On June 26th, the "Several Measures to Promote Low altitude Economy and High quality Development of Aerospace in Guangzhou Development Zone (Huangpu District)" was released. The Measures focus on 10 support measures, including major project implementation, low altitude infrastructure, industrial agglomeration, low altitude flight service guarantee, skilled personnel training, aircraft airworthiness certification, core technology industries, low altitude application scenarios, financial support, and key project support. It is explicitly stated that the role of fiscal funds should be utilized to systematically plan and construct infrastructure such as take-off and landing pads, vertical take-off and landing points, unmanned aerial vehicle automatic duty hangars, etc. that meet the needs of low altitude aircraft routes, and to build a network of low altitude aircraft take-off and landing points and routes. Encourage enterprises to carry out infrastructure construction related to low altitude economy. For those that meet the requirements, the annual subsidy amount for each enterprise shall not exceed 6 million yuan. Provide a maximum subsidy of 10 million yuan for the implementation of major projects.

Several measures to promote the high-quality development of low altitude economy and aerospace in Guangzhou Development Zone (Huangpu District)

In order to implement the spirit of documents such as the National Comprehensive Three dimensional Transportation Network Planning Outline, Guangdong Province's Action Plan for Promoting High quality Development of Commercial Aerospace (2024-2028), and the 14th Five Year Plan and 2035 Long Range Objectives for National Economic and Social Development of Huangpu District and Guangzhou Development Zone, accelerate the construction of Huangpu District's "12136" modern industrial system, promote the high-quality development of low altitude economy and aerospace, accelerate the formation of new quality productive forces, and cultivate new economic driving forces. Based on the actual situation in our district, this policy measure is formulated.

Article 1 [Scope of Application]

This measure applies to low altitude economy and aerospace industry enterprises, institutions, or unincorporated organizations that engage in production and business activities in accordance with the law and integrity, implement independent accounting, and comply with national statistical standards, tax collection and management, credit management, and other regulations within the scope of Guangzhou Development Zone, Huangpu District, and its entrusted management and subordinate parks (hereinafter referred to as "this zone"), except as otherwise provided.

Article 2: Support the Implementation of Major Projects

Build a leading aerospace enterprise. Support the gathering of headquarters of carrier rocket and engine manufacturing enterprises, advanced satellite research and development design, mass production and delivery centers, etc. in our district. After comprehensive evaluation, incentives will be given to major projects with strong driving force and high industry influence in the development of the aerospace industry in this area. According to the paid in registered capital and actual fixed assets investment, the introduced enterprises will be given subsidies of up to 10 million yuan in batches.

Improve the low altitude aircraft manufacturing industry chain, encourage the introduction of research and development enterprises for intelligent aircraft, core components, onboard equipment, key raw materials, as well as key low altitude upstream and downstream enterprises for digital construction and operation maintenance. According to the comprehensive assessment, the introduced enterprises will be given subsidies of up to 10 million yuan in batches according to the paid in registered capital and the actual fixed assets investment.

This clause shall not be duplicated with Article 2 of the "30 Articles on New Quality Productivity". (Leading units: Project introduction units such as the District Development and Reform Bureau and the District Investment Promotion Bureau)

Article 3: Support for Low Altitude Flight Infrastructure

Utilize fiscal funds to systematically plan and construct infrastructure such as take-off and landing pads, vertical take-off and landing points, and unmanned aerial vehicle automated hangars that meet the needs of low altitude aircraft routes, and build a network of low altitude aircraft take-off and landing points and routes. Encourage enterprises to carry out infrastructure construction related to low altitude economy. For enterprises that have included unmanned aerial vehicle small takeoff and landing points, intelligent takeoff and landing cabinets, medium-sized takeoff and landing sites, large takeoff and landing hubs, electric vertical takeoff and landing aircraft (eVTOL) takeoff and landing sites, helicopter takeoff and landing platforms and other low altitude economy related infrastructure included in the district's low altitude route and takeoff and landing point planning and entered normal operation status, construction subsidies will be given up to 50% of the actual construction investment, classified by category. The subsidy amount for each small and medium-sized takeoff and landing point and intelligent takeoff and landing cabinet shall not exceed 100000 yuan, and the subsidy amount for each medium-sized takeoff and landing site, large takeoff and landing hub, eVTOL takeoff and landing site, helicopter takeoff and landing platform shall not exceed 3 million yuan. Article 4: Promoting Industrial Agglomeration

Encourage the clustering and development of low altitude economy and aerospace related industries. Explore the construction of industrial affordable housing through government allocation of industrial land, support enterprises to give priority to settling in various types of industrial affordable housing in the area, and provide corresponding rental discounts based on the principle of "capital preservation", while strictly controlling the annual increase in rental prices. For low altitude economy and aerospace enterprises above a certain scale that lease research and development, production, and office space for their own use in the low altitude economy and aerospace characteristic industry cluster zone planned and built in our district, a maximum of 50% of the actual rental cost and no more than 20 yuan per square meter per month will be provided as site support based on the comprehensive enterprise output value/revenue scale during the policy validity period. Each enterprise can receive a maximum subsidy of 2 million yuan per year. (Leading units: District Development and Reform Bureau, District Industry and Information Technology Bureau)

Article 5: Low altitude Flight Service Guarantee

Support enterprises, universities, or research institutions to build low altitude aircraft application verification sites with various public service functions such as flight test verification, airworthiness certification, inspection and testing. For low altitude flight test sites that have obtained airspace approval and provide public services, incentives will be given to comprehensively ensure the effectiveness of low altitude flight test services. The main body of each low altitude flight test site shall not exceed 2 million yuan per year. (Leading unit: District Construction and Transportation Bureau)

Article 6: Strengthen Training for Skilled Talents

Encourage enterprises to collaborate with universities and vocational colleges to strengthen the integration of industry, academia, and research, and establish training institutions related to low altitude economic fields such as unmanned aerial vehicle installation and maintenance, unmanned aerial vehicle operators, and new manned aircraft pilots/operators. For enterprises and institutions that conduct training for non human unmanned aerial vehicle operators in our district, if the number of people who obtain licenses issued by the Civil Aviation Administration of China during the policy validity period reaches a certain scale, a maximum reward of 200000 yuan will be given to each enterprise. For enterprises and institutions conducting training for human electric vertical takeoff and landing (eVTOL) pilots in our district, if the number of people who obtain licenses issued by the Civil Aviation Administration of China during the policy validity period reaches a certain scale, a maximum reward of 500000 yuan will be given to each enterprise. Article 7: Airworthiness Aircraft Rewards

For low altitude economic enterprises that introduce their headquarters or research and development, production, and manufacturing into this area, a maximum reward of 15 million yuan will be given after obtaining the Low altitude New Aircraft Model Certificate (TC) and Production License (PC) issued by the Civil Aviation Administration of China. Among them, large manned new aircraft will be rewarded with 15 million yuan each time, large non manned new aircraft will be rewarded with 5 million yuan each time, and medium-sized new aircraft will be rewarded with 3 million yuan each time. During the validity period of the policy, each enterprise shall be rewarded with no more than 30 million yuan. If the same enterprise obtains multiple product model qualification certificates and production licenses, there shall be no duplicate rewards. (Leading unit: District Development and Reform Bureau)

Article 8: Support for Industrialization of Core Technologies

Encourage local enterprises or institutions to focus on core areas such as battery systems, flight control systems, power systems, and aviation grade carbon fiber bodies related to low altitude aircraft, as well as core areas such as rocket engines, satellite payload equipment, and satellite core technologies related to aerospace, to carry out technological breakthroughs and achieve industrialization. For the low altitude economy field, a one-time reward of 200000 yuan will be given for the mass production of products formed in any officially released model of medium and large aircraft. For products formed in the commercial aerospace field that have been mass-produced on satellites and launch vehicles, a one-time reward of 200000 yuan will be given. The maximum subsidy for a single enterprise is 1 million yuan. The cumulative subsidy during the policy validity period shall not exceed 10 products. Article 9: Support for Low Altitude Application Scenarios

Encourage government departments to carry out low altitude scenario applications in public service areas such as emergency rescue, medical aid, land and resources surveying, ecological governance, and urban management through purchasing services. Support the application of low altitude aircraft scenarios and encourage local enterprises to create benchmark low altitude application scenarios. For demonstration projects that provide manned flight services for low altitude aircraft and have obtained operational qualification certificates and airspace route approvals, a maximum of 3 million yuan per project per year will be given, not exceeding 50% of the actual operating costs. For demonstration projects that provide low altitude aircraft carrier flight services and have obtained operational qualification certificates and airspace and route approvals, small, medium, and large carrier unmanned aerial vehicles will be given up to 20 yuan/flight, 30 yuan/flight, and 40 yuan/flight operation subsidies, respectively, based on no more than 30% of the actual operating costs. The maximum annual subsidy for each project is no more than 2 million yuan. (Leading unit: District Construction and Transportation Bureau)

Article 10: Increase Financial Support

Give full play to the role of the district's science and technology innovation and entrepreneurship investment fund, guide social capital to participate in investment in low altitude economy and high-quality aerospace projects, and assist in the high-quality development of low altitude economy and aerospace projects. Article 11: Support for Key Projects

Support the introduction of key projects in the low altitude economy and aerospace industry with strong industrial driving force and high industry influence. The management committee and district government agree to provide additional support for key projects that strengthen, supplement, and extend the manufacturing chain of low altitude economic aircraft in our region, as well as major projects that play a leading role in our region's aerospace industry. Projects supported by this clause will no longer be supported by other clauses of this policy.

【 Supplementary Provisions 】 The low altitude economy and aerospace related enterprises referred to in this policy measure refer to enterprises with corresponding industry qualifications, whose main business is the manufacturing of general aviation, unmanned aerial vehicle complete machines and components, low altitude flight, operation and support, and other low altitude economy industry chain related enterprises, as well as enterprises related to the aerospace industry chain such as the development of whole satellites and launch vehicles, manufacturing of satellite and ground terminal equipment, rocket launch and satellite application services. The concepts of small, medium, and large unmanned aerial vehicles referred to in this policy measure are consistent with the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles issued by the State Council and the Central Military Commission.

This policy measure shall come into effect from the date of issuance and be valid for three years. The original "Notice on Several Measures to Promote High quality Development of Low altitude Economy in Guangzhou Development Zone (Huangpu District)" (Suipu Development and Reform Regulation [2023] No. 2) and "Implementation Rules for Several Measures to Promote High quality Development of Low altitude Economy in Guangzhou Development Zone (Huangpu District)" (Suipu Development and Reform Regulation [2023] No. 3) shall be simultaneously abolished. For the same project or matter that complies with the provisions of this policy and measures and also meets the requirements of other support policies from higher authorities or the district (including policies requiring the district to provide supporting or bear funds from higher authorities), supporting enterprises shall give priority to seeking higher-level policies and provide support in accordance with the principles of high priority, non duplication, and supplementary distribution, unless otherwise specified. The proportion and limit of support, rewards, and subsidies related to this policy are both upper limit amounts, and the specific implementation of policy support will be adjusted accordingly based on the current fiscal budget situation. If this measure is inconsistent with the regulations of the higher authorities due to adjustments in laws, regulations, rules, and policies, the corresponding provisions of this policy measure will no longer be implemented. The specific interpretation of this policy is undertaken by Guangzhou Development Zone and Huangpu District Development and Reform Bureau of Guangzhou.
