The "Several Measures" propose to strengthen the research and development of core digital creative technologies and create an innovation highland for the science fiction industry.
Encourage the development and application of cutting-edge technologies such as AI film and animation tool platforms, AI design and production software, and domestic game engines, support the research and development of vertical models for digital creative industries, and provide universal "training vouchers" and "corpus vouchers" to enterprises. Support enterprises and social institutions to utilize excellent traditional Chinese culture, intangible cultural heritage resources, local cultural elements, etc. to build a digital creative industry model service platform and corpus database.
Support enterprises to carry out research and development of digital creative technologies such as virtual shooting, augmented reality (XR), light and shadow sound effects, intelligent motion capture, etc., to enhance the technological level of wearable intelligent cultural equipment, virtual reality technology equipment, digital studio hardware, immersive projection systems, domestic game equipment and other digital cultural equipment, as well as application service capabilities for government affairs, people's livelihood, cultural tourism and other scenarios, and encourage the use of domestic technologies. Provide a maximum of 5 million yuan in funding for digital technology innovation and application projects in the cultural field that are leading in the technology industry and have a demonstrative driving effect.
Deeply promote the "Digital Creativity+" action, promote the integration of digital creativity with cultural heritage, cultural tourism consumption, medical and health care, intelligent manufacturing, education and entertainment, and vigorously develop immersive and interactive experience economy and future oriented cultural new consumption formats. Organize the selection of innovative and promising new cultural enterprises and integrated demonstration projects, and provide a maximum reward of 3 million yuan in different grades.
Promote the agglomeration and development of science fiction industry, support the construction of science fiction creation and publishing bases, international exchange bases, and provide up to 3 million yuan in funding for platforms and activities that promote science fiction research and development innovation, incubation acceleration, cooperation and exchange, up to 30% of the investment.
In recent years, Shenzhen has continuously promoted the deep integration of "culture+technology" and actively cultivated digital creative industry clusters, leveraging the dual advantages of digital technology and cultural and creative resources. According to data from 2024, there are 3754 cultural and related industry enterprises above designated size in Shenzhen, achieving a total operating revenue of 1287.508 billion yuan for the year. This achievement accounts for more than half of the province's total (51.5%) and nearly 10% of the country's total (9.1%), with a year-on-year growth rate of 12.1%, higher than the national and provincial average levels.
In these industries, new formats such as multimedia games, anime, and wearable smart cultural equipment manufacturing have achieved remarkable results. Sixteen related industry subcategories achieved a revenue of 586.399 billion yuan, a year-on-year increase of 12.2%. Among them, the gaming industry occupies half of the country, and industries such as digital information services, animation, online audio-visual, digital cultural equipment, and consumer terminal manufacturing are also in a leading position in the country.
Shenzhen is also actively innovating in the field of culture and tourism, and the VR large space immersive experience project, which is booming in the cultural and tourism market, has landed here. As early as 2022, the "Shenzhen Virtual Reality Industry Development Action Plan" released by Shenzhen clearly stated the need to promote the integration of VR with cultural tourism, education and other fields, and cultivate industry clusters worth billions of yuan. At the same time, the "Support and Management Measures for New Performing Arts Spaces in Shenzhen" also proposes the goal of building 50 immersive performing arts venues by 2027, and constructing a new model of integrated development of "technology+art+commerce".
