The Department of Housing and Urban Rural Development of Shandong Province recently issued the Implementation Opinions on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities in Shandong Province. Among them, it is proposed to build a City Information Model (CIM) platform. Strengthen the open sharing of information in various industries and fields related to national spatial planning, urban construction, surveying and remote sensing, urban operation management, etc., fully utilize the results of the first national comprehensive risk survey of natural disasters on housing construction and municipal facilities, build a three-dimensional spatial basic data model for urban and rural areas based on the real three-dimensional Shandong, promote the construction of urban information model platform, and achieve connectivity with national and provincial platforms. We will promote the application of urban information modeling platforms according to local conditions, strengthen the integration and coordinated development of functions with other basic information platforms such as national land and space, further expand and enrich application scenarios, and provide basic support for the construction of "digital housing". Deepen the application of Building Information Modeling (BIM) technology in the entire process of design, construction, operation and maintenance. By the end of 2030, new large-scale public buildings and municipal infrastructure will submit BIM models that meet data accuracy standards during construction drawing review and completion delivery stages.

Implementation Opinions on Building Resilient Cities
In order to deepen the construction of new urban infrastructure, promote the digital transformation of urban infrastructure, and continuously improve urban safety resilience, the following implementation opinions are proposed based on the actual situation in Shandong.
1、 Overall objective
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, conscientiously implement General Secretary Xi Jinping's important discourse on urban work and the important speech on inspecting Shandong, follow the decision-making and deployment of the Party Central Committee and the State Council, adhere to problem oriented and systematic concepts, adhere to government guidance and social participation, adhere to seeking truth from facts and adapting to local conditions, adhere to scientific and technological innovation and digital empowerment, promote the deep integration of new generation information technology and urban infrastructure construction, implement digital transformation of urban infrastructure, accelerate the construction of information platforms, enrich and expand smart application scenarios, build a new type of urban infrastructure system that is intelligent, efficient, and resilient, and promote urban safety and development.
By 2027, establish relatively complete standards and mechanisms for the construction of new urban infrastructure, build a unified and interconnected information platform throughout the province, enrich smart application scenarios, and form a batch of replicable and promotable experience and practices. By 2030, a comprehensive breakthrough will be made in the digital transformation of urban infrastructure, and the construction of new key urban infrastructure in the main urban areas of all districts will be fully covered. The resilience of key areas in counties (cities, districts) will be significantly enhanced, and urban operations will be safer, more orderly, smarter, and more efficient.
2、 Key tasks
（1） Implement intelligent construction transformation and continuously improve the resilience of urban facilities.
1. Conduct in-depth surveys and physical examinations of housing and municipal infrastructure. Conduct in-depth urban physical examinations, improve relevant indicators and standard systems, comprehensively investigate the current situation and maintenance status of urban housing construction and municipal infrastructure. Improve the inventory of the number, distribution, and inspection status of elevators in old residential buildings, comprehensively grasp the seismic performance of old building facilities, building fire-fighting facilities, fire-fighting high-altitude work surfaces, evacuation routes, and safety hazards of old municipal infrastructure equipment. Relying on the provincial housing construction safety management information system, achieve dynamic updates of housing safety management information. Based on reality, scientifically formulate an action plan for the digital transformation and upgrading of municipal infrastructure such as water, electricity, gas, heat, fire hydrants (fire cranes), and underground comprehensive pipe galleries. 2. Accelerate the construction of urban infrastructure lifeline safety projects. Promote the construction of the Shandong Province urban infrastructure lifeline safety supervision platform, vigorously promote the installation of IoT intelligent sensing devices on underground pipelines, bridges, tunnels, comprehensive pipe galleries, manholes and other facilities, monitor the operation status of urban infrastructure in real time, dynamically warn, accurately trace and coordinate disposal, effectively warn and prevent accidents such as bridge collapse, urban waterlogging, and gas pipeline leakage. Establish and improve standards for the installation of IoT sensing devices in municipal infrastructure. Newly built urban infrastructure should be designed, constructed, inspected, and put into use synchronously with the main equipment. The intelligent transformation of old facilities should be prioritized and promoted in a coordinated manner. 3. Promote the construction of safety supervision projects for the entire life cycle of housing construction in an orderly manner. Promote the digital management of the entire lifecycle of engineering construction projects, deepen the integration and upgrading of the engineering construction project approval system and the integrated platform for construction market supervision, and promote interconnection and interoperability with the housing safety management information system. Establish a smart construction site supervision platform, comprehensively utilize intelligent, information-based, digital, and technological means, strengthen the comprehensive management of personnel, machinery, materials, methods, and environment in construction, comprehensively consolidate the responsibilities of all parties involved in construction, and improve the quality and safety supervision level of construction projects. By utilizing satellite remote sensing, the Internet of Things, and other means, real-time perception of the operational status of building structures can be achieved, enabling real-time monitoring of key parameters such as house displacement, settlement, tilt, and cracks. Accelerate the exploration and innovation of housing physical examinations, housing safety management public funds, housing insurance systems, and other aspects in cities such as Qingdao, Yantai, and Weihai, and build a long-term mechanism for housing safety management throughout the entire life cycle. 4. Promote the coordinated development of intelligent construction and building industrialization. Support cities to focus on intelligent design, construction industry Internet platform, intelligent construction equipment, intelligent production, intelligent construction, intelligent operation and maintenance, prefabricated decoration and other aspects, incorporate intelligent construction industry into regional industrial development planning, and ensure reasonable land use demand of intelligent construction industry cluster. Include intelligent construction related technologies in the scope of provincial science and technology plan support, and increase support for technology research and development and achievement transformation. Include intelligent construction related equipment and software in the key collection scope of the first major equipment and first version software product application promotion catalog. Support government investment projects to specify the requirements for intelligent construction applications in the bidding documents. The investment in the digital and intelligent transformation of specialized equipment for energy conservation, water conservation, environmental protection, and safety production in enterprises shall be implemented in accordance with regulations to offset the enterprise income tax policy. 5. Promote the coordinated development of smart city infrastructure and intelligent connected vehicles. Gradually and steadily promote the application of assisted driving, implement the "demonstration application" action of autonomous driving, accelerate the deployment of intelligent perception devices for urban road infrastructure, and improve the level of vehicle road coordination. Accelerate the construction and renovation of intelligent parking facilities. Strengthen the planning, construction, and renovation of urban distribution facilities, and establish an intensive, efficient, and intelligent green distribution system. Combining the construction of public infrastructure for both regular and emergency use, we will reasonably layout urban emergency material transfer facilities and enhance the rapid supply capacity of urban emergency materials. Promote the pilot project of "vehicle road cloud integration" for national intelligent connected vehicles in Jinan, and accelerate the expansion of pilot demonstration application scenarios. We will coordinate the implementation of unmanned delivery at the end of urban areas throughout the province, unmanned driving in all scenarios in Yantai, the new and old kinetic energy conversion starting zone in Jinan, and the "vehicle road cloud integration" pilot project in Qingdao West Coast New Area, promoting the breakthrough of unmanned driving in all scenarios and multiple fields. 6. Improve the level of intelligent operation and maintenance of municipal facilities. Build a basic data platform for the planning, construction, operation, and management of underground pipeline networks, and establish a three-dimensional visual "one map" system for underground pipeline networks. Accelerate the intelligent transformation of security equipment such as video surveillance in key public areas and roads. Strengthen intelligent monitoring of gas leaks and strictly implement pipeline safety supervision and inspection responsibilities. Implement flood prevention and safety protection measures for residents' pressurized storage facilities, and strengthen water quality safety monitoring. Strengthen the safety operation monitoring of old urban bridges, tunnels and other facilities. 8. Carry out the construction of digital homes. 3、 Guarantee measures
Implement the leadership of the Party throughout the entire process of promoting the construction of new urban infrastructure and building resilient cities. The Provincial Department of Housing and Urban Rural Development takes the lead in strengthening overall planning, researching and solving prominent problems, working together with relevant departments to strengthen work guidance and supervision, regularly conducting policy implementation effect analysis and evaluation, and timely summarizing and promoting typical experiences. Select some cities and counties (cities, districts) as provincial pilot projects to explore the establishment of operational mechanisms and business models for the construction of new urban infrastructure. All levels should strengthen work research, refine implementation measures, and conscientiously organize implementation. Promptly report major issues to the provincial party committee and government in accordance with procedures.
