artistic restoration technology, combined with global leading technologies such as XR, digital space reconstruction, artificial intelligence, etc., has recreated the magnificent Qin Underground Palace, providing visitors with a new cultural tourism experience of "historical restoration, film narration, and scientific and technological presentation". The first original digital tourism VR full sensory project, "The Great Qin Chronicles," tells the story of "The Sand Dune Incident, The Return of the King, The Imperial Mausoleum Workshop, The Fierce Golden Geese, The Battle of Xianyang, and the Reproduction of the First Emperor" in six acts, fully restoring historical scenes such as the Xianyang City, the Qin Mausoleum Underground Palace, and the Qin Weapon Workshop, allowing visitors to feel as if they have traveled through time and space and experienced the prosperous era of Great Qin.
At the same time, scenic spots and venues such as Datang Never Sleeping City and Hibiscus Xintiandi also actively embrace the digital economy. By creating the China-Chic Immersion Theater, "Tang Dynasty Trick Record: Journey to the West", introducing digital cultural and tourism projects such as "A Dream into Datang", "Notre Dame in Paris", "The Lost Pharaoh", "The Lost Wonderland" and "Canglan Jue", we constantly innovate the construction mode of cultural and tourism scenes, enrich the supply of cultural and tourism products, and meet the increasingly diversified consumption needs of tourists.
Now, new business forms such as Hanfu China-Chic, VR immersive experience, cultural and creative play, intangible cultural heritage food, tourism performance, home stay and so on are becoming new growth points of Shaanxi cultural and tourism consumption. According to statistics, the number of Hanfu and related industry sales stores in the province has exceeded 2500, ranking among the top in the country.
In addition, Xi'an has made significant progress in the field of artificial intelligence by relying on the Qinchuang Original New Drive Platform and the Xi'an National New Generation Artificial Intelligence Innovation and Development Pilot Zone. By 2025, the scale of the core artificial intelligence industry in Shaanxi Province is expected to exceed 30 billion yuan, and demonstration applications in fields such as intelligent manufacturing and smart cities have begun to take shape, providing strong support for the intelligent upgrading of the cultural and tourism industry.
