The Department of Housing and Urban Rural Development of Shandong Province recently issued the Implementation Opinions on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities in Shandong Province. Among them, it is proposed to build a City Information Model (CIM) platform. Strengthen the open sharing of information in various industries and fields related to national spatial planning, urban construction, surveying and remote sensing, urban operation management, etc., fully utilize the results of the first national comprehensive risk survey of natural disasters on housing construction and municipal facilities, build a three-dimensional spatial basic data model for urban and rural areas based on the real three-dimensional Shandong, promote the construction of urban information model platform, and achieve connectivity with national and provincial platforms. We will promote the application of urban information modeling platforms according to local conditions, strengthen the integration and coordinated development of functions with other basic information platforms such as national land and space, further expand and enrich application scenarios, and provide basic support for the construction of "digital housing". Deepen the application of Building Information Modeling (BIM) technology in the entire process of design, construction, operation and maintenance. In order to deepen the construction of new urban infrastructure, promote the digital transformation of urban infrastructure, and continuously improve urban safety resilience, the following implementation opinions are proposed based on the actual situation in Shandong.
1、 Overall objective
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, conscientiously implement General Secretary Xi Jinping's important discourse on urban work and the important speech on inspecting Shandong, follow the decision-making and deployment of the Party Central Committee and the State Council, adhere to problem oriented and systematic concepts, adhere to government guidance and social participation, adhere to seeking truth from facts and adapting to local conditions, adhere to scientific and technological innovation and digital empowerment, promote the deep integration of new generation information technology and urban infrastructure construction, implement digital transformation of urban infrastructure, accelerate the construction of information platforms, enrich and expand smart application scenarios, build a new type of urban infrastructure system that is intelligent, efficient, and resilient, and promote urban safety and development.
By 2027, establish relatively complete standards and mechanisms for the construction of new urban infrastructure, build a unified and interconnected information platform throughout the province, enrich smart application scenarios, and form a batch of replicable and promotable experience and practices. By 2030, a comprehensive breakthrough will be made in the digital transformation of urban infrastructure, and the construction of new key urban infrastructure in the main urban areas of all districts will be fully covered. The resilience of key areas in counties (cities, districts) will be significantly enhanced, and urban operations will be safer, more orderly, smarter, and more efficient.
2、 Key tasks
(1) Implement intelligent construction transformation and continuously improve the resilience of urban facilities.
1. Conduct in-depth surveys and physical examinations of housing and municipal infrastructure. Conduct in-depth urban physical examinations, improve relevant indicators and standard systems, comprehensively investigate the current situation and maintenance status of urban housing construction and municipal infrastructure. Improve the inventory of the number, distribution, and inspection status of elevators in old residential buildings, comprehensively grasp the seismic performance of old building facilities, building fire-fighting facilities, fire-fighting high-altitude work surfaces, evacuation routes, and safety hazards of old municipal infrastructure equipment. Relying on the provincial housing construction safety management information system, achieve dynamic updates of housing safety management information. 2. Accelerate the construction of urban infrastructure lifeline safety projects. Promote the construction of the Shandong Province urban infrastructure lifeline safety supervision platform, vigorously promote the installation of IoT intelligent sensing devices on underground pipelines, bridges, tunnels, comprehensive pipe galleries, manholes and other facilities, monitor the operation status of urban infrastructure in real time, dynamically warn, accurately trace and coordinate disposal, effectively warn and prevent accidents such as bridge collapse, urban waterlogging, and gas pipeline leakage. Accelerate the construction and renovation of intelligent parking facilities. Strengthen the planning, construction, and renovation of urban distribution facilities, and establish an intensive, efficient, and intelligent green distribution system.
